MEETING.
Chairman Steele called the May,2002 meeting of the Planning &Zoning Commission to order at
7:04p.m.
Roll Call.The Chairman asked for a roll call and the following Commissioners were present:
Hoifeldt,Korpanty,McCoige,White,Steele.Absent:Krantz,Willits.
Council Representative present:none.
Agenda Approval.Chairman Steele asked ifthere were any changes to the agenda.None.
Motion by Commissioner Hoifeldt,seconded by Commissioner Korpanty to "Approve the
Agenda".The Commission Chairman asked for a roll call vote:Ayes:Hoifeldt,Korpanty,
McCoige,White,Steele.Nays:None.
Approval of April 23,2002 Minutes.Motion by Commissioner Hoifeldt,seconded by
Commissioner White to "Adopt the April 23,2002 meeting minutes."Chairman Steele asked
for a roll call vote.Ayes:Hoifeldt,Korpanty,McCoige,White,Steele.Nays:None.
Approve the Final Plat for Ville D'Avray.J.L.Tucker presented the Final Plat for Ville
D'A vray.Discussion took place on the issues mentioned in the V &K letter.Also discussion as
to the maintenance of the decorative street lights in Ville D'Avray.John Gibson,Director of
Public Works,stated that he needed a letter from MidAmerican Energy expressly stating that
they would maintain the street lights;Mr.Tucker is to obtain this letter.Also discussion that tree
maintenance along the south side of Place D'A vray will be included in the covenants of the
development.Motion by Commissioner Hoifeldt,seconded by Commissioner Korpanty to
"Approve the Final Plat for Ville D'Avray contigent that the following issues are addressed:I)
the driveway reference on as-built construction plans should be to Lot 3 in lieu of Lot 4,with
access easement indicated on plans,2)the width of the water main easement to be increased to
25 feet to accommodate the water main as built along 142nd St.,3)the Homeowner's Association
covenants are drafted and provided to the City Attorney for review and approval,4)maintenance
bond for improvements to be provided to the City,with the sidewalk performance bond to be
waived as approved in the preliminary plat approval,5)park fee,siren fee,and Eastern Area
Pump Station connection fee to be paid to the City,and 6)a letter is provided by MidAmerican
Energy stating that they will maintain the street lights in Ville D'Avray",Chairman Steele asked
for a roll call vote.Ayes:Hoifeldt,Korpanty,McCoige,White,Steele.Nays:None.
Approve the Ordinance Change to §301.3 -Definitions of Detention Pond and Retention
Pond.After discussion and suggestions by John Kursitis of V &K,motion by Commissioner
Hoifeldt,seconded by Commissioner White to "Approve the Ordinance Change to §301J -
Definitions of Detention Pond and Retention Pond -with the addition of "at 5 year storm
occurrence"to both defmitions after the sentence ending with "from the basin without
development"."Chairman Steele asked for a roll call vote.Ayes:Hoifeldt,Korpanty,
McCoige,White,Steele.Nays:None.

Discussion of Proposed Ordinance -Planned Development District.Chad Weaver stated
that the intent ofthe ordinance was to make sure that developers who want to rezone a district
have a more concrete plan for the development of that district.The language includes both
residential and commercial development.The PD process can be initiated by the developer,or
by the Planning &Zoning Commission or the City Council.
Discussion of Proposed Ordinance -Arterial Corridor Overlay District.Chad Weaver
stated that,as in the proposed ordinance for Planned Development District,the intent is to make
sure developers have a more concrete plan for their development.A point system is introduced
in this proposed ordinance,which would encourage the implementation of aesthetic elements to a
development.
Adjournment.Motion by Commissioner Hoifeldt,seconded by Commissioner McCoige to
adjourn at 8:28 p.m.Chairman Steele asked for a roll call vote:Ayes:Hoifeldt,Korpanty,
McCoige,White,Steele.Nays:None.
