Engineering Resource Group presented the plat of survey to the Commission.Conlin Properties,
the owner of Windfield West Apartments,is asking for the property split for the purpose of
meeting the funding requirements through the Iowa Finance Authority.Staff consulted Paul
Huscher on the legal issues tying this plat of survey with rezoning the property to a Planned Unit
Development and a Final Plat.Paul is working with the developer's attorney to come up with an
agreement.Motion by Commissioner Hoifeldt,second by Commissioner Willits to "Approve
the Plat of Survey for Windfield II Multi-Family Plat 1 a contingent that Paul Huscher is able to
come up with a binding agreement with the developer before the City Council meeting".
Chairman Steele asked for a roll call vote.Ayes:Hoifeldt,Willits,Schoeber!,McCoige,White,
and Steele.Nays:None.

MINUTES OF THE TUESDAY DECEMBER 11,2001 PLANNING AND ZONING
COMMISSION MEETING.
Chairman Steele called the December 11,2001 meeting of the Planning &Zoning Commission
to order at 7:02 p.m.
Roll Call.The Chairman asked for a roll call and the following Commissioners were present:
Steele,McCoige,Willits,White,Hoifeldt,and Schoeberl.Absent:Korpanty.
Council Representative present:None.
Agenda Approval.Chairman Steele asked if there were any changes to the agenda.Delete item
#9 and add discussion regarding terms.Motion by Commissioner Willits,second by
Commissioner Hoifeldt to "Approve the Agenda with the change".The Commission Chairman
asked for a roll call vote:Ayes:Willits,Hoifeldt,Schoeber!,McCoige,White,and Steele.
Nays:None.
Adoption of Previous Meetings Minutes.Motion by Commissioner White,second by
Commissioner Schoeber!to "Adopt the November 13,2001 meeting minutes with a change in a
sentence in the paragraph following Approve the Final Plat for Brighton Park Townhomes".
Chairman Steele asked for a roll call vote.Ayes:White,Schoeber!,McCoige,Hoifledt,Willits,
and Steele.Nays:None.
Approve a new Ordinance for the Retention and Detention of Storm Water.Chad Weaver
has been working on the City Ordinances to simplify many ofthe processes that come through
the City.Chad has recommended adding this Ordinance to the Waukee Municipal Code Book.
The Planning and Zoning Commission recommended adding retention and detention to the
definition portion of the ordinance.Motion by Commissioner McCoige,second by
Commissioner White to "Approve recommending the Ordinance for Retention and Detention of
Storm Water to be taken to the City Council for review and approval."Chairman Steele asked
for a roll call vote.Ayes:McCoige,White,Willits,Hoifeldt,Schoeber!,and Steele.Nays:

Approve the Revision to the Subdivision Ordinance §303.3 of the Waukee Municipal Code
Book.The Planning and Zoning Commission recommended changing the definition for
subdivision in §303.8HH.Motion by Commissioner Hoifeldt,second by Commissioner Willits
to "Approve recommending the changes to the City Council for review and approval for the
Subdivision Ordinance §303.3 of the Waukee Municipal Code."Chairman Steele asked for a
rol!call vote.Ayes:Hoifeldt,Willits,White,McCoige,Schoeberl,and Steele.Nays:None.
Approve the Revision to the Architectural Standards portion of the Site Plan Ordinance
§304 of the Waukee Municipal Code Book.The Planning and Zoning Commission
recommended deleting paragraph 2 under §304.5 While it is not the purpose of this section to
dictate,specify,or restrict the use of building materials and structural elements,the use of
appropriate exterior materials to enhance the appearance of a building is encouraged by the
City and reword the first paragraph in this same section.Motion by Commissioner Willits,
second by Commissioner McCoige to "Approve recommending the changes to the City Council
for the Architectural Standards portion of the Waukee Municipal Code with the changes to the
wording of paragraph 1 and deleting paragraph 2 under §304.5."
Approve the Revision to the Park Site Dedication Ordinance §303.157 of the Waukee
Municipal Code Book.Motion by Commissioner Schoeberl,second by Commissioner
McCoige to "Approve recommending the changes to the City Council for the Park Land
Dedication Ordinance §303.157 of the Waukee Municipal Code Book."Chairman Steele asked
for a roll call vote.Ayes:Schoeberl,McCoige,White,Willits,Hoifeldt,and Steele.Nays:
None.
Discussion.The staff requested a second meeting of the Planning and Zoning Commission for
December 18,2001.
Mark Schoeberl's term will be up the end of December and has requested reappointment to the
comrmssion.
Adjournment.Motion by Commissioner Willits to adjourn at 8:32 p.m.Chairman Steele asked
for a roll call vote:Ayes:Willits,McCoige,White,Schoeberl,Hoifeldt,and Steele.Nays:
None.
