Minutes of the Planning &Zoning Commission
November 28,1995
TI,e Waukee Planning &Zoning meeting was called to order at 7:01pm by Chairman Lloyd Royer.
Roll vias taken and the following members were present:Hoifeldt,Applegate,Steele,Heskett,Royer,
Korpanty.Absent:Blazanin,Dick Applegate has been reappointed to the Commission.
Guests:Pat Shepard,Terry Strain Co-Rep.
Dianna Van Zee was present and taking minutes.
The minutes were read and a correction was noted.Steele motioned that the minutes be approved with the
corrections being noted.Seconded by Hoifeldt,Motion carried 6 to O.
FINAL PLAT-WINnFIELD PLAT 4-Discussion took place regarding the final plat of Wind field Plat 4
by Pat Shepard.This plat is located on the SE corner of the plat and there are 60 lots.The City Attorney
has reviewed the supporting documentation.The punch list has been given to the developer.Sidewalk
performance bonds will be submitted to the City in the next two days.The special assessment for the
Hickman Sanitary Sewer needs to be taken care of.Regarding items on the punch list,item #3 would not
be covered by any of the performance bonds,and item #5 has not been taken care of.Applegate motioned
to approve Windfield Plat 4 subject to items on the punch list and performance bonds for the sidewalks being
taken care of and the special assessments for the Hickman Trunk Sewer being cleared up.Hoifeldt second.
Motion carried 6 to O.Note:Due to the curvature of the street the addresses do not match up from street to
street.
1996 REVIEW SCHEDULE-TIle new review schedule was submitted to the Commission for their
approval.The only change was the revision deadline to be submitted one week before the Council meeting
and moving the December 26 meeting to December 19,1996.Heskett moved to accept the 1996 review
schedule,second by Steele.Motion carried 6 to O.
SUBDIVISION ORDINANCE REVIEW-Kmt Rueckel would like the Commission to look over the
subdivision ordinance for discussion at the next meeting with John Kursitis,Kurt would like them to think
about who should get the maintenance bonds for the sidewalks,the developers or the builders;and impact
fees-how to charge for warning signals,water treatment facilities,etc.
The Commission would like Larry Phillips to come to the next meeting and show them a map of the radius
of how far the sirens reach in the developments.
Moved by Applegate,second by Steele to move the December meeting to the 19th.Motion carried 6 to O.
Applegate motion to adjourn the meeting at 7:59pm,second by Korpanty.Motion carried 6 to O.Meeting
adjourned.
