The July 10,2000 meeting of the Planning &Zoning Commission was called to order at 5:35 p.m.by Chairman Steele. Roll Call.The Chairman asked for a roll call and the following Commissioners were present: Steele,McCoige,Korpanty,Royer,and Schoeberl (5:45).Absent:Hoifeldt and Applegate. Council Representative present:Nick Gruber. Agenda Approval.Chairman Steele asked if there were any changes to the agenda,Item #6- Approve Final Plat for Southfork Woods Plat 2 was deleted.Motion by Commissioner Royer, second by Commissioner McCoige to approve the agenda.The Commission Chairman asked for a roll call vote:Ayes:Royer,McCoige,Korpanty,and Steele.Nays:None. Adoption of Previous Meetiugs Minutes.Motion by Commissioner McCoige,second by Commissioner Korpanty to "Adopt the June 12,2000 meeting minutes".Chairman Steele asked for a roll call vote.Ayes:McCoige,Korpanty,Royer,and Steele.Nays:None. Approve Brelsford Car Wash.Steve Venard with Bishop Engineering presented the Site Plan for the addition to the existing car wash.Mr.Brelsford would like to add three (3)additional self-serve bays in the front portion of the lot.Discussion took place regarding the flow of traffic through the lot,the need for a larger sanitary sewer pipe,necessary easements,and the agreement to change the existing pole sign to a monument sign if/when the existing sign wears out.Motion by Commissioner Royer,second by Commissioner Korpanty to "Approve the Site Plan for Brelsford Car Wash conditional that an overland flowage easement is added". Chairman Steele asked for a roll call vote.Ayes:Royer,Korpanty,McCoige,Schoeberl,and Steele.Nays:None. Motion by Commissioner Schoeberl,second by McCoige to "Reconsider the motion to add an alley easement provision".Chairman Steele asked for a roll call vote.Ayes:None.Nays: Schoeberl,McCoige,Royer,Korpanty,and Steele.Motion declined, Approve Site Plan for Waukec Motors.Motion by Commissioner Schoeberl,second by Commissioner Korpanty to "Approve the Site Plan for Waukee Motors contingent that an overland flowage easement and an alley easement can be agreed upon by both parties,and that the Waukee Motors will come back at a later date regarding the sign".Chairman Steele asked for a roll call vote.Ayes:Schoeberl,Korpanty,McCoige,Royer,and Steele.Nays:None. Approve the Replat of the Preliminary Plat for Parkview Crossing Plat 2.This plat has previously been passed at the June 12,2000 P &Z meeting.The changes in the replat of Parkview Crossing Plat 2 include the removal of the cul-de-sac,and changing the waterflow through the rear yards into a detention area.Motion by Commissioner Royer,second by Commissioner Korpanty to "Approve the Preliminary Plat for Parkview Crossing Plat 2 contingent on item #4 on the V &K comment letter stating that the developer will pay for a 31 ' road required by the Subdivision Ordinance because L.A.Grant Parkway is a major collector". Discussion Only -Parkveiw Crossing Plat 1,Lot 60.Rick Ross explained that the developer oflot 60 would like to increase the number of units allowed by ordinance.Using the bulk regulations for the R-3 zoning classification,the lot could only allow 69 units,the developer wants to put 72 units on this lot.The developer is applying for a tax credit and needs to know if it is possible to have the 72 units,The Planning and Zoning discussed three possible solutions: (1)Parkview Crossing owners could deed over 20 feet ofland to create a large enough lot to conform with the bulk regulation,(2)Take the concept to the Board of Adjustments for approval, or (3)Rezone to a PUD which would allowed a larger number of units. Approve the Sign Ordinance.Motion by Commissioner Korpanty,second by Commissioner Royer to "Table the Sign Ordinance until the July 25,2000 P &Z meeting for further review". Chairman Steele asked for a roll call vote.Ayes:Korpanty,Royer,McCoige,Schoeberl,and Steele.Nays:None. Discussion Only -Architectural Design Standards Ordinance.Chad Weaver asked the Planning and Zoning Commission to review the design standards.The Commission gave the following requests:(1)Ashpaltic material could be used for roofs,(2)Cedar wood could be used as an exterior material,(3)Extra requirements for corridors or overlay areas,(4)More refmement. Adjournment.Motion by Commissioner Royer,second by Commissioner Korpanty to adjourn at 8:03 p.m.Chairman Steele asked for a roll call vote:Ayes:Applegate,Royer,Korpanty, McCoige,Schoeberl,and Steele.Nays:None.
