HomeMy WebLinkAbout1998-08-25-Planning and Zoning Commission MinutesREZONING CARPER'S RIDGE Ron Herndon of Des Moines Seed and Nursery asked the city to rezone Carper's Ridge from A-Ito C~I,so that he could loc~te his nursery business there.He had received the reCluired number of signatures,anad paid the appropriate fees.I was noted that Allice,s Road would someday be a 4-5 lane connection to the interstate and that 280th would also be a 4-5 lane arterial someday and that the best use of the comer would probably be commercial.It was also noted that since this request deviated from the comprehensive land use plan,that the Planning and Zoning Commisssion would first have to amend the Comprehensive Plan. Motion by Applegate to amend the Comprehensive land Use Plan to allow for the requested zoning.Seconded by Royer.Ayes:Unanimous Motion by Applegate to approve rezoning of Carper's Ridge from A-I to C-l.Seconded by Royer.Ayes Unanimous. J MINUTES OF .THE AUGUST 25,1998 PLANNING AND ZONING COMMISSION MTG. The meeting was called to order by Chairman Steele at 7:1Opm with the following members present:Applegate,Heskett,Hoifeldt.Korpanty and Royer late.McCoige absent. AGENDA APPROVAL No objections or changes,agenda approved PREVIOUS MEETINGS MINUTES Motion by Hoifeldt,second by Applegate to approve July meeting minutes. Ayes:unanimous. HUNTER HOLLOW -REQUIREMENT FOR PLATTING Noted by staff that the property was small,would not be annexed at any time in the near future,and that the developers had made changes in their plat for all major items that had been brought to their attention by the city. Motion by Hoifeldt to waive city platting requirements,and give Dallas County jurisdiction over the plat with the noted city changes.Seconded by Joan Heskett.Ayes: Unanimous. SITE PLAN WESTVIEW CHURCH Ann Reinhart of Brian Clark and Associates represented the site plan for Westview Church which will be located on the northeast comer of Boone Dr.and University Ave.The Site plan was for the initial phase of the project,with some discussion of future stages,and that the city would require another site plan review as the church is expanded.The city engineer indicated that all of their requirements were met in the site plan as presented. Motion by Hoifeldt to approve the site plan.Seconded by Applegate.Ayes:Unanimous. Q\WPFILES\P&ZMIN\1998 MINUTES\082598.M1N 353 REZONING REQUEST LAMAR KOETHE Lamar Koethe made the request to rezone approximately 200 acres of ground located east ofParkview Crossing,from A-I to a variety of residential and commercial districts including C- IA along the south side of University,R-3 and R-4 south of that,and R-2 south of those.In addition a 500'wide strip ofM-1 that would run on the west side of Alice's Road when it is extended to the south.I was noted that The Comprhensive Land Use Plan would have to be amended to allow for this request,Lamar voiced some concerns about having M-I next to single family residential,and that there were no legal decriptions for the various portions of the conceptual drawing that was presented. Motion by Royer to amend Comprehensive plan to allow for the requested rezoning as presented in conceptual drawing.Second by Applegate.Ayes:Unanimous. Motion by Applegate to approve the rezoning request as submitted in the conceptual drawing,except that any usage allowable in the C-I,C-IA,C-3,C-4,or M-I districts would be permitted in the area designated as M-I on the conceptual drawing,and that legal decriptions for each proposed district would have to be submitted to staff before the rezoning would be passed on to the City Council for public hearing.Seconded by Royer.Ayes:Unanimous.
