J MINUTES OF .THE JULY 28,1998 PLANNING AND ZONING COMMISSION The meeting was called to order by Chairman Steele at 7:05pm with the following members present:Applegate,Heskett,McCoige,Royer,Hoifeldt and Korpanty. AGENDA APPROVAL No objections or changes,agenda approved PREVIOUS MEETINGS MINUTES Motion by Hoifeldt,second by McCoige to approve June meeting minutes. Ayes:unanimous. HAWTHORNE RIDGE APARTMENTS (Dream Catchers)-SITE PLAN The site plan was presented by Jerry Purdy of Design Alliance.There was discussion of storm water detention with the on the site,but V &K indicated that the PUD in which the site is located had already allowed for the storm water retention and that the site would not be required to have its own detention. Motion by Hoifeldt to approve the site plan.Second by McCoige.Ayes:Unanimous. HAWTHORNE RIDGE PLAT 3 -PRELIMINARY PLAT This plat is for the portion of Hawthorne Ridge west of 18th street between the single family section of the PUD to the north and University Ave.on the south. Motion by Hoifeldt to approve the plat.Second by Applegate.Ayes:unanimous. HAWTHORNE RIDGE PLAT 3 -FINAL PLAT All ofthe engineering requirements were satisfactory,but the legal documentation was not presented,and the public improvements are not yet complete. HAWTHORNE RIDGE -CHANGE STREET NAMES Because the number designation given to the streets in the development do not match the address grid,and the home owners and developers asked to have the numbers changed to names. Hawthorne Dr.to Hawthorne Ridge Dr.,East 17th changed to AshleafLn.,East 18th changed to Oakleaf Dr.and East 19th changed to MapleleafLn. Motion by Royer to recommend that council change the names of the streets as presented. Second by Korpanty.Ayes:Unanimous Country Club Woods Plat 5 -Rezoning Brad Cooper of Civil Engineering Consultants represented the project,made the request for a change of zoning from R-5(A-l)to R-l as this zoning is still consistent with the city's comprehensive plan. Royer made a motion to approve the rezoning request.Second by Hoifeldt. Ayes:Unanimous Country Club Woods Plat 5 -Preliminary Plat Brad Cooper stated there were no objections to the seven comments made by V &K,and that the appropriate changes would be made. Motion by Hoifeldt to approve the preliminary plat subject to correction of seven items noted by V&Kin their letter dated July 21,1998.Second by Royer.Ayes:Unanimous. Westgate Plat 3 -Final Plat Brad Cooper represented this project which was reviewed and complete from an engineering standpoint,but lacked the legal documentation and bonds or improvements. Motion by Hoifeldt to approve the final plat subject to approval by the city attorney of all legal documentation,and the completion of the required improvements,or the delivery of bonds in amounts acceptable to the city.Second by Applegate.Ayes:Unanimous. CrowfEngelen -Rezoning properties from A-I to R-I Motion by Hoifeldt to approve requested rezoning.Second by Royer.Ayes:Unanimous. Rezoning 205 Ashworth from R-2 to R-3 Cindy Moorhead requested that the property be rezoned to accommodate an assisted living complex that will eventually be 27 units. Motion by Royer to approve rezoning request.Second by Korpanty.Ayes:Unanimous 35/
