HomeMy WebLinkAbout1997-09-30-Planning and Zoning Commission Minutes��,�-�----------~ September 30,1997 The Waukee Planning &Zoning Commission was called to order on Tuesday,September 30, 1997 by Chairman Jerry Steele at 7:16pm, Roll was taken and the following members were present:Steele,Heskett,Royer,Korpanty (arrived at 7:l Zpm).Absent:Applegate,Blazanin,Hoifeldt. Motioned by Royer,second by Heskett to approve the minutes of August 26th,Minutes approved 4 to 0, ZONING REQUEST FOR VAUGHN PROPERTY:Rich Gardner representing the Vaughns, They showed the conceptual development plan with the streets,The area to be rezoned R-3 consists of 29 A acres,They will hook up the existing streets for traffic flow They will buffer along the north/west and the south,The north area will be townhomes.The loop street would be private,There will be approximately 8 dwellings per acre,In the proposed R-3 district there would be a community center with neighborhood apartment areas around the center,They will study the market and analysis what type of homes and townhomes will be built at a later date. Jerry Steele asked about the driveways of the townhomes backing out onto the main north/south streets,He felt this was a lot of driveways and asked if something could be done to eliminate most of the driveways.ML Gardner stated these were conceptual plans and they would look at this problem, Royer motioned to recommend to the Council the rezoning of the Vaughn Property from A-I to R-3 and R-4 as per the conceptual plans and that Windfield Parkway would be located as stated on the map,Heskett seconded.Motion carried 4-0, ZONING REQUEST VOORHEES DEVELOPMENT GROUP-Jeff Voorhees,President of Voorhees Development Group,Inc.discussed with the Commission their intent to relocate their architectural and real estate development company on University Avenue,west of the American Prosthetics building,The area is east of the property owned by Ron Olson.They are proposing a one story building with a little under 10,000 sq ft.The east side would be a walkout with a -��-�----basement funtorag1l:-i'arkingwould-be-urrth"wesrside-ufthe-building.-rhe-area-wouh:l-l:re buffered with a combination of burm and fence.They would have 20 employees.The west 100ft is in A-I and would be used only for parking, Jim McKinney,representing Ronald Olson stated Mr.Olson opposes this proj ect,This is a residential area and in the long range plan this is designated for residential, Daryl Engelen owns the home west of Ron Olson,he also opposes this project He was concerned with the traffic flow on University with an added business being built, Eric Korpanty stated that he helped design the long range plan and their intention was along University would only be residential,He did not want to change this because of this plan.I 337 P&Z Page 2 Jerry Steele stated that he felt this would be a nice quiet commercial lot,working from 8:00am to 5 :OOpm,done correctly it could look nicer then some residential areas.This would be like having a million dollar home next door. Mayor Don Bailey asked why put the parking on the west side.Mr.Voorhees answered him if the building was reversed they would see the building and they would not be able to screen and burm the area very well. Sewering the area was discussed.The Commission reminded them the City of Waukee will not allow septic tanks in the city. Motioned by Royer,second by Korpanty to recommend to the Council to approve the rezoning of A-I to C-lA.Motion failed 1-3 (Korpanty,Heskett,Royer). BI-ATTACHED ZONING-Randy Shima,discussed bi-attached zoning with the Commission. He is currently building duplexes,with no basements,separate utility meters,that will be sold as individual units.They would own their own land that would be fenced separately.Each unit would be approximately 1176 sq ft.Bi-attached zoning would qualify for separate ownership of the units.Lot size for the Bi-Attached lot would be smaller lots 10,000 sq ft with 15ft side yard on each side. Moved by Royer,second by Korpanty to recommend Larry Ryan and John Kursitis write an ordinance allowing Bi-Attached zoning.Motion carried 4-0. FINAL PLAT WESTGATE 2-Brad Cooper representing Westgate 2,told the Commission that all of the documentation was in and the check list was complete.John Kursitis was on vacation and has not had time to go over the check list.Mr.Cooper stated that all of the supporting documentation was in and all of the items on the punch list were completed. Motioned by Korpanty,second by Heskett to approve the Final Plat of Westgate 2 pending the final approval of the punch list,and V&K's formal review.Any major technical items left to be done will require this to be brought back to the Commission.Motion carried 3-1 (Royer). DISCUSSION SITE PLAN ORDINANCE-This will be on next months agenda. OTHER BUSINESS-Larry discussed that they are putting together a Property Maintenance Ordinance.They will be looking to adopt one after the one that was passed in Urbandale. Color Converting has picked a location in Des Moines. They have started to move the dirt for the roads and Fareway Store. P&Z Page 3 The next meeting will be held on October 28th.
