HomeMy WebLinkAbout1995-03-28-Planning and Zoning Commission Minutes-~~-----_.~~~ Planning &Zoning March 28,1995 The meeting of March 28,1995 Planning and Zoning Commission was called to order at 7:05PM by Chairman Royer with Kurt Rueckel taking minutes, Roll call was taken with the following members were present:Korpanty,Hoifeldt,Steele,Royer, Heskett,Blazanin.Absent:Applegate, A motion was made by Blazanin seconded by Heskett to approve the minutes as revised.Upon voice vote the motion carried 5-0. Jim Coons Site Plan-Kirby Griffin representing Jim Coons gave a brief over view of the project. There will be no additional parking,The new 6,000 foot building will be used for office/warehouse space.There will be a total of eight (8)employees at both buildings.The Commission discussed the number of spaces and whether or not it was required to have hard surfaced parking.Because of the limited number of parking spaces,a hard surface is not required. Motion by B1azanin,seconded by Korpanty to approve the site plan,Upon voice vote the motion carried 5-0. Mr.Griffin asked staff to provide him with documentation on the 40 foot easement at the south of the property. Koethe Preliminary and Final Plat-Kausalik Day Care Site Plan.Discussion was held regarding the paving of Laurel,the number of parking spaces,the requirement for sidewalks,the Highway 6 right-of-way,the removal of the proposed trees on the sewer and other easements,and in general John Kursitis's letter of March 28,1995. It was stated that Mike Meyers would most likely pave the entire width of Laurel along this frontage. Motion by Hoifeldt,seconded by Steele to approve the Koethe Preliminary plat.Upon voice vote the motion carried 5-0, The Commission then discussed the various changes to the Zoning Ordinance:Discussed adding "Fences and walls in any district other than M-I,M-IA,and M-2,Districts not exceeding six (6) feet in height are permitted within limits of side yards and rear yards.In M-I,M-IA,and M-2 Districts,fences and walls shall not exceed a height of eight (8)feet."to Section P."However, minimum side yards as so described shall not be less than five (5)feet for mobile homes,and one (I)foot for all other structures,and rear yards as so described shall not be less than five (5)feet for any structure,"to section E(4)of the mobile home ordinance. Adding the wording approved already by City council to 301.19A- Page 2 P&Z 3/28/95 ! I I "2.Owner occupied dwelling units in existing structures."Owner"shall include family of Owner with in the second degree of consanguinity or affinity." "3.Dwelling units occupied by a manager or managers in responsible charge,for adequate consideration,of the entire business or businesses housed in the same structure owned by the Owner of the business or businesses." And editing the language to 301.27 (B)7,14 &15 so that it now reads, "7.Day Care Center -one (1)parking space for each full-time employee plus one (1)parking space for every ten (10)licensed capacity of center." "14.Retail stores,shops,etc.Under two thousand (2,000)square feet offloor area -one hundred (100)percent of gross floor area. "15.Retail stores,supermarkets,etc.over two thousand (2,000)square feet of floor area -two hundred fifty (250)percent of gross floor area" The Commission then discussed various proposed changes to the zoning map.The Commission will meet with the Waukee Business Association on April 20,1995 to go over the proposed changes. Motion by Steele,seconded by Blazanin to adjourn at 8:50PM.Upon voice vote the motion carried 5-0. Respectfully submitted,
