HomeMy WebLinkAbout1997-03-25-Planning and Zoning Commission MinutesMarch 25,1997 The Waukee Planning &Zoning Connnission was called to order at 7:00pm by Chairman Jerry Steele.I Roll was taken and the following members were present:Steele,Hoifeldt,Applegate,Heskett, Korpanty.Absent:Blazanin,Royer (arrived at 8:15pm). Guests:Marsha Knaack,Herb Perry,Mike Wiley,Leland Carper,Council Representative Robyn Heath,Kurt Rueckel Dianna VanZee was present and taking minutes. AGENDA ADDITIONS-Herb Perry asked if he could be added to the agenda to address the Commission. APPROVAL OF MINUTES-Applegate motioned,Heskett seconded to approve the minutes of February 25th.Motion carried 5 to O. REZONING OF PROPERTY IN PROPOSED WINDFIELD II-This property is located south of HWY6 and east of Warrior Lane.The proposed site is R-2 they are proposing a zoning change to R-4.Phase 1 includes from lots 10-17 and 36-43 which covers approximately 5.75 I acres.This area would be used for town homes placed around a pond.There would be private J access with 25ft setbacks The units would face the streets and there would be no garages on the front.There would be two streets leading out of the development.Hoifeldt would recommend to the Council to rezone R-2 to R-4 accordance with the zoning map.Second by Korpanty. Discussion took place regarding the maintenance of the private street the homeowners association will be maintaining the street.A copy ofthe covenant will be sent along with the final plat.Motion carried 5 to O. PROPOSED R.O.W.WIDTH ON E.LAUREL STREET-Discussion took place regarding Laurel being a minor arterial street or major collector street.They would like to change the -Rc.G.W0nbalJn~l-tF0m-I-OO'-t0+0'-width~Killt-discussed with-the-G0=issi0n-the-length-0f--- Laurel.The street would only be approximately 2 Y:,miles long when the city is fully developed. The proposed easement would be 70'(36'back to back),three lanes including a center turn lane. The extension of Warrior Lane west has an 80'R.O.W. Frank Hoifeldt discussed his disappointment with the letter sent to the Commission from Gregory J.Roth,P.E.,Project Manager for Kirkham Michael Consulting Engineers.He took offense to the reference regarding the developer trying to hold the Connnission hostage regarding the stopping of negotiation with Fareway Stores,Inc.Hoifeldt felt that it was wrong for them to think that the Commission was trying not to work with Mike Myers. In the plans,Fareway Stores,Inc.would be hooked to a strip mall,tins is still in the negotiation stage.I P&ZMinutes March 25,1997 Page 2 Korpanty stated he would like four lanes as he thinks there will be more traffic in the years to come. Hoifeldt motioned to change the designation of Laurel in Windfield II to a Major Collector Street in place of a Minor Arterial Street therefore allowing 70'right-of-way.Second by Applegate. Before voting,Applegate also expressed his disappointment of the letter he had received and would like them to know about it.Motion carried 4-1 (Korpanty voting no). CARPER'S SUBDIVISION PRELIMINARY AND FINAL PLATS-Leland Carper representing his subdivision spoke with the Commission regarding lots that he would like platted on 280th Street east of Alices Road.He would like to use the original plans with low density houses.He would only have 5 lot platted at this time,selling 4 and keeping one for himself. There would be a large outlot in the back of these lots.Phase one would have to be platted to show an access to Phase two.It would be put on record that if someone purchased lot 6 they would have to pay to put in a road and extend the utilities.The Commission discussed with him the letter from Veenstra &Kimm.The Commission would like to see what Clive is planning to do with the land surrounding this parcel of land.The Commission would like Mr.Carper come back next month with preliminary and [mal plat drawn and with a 60'right-of-way on to lot 6 and it noted that who ever bought out lot 6 would have to extend the street and utilities to the property. HERB PERRY lot 842 Midwest Mobile Home Court-Herb discussed with the Commission that some of the language used in the about to be approved revised zoning ordinance was not consistent with the state,federal ordinances.He is mainly referring to the mobile home park. Hoifeldt asked Herb if he had a current zoning ordinance book that was to be passed with his corrections on it.Herb said he did.Hoifeldt asked if the Commission could see his corrections so they could discuss and correct ifthere is a problem.Herb told them no.Kurt wanted to say on record that Mr.Perry has been asked to submit his concerns in writing but has refused to do so.Kurt told Mr.Perry that he and the Commission would consider any ideas and they would gladly look at each item for consideration. Applegate left at 8:35pm. They Mayor also asked Herb to submit his comments so they could correct the ordinances if they needed to be. RENAMING OF CERTAIN CITY STREETS-SETTING POLICY-A discussion took place regarding the renaming of city streets.Motioned by Hoifeldt,second by Heskett to name east/west streets Avenue,north/south streets Streets and "curvy winding"streets at the discretion of the developer but not streets or avenues.Motion carried 5-0.They will try to discuss the 3;)3 P&ZMinutes March 25,1997 Page 3 I 3;)J-I existing streets at the next meeting. US CELLUALR PROPOSED SITE PLAN-Motioned by Hoifeldt,second by Royer to approve the revised site plan for the U.S.Cellular with screening to be added on the east side of the property.Motion carried 5-0. CONSIDERATION OF REVISION COMPREHENSIVE PLAN-The Commission would like to do a major review of the Comprehensive Plan,they would like to see what Clive and Urbandale have planned for the surrounding area so we could maybe uniform.They would like this brought back to the Commission next meeting and look at each area and check to see what is going on around Waukee. OTHER BUSINESS-Royer stated he also did not like the letter from Gregory Roth.He also stated that the Commission needed to make sure things were really taken care of when they pass things with a "subject to"clause.He stated that items with the settlement north ofHWY6 have not been taken care of and the farmer had to pursue in small claims court. The Mayor discussed that Wildflower Valley may be changed to have town homes priced at I $200,000.There would be 80 town homes.Sizes of lots for the homes would be larger and there J would be approximately 80-70 prices ranging from $200,000 to $300,000.
