The Waukee Planning &Zoning Commission was called to order at 7:10 P.M.by Vice-
Chairman Steele.
The following members were present:Blazanin,Hoifeldt,Steele,Applegate.Absent:
Korpanty,Heskett.Royer arrived at 8:30 P.M.
Hoifeldt motioned,Blazanin second to accept the minutes of 6/25/96 with the corrections as
noted.(These corrections have been done.)Motion carried 4 to O.
Motioned by Hoifeldt,second by Applegate to approve the agenda.Motion carried 4 to O.
LARRY CLAYTON-SET BACKS C-2 -Larry Clayton owns Kids Co and he wanted to
discuss with the Commission the need for set backs in a C-2 zone.Kids Co is zoned C-1 and
he would like set backs so C-2 districts could not build to the lot line.He also discussed the
look offences and storage sheds around the city.Hoifeldt explained to Mr.Clayton that the
city does have certain guidelines regarding fences and storage sheds.
RE-ZONING OF VAUGHN PROPERTY TO M-l -This parcel ofland is almost
landlocked.The purpose of this rezoning to M -1 was the owners felt this would better utilize
the land use with the railroad at a close proximity.There is 66 acres ofland.Kurt wanted to
know what was the planned use for this property.They did not have any planned use at this
time for the land but with the railroad track so close this could be used as a spur line to go to an
industrial business.Hoifeldt would like to have the rest ofthe Commission members be
present and get their opinion before they would act on it.This will be on the agenda for next
month.
ANNEXATION PROPERTY NW OF CITY &REZONING TO M2 -A cement batching
company has contacted the city regarding locating in Waukee.This would have to be located
in an M-2 district.There would be a need to annexation some land NW of the city for this
purpose.There are some unanswered questions they would like answered before they act on
this request.Example:Dust control,how would the added truck traffic effect our streets with
Highway 6 closed down,could the water line size handle this.Ray Clark talked of the need for
having a larger M-2 area so we don't loose business to other cities.The Commission stated
they would like more information before making any decisions.
SITE PLAN -WAUKEE OFFICE PARK -Dave Walters Home is wanting to locate an
professional building on Hwy 6,east of Inman's Strip Mall.This building is 12,000 L-shaped
building.The parking lot would be in front.They would only use a portion of this lot and at a
later time build a second building.Motioned by Blazanin second by to approve the site plan
for the Waukee Office Park subject to the items being addressed in the letter from Veenstra &

SITE PLAN-MINI STORAGE mCKMAN INDUSTRIAL PARK -This is located in the
Hickman West Industrial Park area on Laurel.There would be 4 units.It would have a 6 ft
security fence,small office with 1 employee.The units would be 5X5 up to 1OX20ft.There
would only be enclose storage,there would be no outdoor storage.Motioned by Applegate,
second by Hoifeldt to approve with allowance of Veenstra and Kimm's letter item #1 with
regards to the channelization of storm water runoff to John Kursitis satisfaction ..(They may
have to shorten the building by 5ft).Motion carried 4 to O.

FINAL PLAT-WESTGATE TOWNHOMES &WESTGATE PLAT 1 -Regency would
like to have the final plat of Westfield Townhomes and Plat 1 to be approved.The
Townhomes and Plat 1 consist of 45 residential lots R-2 zoning and R-4 lots for Townhomes.
The Townhomes is on 6 acres and there will be 40 units.The utilities are all done.The
Homeowners Association will be responsible for the pond,the drives and sidewalks going back
into the Townhomes.Discussion turned to the pond and the discharge on the other side of
Hwy 6 on the farm ground.The Mayor made comments about the problem and the phone calls
he'd received.Brad Cooper (representing Regency)explained to the Commission what had
taken place and they felt it was working at the present time.There is a meeting set up with
Regency,DOT,City and the landowners regarding how to handle this problem.This meeting
is scheduled for 8/6/96.Moved by Hoifeldt,second by Steele to approve Westgate
Townhomes subject to the meeting of 8/6 with all involved and be corrected by the 8/19
Council meeting.Motion did not pass 2 to 2.(Blazanin &Royer).After a discussion it was
decided that there would be a special Planning &Zoning meeting for Monday,August 12th at
7:00 P.M.Hoifeldt motioned,second by Steele to table the Westgate Townhomes &Plat 1
until the 8/12 special meeting.Motion carried 4 to O.
Motioned by Steele,second by Blazanin to adjourn the meeting at 9:40 P.M.
Meeting adjourned.
