MEETING.
Chairman Steele called the November 26,2002 meeting of the Planning &Zoning Commission to order
at 7:00 p.m.
Roll Call.Chairman Steele asked for a roll call and the following Commissioners were present:Krantz,
McCoige,White,Willits,Steele.Absent:Hoifeldt,Korpanty.Council Representative:Watts.
Agenda Approval.Chairman Steele asked if there were any changes to the agenda.None.Motion by
Commissioner Willits,seconded by Commissioner White,to "Approve the Agenda for November 26,
2002."Ayes:Krantz,McCoige,White,Willits,Steele.Nays:None.Motion carried.
Approval of November 12,2002 Minutes.Chairman Steele asked if there were any changes to the
November 12,2002 minutes.None.Motion by Commissioner Willits,seconded by Commissioner
McCoige,to "Adopt the November 12,2002 Minutes."Ayes:Krantz,McCoige,White,Willits,Steele.
Nays:None.Motion carried.
Approve the Site Plan for Kids Company Addition.Greg Mann of Mann Construction,the general
contractor for the proposed project,appeared before the Commission on behalf ofthe owner of Kids
Company Daycare.This item was initially tabled by the Commission at the October 22,2002 regular
meeting.All V &K comments have been addressed,including Fire Chief review of the plans.Motion by
Commissioner Willits,seconded by Commissioner Krantz,to "Approve the Site Plan for Kids Company
Addition."Ayes:Krantz,McCoige,White,Willits,Steele.Nays:None.Motion carried.
Approve the Ordinance Change §301.22 -M-1 Zoning District.This item was tabled by the
Commission at the November 12,2002 regular meeting.Chairman Steele asked how the City arrived at
the list of allowable C-l and C-IA uses to be included in the M -1 Zoning District.Chad Weaver
explained that it was a judgment call on which uses seemed to be the most logical in an industrial district.
Lou Hockenburg,representing certain property owners along Alice's Road,addressed the Commission.
He expressed a concern that several existing business in this area do not fit into the definitions included in
the list.Motion by Commissioner Krantz,seconded by Commissioner Willits,to "Approve the Ordinance
Change §301.22 -M-l Zoning District,along with the additional allowed used of 'hardware store,'
'paint/wallpaper store,'and 'any small offices with fewer than 15 onsite employees.'"Ayes:Krantz,
McCoige,White,Willits,Steele.Nays:None.Motion carried.
Approve the Ordinance Change §301.23 -M-1A Zoning District.Motion by Commissioner
McCoige,seconded by Commissioner White,to "Approve the Ordinance Change §301.23 -M-IA
Zoning District."Ayes:Krantz,McCoige,White,Willits,Steele.Nays:None.Motion carried.
Approve the Allowance of Separate Architectural Staudards Within the M-1A District for
Businesses in the Area of Highway 6 and North io"Street.Chad Weaver suggested the Commission
table the item,as there does not appear to be City Council support for the allowance.Councilman Watts
explained his position that the City should encourage higher building standards,especially along a major
corridor such as Highway 6.Motion by Commissioner Krantz,seconded by Commissioner McCoige,to
"Table the Allowance of Separate Architectural Standards Within the M-IA District for Businesses in the
Area of Highway 6 and North 10th Street."Ayes:Krantz,McCoige,White,Willits,Steele.Nays:None.
Motion carried.

Approve the Amendment to Waukee Urban Renewal Plan.Commissioner Willits asked why the
Grandquist Apartments were being removed from the Urban Renewal Plan.Mark Arentsen explained
that it has always been the City's practice to not include residential property in the Urban Renewal Plan.
Motion by Commissioner Willits,seconded by Commissioner White,to "Approve the Amendment to
Waukee Urban Renewal Plan."Ayes:Krantz,McCoige,White,Willits,Steele.Nays:None.Motion
carried.
New Business.The Commission decided to hold its regularly scheduled meeting on December 10,2002,
and cancel the second meeting for the month of December.
Adjournment.Motion by Commissioner White,seconded by Commissioner Krantz,to adjourn at 7:42
p.m.Ayes:Krantz,McCoige,White,Willits,Steele.Nays:None.Meeting adjourned.
