MINUTES OF THE DECEMBER 17,1996 PLANNING AND ZONING COMMISSION
MEETING.
The meeting was called to order at 7:03 PM.The following members were present:Royer,Hoifeldt,
Korpanty,Steele,Heskett,Blazanin.Absent:Applegate.
Korpanty arrived at 7:25 PM
Agenda Approval -Motion by Hoifeldt,second by Steele.Upon roll call the motion passed 4-0.
Motion by Hoifeldt,second by Steele to approve the November 26,1996 minutes of the P&Z.Upon
roll call,the motion passed 4-0.
WATER TOWER PROPOSAL
Ray Woznick of G.M.Selby &Associates presented a proposal to place cellular antenna on the
City's water tower.Kurt Rueckel presented a written letter covering some of his concerns after a
brief review of the lease.
There would be nine antennas around the walkway ofthe tower.There would also be an equipment
shelter 12 feet by 20 feet for the equipment needed for the facility.He will make a more formal
presentation at an upcoming meeting.Their site leases normally last 20-30 years.
Joan Heskett expressed her concerns about the location of the proposed building and the future right-
of-way.
There was a brief discussion on PCS technology.Hoifeldt asked that P &Z be shown the range
of the proposed antennas when the site plan is presented.An elevation of the building will also be
presented.
The Commission discussed other various parts ofthis concept.
Proposed use ofland different from comprehensive plan.
Kurt Rueckel asked if the Planning and Zoning Commission would be willing to reconsider
changing the comprehensive plan and zoning of the property on the north west corner of University
Avenue and Alice's Road.
There was a discussion about the affects on the other areas that are targeted for residential use.The
majority of the members said that they were willing to consider rezoning the property to MI-A.

PROPOSED CONCEPTUAL PLACEMENT OF LAUREL STREET -EAST OF WARRIOR
LANE.
Kurt Ruecke1 briefed the P &Z on the proposed design of Laurel Street east of Warrior Lane.The
proposed location would have it match with Laurel on the West side of Warrior Lane and then bend
north approximately 200'from Highway-6.It would then eventually have to bend back downward.
To match with Laurel in Westgate.
ZONING ORDINANCE REVIEW
John Kursitis presented the final draft of the Zoning Ordinance revision.It will be discussed for
presentation to the Council at the next meeting.
Motion to adjonrn at 8:55 PM by Joan Heskett,second by Steele.Upon voice vote the motion
passed 4-0.
