HomeMy WebLinkAbout1994-11-03-Planning and Zoning Commission MinutesBecause the city is having trouble equipping and maintaining present parks the board recommended taking the cash settlement in lieu of the land.A motion was then made by Applegate and seconded by Hoifeldt to take money instead of land for the park dedication from the Westgate project.The measure passed 4-1, Steele voting no.I 11 II October 25,P&Z minutes cont. There will be a special meeting November 3,1994 at 7:00 p.m. with the Parks Committee at the Library.They will also discuss Windfield Plat 3 to see if these items have been addressed. Motioned by Steele,second by Blazanin to hold a joint meeting with the Parks Committee.Motion carried 6 to 1.(Applegate voting no) The next regular meeting will be November 22. Motion by Blazanin,second by Korpanty to adjourn at 9.55 p.m. Motion carried 6 to 1.(Applegate voting no). Meeting adjourned. Respectfully submitted, Dianna Van Zee November 3,1994 A special meeting of the Waukee Planning and Zoning Commission was called to order at 7.04 p.m.on November 3,1994 at the Waukee Library.Members present were Royer,Heskett,Applegate, Hoifeldt and Steele. Others present were John Kursitis of V&K,councilman Terry Strain,Park Board members Virginia Clark,Dorothy Woods,and Bob Trissel,John Wesselmann,Jim DeWitt.Brad Cooper,Rat Shepar{!, and Mike a-nd-Evle Barnes. The commission asked for input from the park board members on status of city parks (present and planned),and whether there was need of a neighborhood park in the Westgate development.Park dedication from this development would be 4.3 acres proposed for the SE corner of the site or $60,040 in cash payment upon completion of the plat. November 3 P&Z minutes oont. Brad Cooper then presented revisions of the Westgate projeot. The revisions inoluded.a 100 foot right-of-way on Laurel (required for designated arterials)and ohanges in the first two blooks south of Laurel to aooommodate not having to baok from driveways onto Laurel.Applegate moved to accept the revisions and approve the preliminary plat,seoonded by Heskett.The measure passed,5-0. Pat Shepard then presented the revised final plat for Windfield Plat 3.Disoussion was held on the possibility of a sidewalk or walking trail along Warrior Lane.Hoifeldt then moved to aooept the Final Plat 3 of Windfield with a reoommendation for some sort of walkway for pedestrians along Warrior Lane inoluded in the projeot.The measure passed,4-1,Applegate voting no. Mike Barnes then presented Final Plat-Windsor West for approval. Disoussion was held on an embankment at the storm sewer outlet from the development that was a steeper slope than reoommended. Barnes indioated that he would be getting together with the oity maintenanoe staff to work out a solution.Heskett then moved to aooept the Final Plat-Windsor West,Steele seoonded.The measure passed 5-0. Heskett then moved for adjournment,Hoifeldt seoonded,passed 5- 0.The meeting was adjourned at 8.29. Roll was taken and the following members were present:Heskett, Hoifeldt,Blazanin,Steele,Korpanty,Royer,Applegate arrived at 7:10 P.M.Absent:None Guest:Diana Spahr Dianna Van Zee was present and taking minutes. Korpanty motioned,Heskett seconded to approved the minutes of 10/25 and 11/3 with the corrections on the 10/25 meeting noted. Motion carried 7 to 0.
