The Waukee Planning &Zoning Commission was called to order at 7:01 PM by Chairman Royer.
The following members were present:Hoifeldt,Steele,Royer,Heskett.Absent:Korpanty,Applegate,Blazanin.
Dianna Van Zee was present and taking minutes.
Hoifeldt motioned,second by Steele to approve the minutes of February 27,1996,Motion carried 4 to O.
Approval of Agenda:Kurt told the Commission that Enterprise Business Park would like to discuss their Spec.
Building Site Plan tonight.It was just like the last building and Jeff Downing didn't realize that he needed to do
another site plan,therefore it was submitted late to John Kursitis.
Super Lube Site Plan:Mr.Heath discussed his site plan.The super Lube would have one bay to start with.The
building when done,will be able easily dismantled if it does not work out and moved off site.The customers would
drive over a pit and stay in their cars while the oil is being changed,It is environmentally safe,a hauler will remove
the waste and the filters would be crushed and properly disposed of.There would be no monument sign.John Kursitis
felt that the 2 in water line was adequate and would meet the specs.They will be replacing the sidewalk from Chets
carwash to the house east.Motioned by Steele,second by Hoifeldt to approve the Super Lube Site Plan.Motion
carried 4 to O.
Spec Building Site Plan-Enterprise Business Park:Jeff Downing would like to add another building next to the
existing building.They will use the same address.Rock will be placed between the two buildings.The docks will face
each other to contain all of the semi's,Jeffwould like to not extend the parking lot as the original plans were.They
would like to encourage the semi's drivers to turn around instead of proceeding around the building.The concrete will
be made thicker in the semi area for the purpose ofthe truck traffic.Discnssed the hydrant.Jeffwould like the second
hydrant to be put in before the next street is put in.This would service all ofthe buildings.To put a hydrant in now
would mean breaking up a portion of Warrior Lane to attach it.Jeffwould like to wait until the next plat is started and
at that time put a hydrant in.Jf it's not done this fall it will be done by next spring (1997).Discussion was held on the
parking requirement and they have more then the required parking.Motioned by Hoifeldt to approve the spec building
site plan of Enterprise Business Park subject of approval by John Kursitis and subject of approval ofthe fire hydrant by
the Fire Chief and subject to 12 months for the approval of the next plat and the placement ofthe hydrant,second by
Heskett.Motion carried 4-0.
Lots of Record:Paul Hnscher has looked at this ordinance.The draw back could be smaller lots.Hoifeldt motioned
to recommend to the Council to adopt the ordinance regarding Lots of Record,second by Heskett.Motion carried 4-0.
Snbdivision Review:This ordinance would allow the building of dwellings before final approval ofthe plat.They
could not sell any of these dwellings until final approval has been made.Hoifeldt motioned to recommend to the
Council to approve the ordinance to add R-4 and with 2 structures be allowed to be built before final approval ofthe
plat,second by Steele.Motion carried 4-0.
Subdivision Ordinance:With Jeff Downing,Mike Meyer and the president of the Home Builders Association present
they went over the ordinance with the Commission.The purpose of this was to get their feedback as to which points
.needed to be.lookedat and changed ifneed.be.The.suggestions.were noted .and.will.be lookeclat.__
Motioned by Steele,second by Heskett to adjourn at 9:40 PM.Next meeting will be April 23.Meeting adjourned.
