MEETING.
Commissioner Willits called the November 12,2002 meeting ofthe Planning &Zoning Commission to
order at 7:02 p.m.
Roll Call.Commissioner Willits asked for a roll call and the following Commissioners were present:
Hoifeldt,Korpanty,Krantz,McCoige,White,Willits.Absent:Steele.Council Representative:None.
(Chairman Steele arrived at 7:03 p.m.)
Agenda Approval.Commissioner Willits asked ifthere were any changes to the agenda.Commissioner
Hoifeldt asked that the Connnission discuss rescheduliug the December 24,2002 regular meetiug as new
busiuess.Motion by Commissioner Hoifeldt,seconded by Commissioner Korpanty,to "Approve the
Agenda for November 12,2002."Ayes:Hoifeldt,Korpanty,Krantz,McCoige,White,Willits.Nays:
None.Motion carried.
Approval of October 22,2002 Minutes.Chairman Steele arrived,and asked ifthere were any changes
to the October 22,2002 minutes.None.Motion by Commissioner Hoifeldt,seconded by Commissioner
Willits,to "Adopt the October 22,2002 Minutes."Ayes:Hoifeldt,Korpanty,Krantz,McCoige,White,
Willits,Steele.Nays:None.Motion carried.
Approval of October 29,2002 Special Meeting Minutes.Chairman Steele asked if there were any
changes to the October 29,2002 special meeting minutes.None.Motion by Commissioner Hoifeldt,
seconded by Commissioner Krantz,to "Adopt the October 29,2002 Special Meeting Minutes."Ayes:
Hoifeldt,Korpanty,Krantz,McCoige,White,Willits,Steele.Nays:None.Motion carried
Approve the Ordinance Change §301.22 -M-l Zoning District.This item was tabled by the
Commission at the October 22,2002 regular meeting.Chad Weaver stated that he had created a list of
those Col and Cvl A uses that the City felt could remaiu in the M -1 zoning district.Commissioner
Hoifeldt asked if the City could require developers that build a C-l and Cvl A use in an M -1 zoning
district to build to C-l and Cvl A standards.Mr.Weaver explained that problems might mise when
developers build spec buildings with no specific tenants in miud.Mr.Steve Downing of Downing
Development addressed the Commission,stating his opinion that builders that wanted to have a Col or C-
IA use iu an M-l zoning district should be allowed to build to the lower M-l standards.Mr.Lou
Hockenberg,representing BDL Properties,also addressed the Connnission,stating that the City should
focus more on traffic,parkiug and building compatibility other than restricting uses in an M -1 zoning
district.John Kursitis of Veenstra &Kimm explained the City's current "pyramid"zoning,and also
remiuded the Commission that they need to keep the Comprehensive Plan in mind when changing zoning
district uses.Commissioner Willits stated that he did not see any compatibility between C and M
districts,and that,lookiug toward future development,industrial districts should only be allowed
industrial uses.Chairman Steele asked about the status of the Arterial Corridor Overlay District
ordinance.Mr.Weaver explained that the ordinance had not been enacted as it did not have City Council
support.Mr.Weaver also stated that he would be willing to submit a more detailed and thorough list of
those C-l and Cvl A uses that the City felt could remain in the M -1 zoning district to the Commission for
the next regular meetiug,so that a more iufonned and precise motion could be made.Motion by
Commissioner Willits,seconded by Commissioner Korpanty,to "Table the Ordinance Change §301.22-
M-l Zoning District until the November 26,2002 regular meeting."Ayes:Hoifeldt,Korpanty,Krantz,
McCoige,White,Willits,Steele.Nays:None.Motion passed.

Approve the Ordinance Change §301.23 -M-IA Zoning District.Motion by Commissioner Willits,
seconded by Commissioner Krantz,to "Table the Ordinance Change §301.23 -M-lA Zoning District
until the November 26,2002 regular meeting."Ayes:Hoifeldt,Korpanty,Krantz,McCoige,White,
Willits,Steele.Nays:None.Motion passed.
Approve the Creation of a Special District Within the M-1A District for Businesses in the Area of
Highway 6 and North 10th Street.Chad Weaver explained to the Commission that certain farties had
expressed interest in developing in the M-lA district in the area of Highway 6 and North to'Street,but
that it was difficult to hold such developers to the current M-IA standards in that area.Chairman Steele
asked that developers of property bordering Highway 6 in this area be required to build three sides of the
building to current M-IA standards,but be allowed to use ribbed metal on the rear elevation.All other
properties could then be held to M-IA standards only on the front elevation,with ribbed metal allowed on
the remaining sides of the building.Mr.Weaver stated that he would write up the specific suggestions of
the Commission,along with the legal description needed to outline the special district,and resubmit the
ordinance change to the Commission at the next regular meeting.Motion by Commissioner White,
seconded by Commissioner Krantz,to "Table the Creation of a Special District Within the M-IA District
for Businesses in the Area of Highway 6 and North 10'"Street until the November 26,2002 regular
meeting."Ayes:Hoifeldt,Korpanty,Krantz,McCoige,White,Willits,Steele.Nays:None.Motion
passed.
New Business.Commissioner Hoifeldt asked the Connnission to discuss rescheduling of the December
24,2002 regular meeting.The Commission resolved to see what agenda items are scheduled for the first
December meeting,and possibly reschedule that meeting for a week later (December 17,2002)in order to
have only one December meeting.
Becky Schuett reminded the Commission that the terms for Commissioners Hoifeldt and McCoige were
scheduled to expire at the end of2002.
Adjournment.Motion by Commissioner Willits,seconded by Connnissioner Krantz,to adjourn at 8:21
p.m.Ayes:Hoifeldt,Korpanty,Krantz,McCoige,White,Willits,Steele.Nays:None.Meeting
adjourned.
