HomeMy WebLinkAbout1996-08-27-Planning and Zoning Commission MinutesAugust 27,1996 The Waukee Planning &Zoning meeting was called to order at 7:05PM by Vice-Chair Steele. Roll was taken and the following members were present:Hoifeldt,Blazanin,Heskett,Steele, Korpanty.Absent:Applegate,Royer. Dianna VanZee was present and taking minutes. D&D Builders was added to the agenda. Hoifeldt motioned and Blazanin seconded the approval of the minutes of 7/30/96.Motion carried 5 to O. Rezoning of Vaughan Property-to M-l -The owners of the property would like to have their property changed from A-I to M-I.This would possibly make this property into a distribution area with the railroad running past the property.It is possible that Alices Road will someday be extended south to meet the interstate.John Kursitis stated that if this is approved the Comprehensive Plan would need to be amended.The Commission discussed the railroad spur and if there was enough room for one and would this back University up during the railroad switching process.The Commission voted on the rezoning.Hoifeldt motioned,Korpanty seconded approve the rezoning of the Vaughan Property to M-l.Motion failed 2 to 3.(Voting no Hoifeldt,Korpanty,Heskett).They will have to file to have it rezoned. WESTGATE TOWNHOMES -All comments have been address in the letter from Veenstra & Kimm.All of the bonding have been taken care of.They addressed the property owners to the North of Highway 6.After the crops are out,water will be re-routed.They are looking at the cost of the crops that were damaged and they will work out a settlement.Blazanin motioned to approve the final plat of Westgate Townhomes,second by Heskett.Motion carried 5 to O. WESTGATE-PLAT 1 -Discussion took place regarding this plat and the placement of a monument sign.Steele would recommend that no other sign be built until the Commission looks at the specifications regarding monument signs in our ordinance.Motion by Blazanin to approve the final plat of Westgate Plat 1 subject to repair of manhole and posting of bonds to assure the repairs are done and the understanding that only 1 monument sign may be built at this time. Second by Korpanty.Motion carried 5 to O. There was also discussion about the sales trailer that is currently on the property.Our ordinance does not allow this.Moved by Korpanty to allow the sales trailer on a 60 day temporary permit from final plat approval by Council.Second by Blazanin.Motion carried 5 to O. BUDGET STORAGE-SITE PLAN -These storage units are located North ofHwy 6 and East of the Waukee State Bank,They are proposing 5 buildings -there will be 1 access coming into the area.Access will be only with an electronic card.The center walls of some of the units will be removal to add different sizes to some of the units to accommodate different needs.They would like a copy of the site plan for the Bank so they could coordinate screening with the bank. 3/1 3/~ There would be no outside storage.The storage units will be very visible and the Connnission would like to make sure that the landscaping on the West would be screened properly.Eric Korpanty would like more landscaping even if the buildings had to be downsized a little. Hoifeldt and Korpanty would like to have the developer come back to next months meeting regarding screening on the West &East side and a decision on the fence on the South. Jan Blazanin left at 8:30P.M. D &D BUILDERS-SITE PLAN mCKMAN INDUSTRIAL PARK -They are the builders for BDL.This is on Alices Road and will be the third building they have built.It is located on the East side of the existing buildings.The Original site plan had a truck dock.The dock has been changed to a flat parking lot.It has positive drainage to the street.The same landscaping as the other buildings will be extended to this new building.They are looking to purchase land to the North or East also.If land is purchased they will not build on this area right now.Utilities can be extended to this building.The building will look like the others in this development. They will need an agreement regarding the easement.Hoifeldt motioned to approve the site plan for BDL Properties subject to developer obtaining easement agreement from the development. Heskett second.Motion carried 4 to O. SNYDER'S CORNER-FINAL -This is the gravel road by the high school running South to Hunter Hallow.It is within the two mile radius of the City.Hoifeldt motion to approve Snyder Final Plat subject to items 1,2,3,4,5 &6 in the letter from Veenstra &Kinnn being taken care of with the exception of the comer lot of Ashworth &and the gravel road being removed. Second by Korpanty.Motion carried 4 to O. SUBDIVISION ORDINANCE -A special meeting will be set up to get these read and approved. Korpanty motioned,second by Heskett to adjourn at 9:40 PM.Motion carried 4-0. Next meeting will be September 24th. -Respectfully submitted .-. Dianna an Zee
