HomeMy WebLinkAbout1997-07-22-Planning and Zoning Commission MinutesJuly 22,1997 The Waukee Planning &Zoning Commission was called to order at 7:05pm by Chairman Jerry Steele. Roll was taken and the following members were present:Blazanin,Heskett,Hoifeldt,Korpanty, Steele.Absent:Royer,Applegate. Dianna Van Zee was present and taking minutes. APPROVAL OF MINUTES-Moved by Blazanin,second by Hoifeldt to approve the minutes of 6/24/97 with the corrections being noted.Motion carried 5 to o.(corrections made). FAREWAY SITE PLAN-Gary Reed,of Kirkham,Michael,representing Fareway,stated that the proposed Fareway Store is located on the east side ofthe commercial development of the Windfield II development.There will be 228 parking spaces,an onsite detention area in the back that will eventually drain into the Windfield storm sewer system.It is a 22,000 sq ft facility. There would be a strip mall attached to the store but there would not be an access to the store from the mall.There will be a burm built on Laurel (until the area is developed)to stop the flow onto the undeveloped area.Detention service to the NW parking lot will be put in later when that part of the mall develops. Discussion took place regarding the east side of the property.The mobile home has a 30ft buffer,they are requesting to only place a lOft on their side.This would give approximately 40ft of buffer between the mobile home court.Between a commercial and residential district the commercial needs to have a 25ft buffer.They asked that the zoning ordinance be amended. The parking lights would be a shoe box design and shine down.After the store closes the lights would not be on.The store hours are 8:00am to 9:00pm.Heskett moved to recommend to the Council to amend the zoning ordinance section 301.27 A2,by adding ,or 10ft adjourning R districts with an existing 30ft buffer.Korpanty second.Motion carried 5-0.The Commission -_.--want-s-te-make-sme-GaT-light%-weula-llet-be-shinning-in-th@-wind()W8-()f~thg-M()bilg..ll()mg..Cml1:t~- Buffer of fence,or shrubs,or trees would be added along the sorthern portion of the east side. Moved by Blazanin to accept the Fareway site plan and recommend to the Council to approve with the amendment to the zoning ordinance 301.27 section A #2,the grading of the parking lot to be 42 inches,and the burm or fence or trees along the residential area.Second by Hoifeldt. Motion carried 5 to o. STORM WATER MANAGEMENT PLAN-The City has asked Veenstra &Kimm to do a storm water management plan.This plan will be used by the city and the developers to help in developing any new plats.Hoifeldt moved to recommend to the Council to enter into an agreement to have Veenstra and Kimm develop a storm water management plan for the City of Waukee.Blazanin second.Motion carried 5 to o. Page 2 P&Zminutes 7/22/97 DEVELOPMENT FEES-Kurt went over the proposed development fees with the Commission and explained to them the purpose for this being used.Hoifeldt recommended to the Council to implement the connection fees into the subdivision ordinance.Korpanty second.Motion carried 5 to O. OTHER BUSINESS-Kurt told the Commission the Farmers Co-op would like the city to vacate 5th street between Maple and Ashworth.The property is owned by them and they will need to build a corn containment bin and this will take up this area.
