1,grind back pavement for drainage purposes,and an arrangement with Mr.Copeland has been
made for payment for crop damages that occurred".Chairman Steele asked for a roll call vote.

MINUTES OF THE MAY 23,2000 PLANNING AND ZONING COMMISSION MEETING.
The May 23,2000 meeting oftbe Planning &Zoning Connnission was called to order at 7:07
p.m.by Chairman Steele.
Roll Call.The Chairman asked for a roll call and the following Connnissioners were present:
Steele,McCoige,Applegate,Hoifeldt,Korpanty,and Schoeberl.Absent:Royer.
Council Representative present:Nick Gruber.
Agenda Approval.Motion by Connnissioner Applegate,second by Commissioner McCoige to
approve the agenda.The Connnission Chairman asked for a roll call vote:Ayes:Applegate,
Hoifeldt,McCoige,Korpanty,Schoeberl,and Steele.Nays:None.
Adoption of Previous Meetings Minutes.Motion by Commissioner Applegate,second by
Connnissioner McCoige to "Adopt the May 8,2000 meeting minutes".Chairman Steele asked
for a roll call vote.Ayes:Applegate,McCoige,Schoeberl,Korpanty,Hoifeldt,and Steele.
Nays:None.
Approval for Waukee East Park Preliminary Plat.Motion by Connnissioner Hoifeldt,
second by Commissioner Korpanty to "Approve Waukee East Park Preliminary Plat contingent
on the agreement for the grade change required on the NW comer of the plat,connecting with
the 12 inch water line on the East side of Alice's Road assuming a cost agreement can be made
between Greg Judas and Sunmer Worth (if not tben a change can be made on tbe Construction
Plans),a letter from Veenstra &Kimm to the City that approves tbe drainage and sidewalk issue
on the west side of Alice's Road,and the Park Land Dedication/Fees are approved by the Parks
Board".Chairman Steele asked for a roll call vote.Ayes:Hoifcldt,Korpanty,Applegate,
McCoige,Schoeberl,and Steele.Nays:None.
Discussion Only -Changing the Monnment Sign Ordinance.Paul Huscher will write tbe
ordinance up for Planning and Zoning to review.The Ordinance will be brought forth to the
Planning and Zoning Connnissioners as a discussion only item,if at that time there are no
concerns with the wording of the ordinance tben it will be passed on to the City Council.
Discussion Only -Review the C-4 Sign Ordinance to allow lighting.John Kursitis with
Veenstra &Kimm suggested that tbe City review the sign ordinance in all of the zoning
classifications.Chad Weaver,the City Intern,will research the sign ordinance issue and bring
back to the Planning and Zoning Commissioners at a later date.

Approval of an Ordinance to Establish Rnral Residential Classification.Commissioner
Schoeberl was concerned with the health risks with open burning within the city limits and
wanted limitations added to the Ordinance.Joshua Smith will reword the Ordinance and mail a
copy to each of the Commissioners to review.If there are any reservations concerning the way
the ordinance is written,then the Planning and Zoning will have a special meeting on it prior to
the June 6,2000 Council Meeting.Motion by Commissioner Hoifeldt,second by Commissioner
Korpanty to "Approve the zoning classification A-2 with the fill in the blanks with the shot
amounts to be determined by council,to add in the principal permitted uses provision to step
down to an A-I district,also in the permitted Accessory uses item b to step down into an A-I
district and then to add into section a concerning a new paragraph c:no person shall be allowed
to open bum within 200 yards of a building inhabited by people or if expressly prohibited by the
local Fire Chief or Health Official".Chairman Steele asked for a roll call vote.Ayes:Hoifeldt,
Korpanty,McCoige,Schoeberl,and Steele.Nays:Applegate.

McCoige to adjourn at 9:50 p.m.Chairman Steele asked for a roll call vote:Ayes:Applegate,
