The Waukee Planning &Zoning Commission was called to order at 7:00 P.M.by Chairman Lloyd
Royer.The following members were present:Steele,Applegate,Hoifeldt,Blazanin,Heskett
(arrived at 7:03),Korpanty (arrived at 7:12).Dianna Van Zee "vas present and taking minutes.
Motioned by Hoifeldt,second by Applegate to approve the minutes of May 28.Motioned carried
6 to O.
FINAL PLAT-WINDFIELD PLAT 5 -There are 271018 on this the final plat of Wind field.The
large lot is a detention pond which will be mainly dry.The developer will deed this detention pond
over either to the city or with lots 12 &13.The detention pond needs to be looked at to see if it's
functioning properly before the city would take it over.The control structure outlet needs to be
modified before the city takes it over.This matter is up to the council whether the city or lots 12 &
13 take care ofthis detention pond.Motioned by Hoifeldt to approve the final plat of Windfield
Plat 5 and recommend the city take over the outlot as soon as improvements have been taken care
of.Also,with the approval of the City Attorney's review of the performance bonds.Second by
Blazanin.Motion carried 5 to 2 (Applegate and Steele voting nay).
PRELIMINARY PLAT/SITE PLAN-BRODERICK ANIMAL CLINIC -Steve Venard of
Bishop Engineering presented the preliminary plat/site plan for Broderick Animal Clinic.It is
located on the West of the Phil Broderick's home.It is on 4 Y,acres and will be divided into 2
lots.The water main will be extended and there will be an easement in the northwest corner of lot
2 for the water service.The new clinic will be on lot 1.Drainage will be shared by both lots
which will run between the two lots.The new building will be 6,100 sq feet,and have 18 parking
spaces,Fourth Street will be extended,and there will be a hammer head turn around at the dead
end of the street for traffic.Motioned by Hoifeldt,second by Applegate to approve the preliminary
plat of Broderick Animal Clinic.Motion carried 7 to O.Motioned by Applegate,second by Steele
to approve the site plan for Broderick Animal Clinic subject to the approval from the Council
regarding the gravel service to the back of the building.Motion carried 7 to O.
ALL-STATE GUTTER-SITE PLANIFINAL PLAT -Rick Ross presented the site plan/final
plat for All-State Gutter.The Board of Adjustments approved the variance and they have obtained
a letter from the DOT stating they could use the easement for traffic to turn around.The water and
sewer runs to them from Ashworth along the back of their property.The developer does not see
any reason they need to have the larger water and sewer pipes due to the fact there will only be two
bathrooms.The fire hydrant is approximately 150 ft away behind on Ashworth Dr.Motion by
Hoifeldt,second by Applegate to approve All-State Gutter-Site PlanlFinal Plat subject to storm
drainage computations being provided to the City and Fire Department or review of fire hydrant
location.Motion carried 7 to O.

FrNAL PLAT -LEONARD'S SUBDIVISION -This is the replat oflots 5 &7 and Plat 2.The
developer will get a variance in regards to the streets and street lights.(Leonards Subdivision is
within the 2 mile radius of Waukee).Each homeowner would be required to put their own street
light on their property.In the covenant they would be told what would be acceptable lighting.The
streets are 25ft with curb,gutters and storm sewers all have been built accordingly to the City's
standard specification.The division has new street names per Dallas County's request.Motioned
by Applegate,second by Steele to subject to review by the City Attorney to approve the Final Plat
of Leonard's Subdivision.Motion carried 7 to o.
MONUMENT SIGNS -RESIDENTIAL AREAS -Downing Development is proposing a sign,
vinyl sign,into the entrance of Sunrise Meadows.There will be no lighting.The signs would
become the owner of the property it is located on.Motion to Applegate,second by Korpanty to
approve residential signs in this area.Motion carried 7 to o.
HEIGHT OF ACCESSORY STRUCTURES -Mark Cunningham discussed wanting to build a
garage to fit on his property that would go with the overall look of the older part of town where he
lives.His garage is 17ft tall now and he wants to replace it with a bigger garage that is 22ft talL If
he tears the garage down he would only be able to build to 14ft tall according with our ordinance.
Motioned by Steele,second by Applegate to recommend that the Zoning Administrator interpret
the zoning regulations as measuring the height of an accessory structure from ground to the mid
point between the peak and roof line.Motioned carried 7 to O.
M-2 ZONING/OUTSIDE VEHICLE STORAGE -Waukee does not have set aside for M-2
zoning.This needs to be addressed and some land should be set aside for this zoning.Kurt
Rueckel stated he has been receiving requests for M-2 zoning.There has been a request for outside
vehicle storage.This project would be fenced,landscaped,paved,computer authorization cards,
the public would not be able to drive through.He would like to know if the Commission thought
that this would be a project that could be presented at the next meeting if it fell under M-l zoning.
The Commission stated they thought it was M-l.
Applegate motioned,second by Steele to adjourn the meeting at 9:31 P.M.Meeting adjourned.

including the status of the islands.Almost all of the islands have been annexed.Crow and Chase
on University Ave and Walnut Ridge Drive have appealed their annexations.
SUBDIVISION ORDINANCE -There will be a special meeting to discuss the subdivision
ordinance.This will be Tuesday,July 2 at 7:00 P.M.
Next Planning &Zoning meeting will be Tuesday,July 30.
