MINUTES OF THE APRIL 27,1999 PLANNING AND ZONING COMMISSION MTG.
The April 27,1999 Planning &Zoning Commission was called to order at 7:02 p.m.by
Chairman Steele.
Roll Call.The Chairman asked for a roll call vote and the following Commissioners were
present:Steele,McCoige,Applegate,Korpanty,and Bennett.Absent:Hoifeldt and Royer.
Agenda Approval.Motion by Commissioner Applegate,second by Commissioner Korpanty to
approve the agenda.The Commission Chairman asked for a role call vote:Ayes:Steele,
McCoige,Applegate,Korpanty,and Bennett.Nays:None.
Adoption of Previous Meetiugs Minutes.Motion by Commissioner Applegate,second by
Commissioner Korpanty to approve March meeting minutes with corrections as indicated by
Commissioner Korpanty,The Commission Chairman asked for a role call vote:Ayes:Applegate,
Korpanty,McCoige,Steele and Bennett.Nays:None.
Bormann Property Subdividing.John Kursitis,Veenstra &Kimm,Inc.presented the
Commision with a review ofthe Bormann Sudivision Final Plat.Mr.Bormann responded to
concerns and voiced no objection to compliance with Veenstra &Kimm's recommendations.
Motion by Commissioner Applegate,second by Commissioner McCoige approve subdividing of
Bormann property final plat and forward recommendations to the City Conncil for approval with
the following recommendations of Veenstra &Kimm:
1.Warrior Lane (V Avenue)is an arterial street and requires a 50-foot right-of-way width from
the centerline of the street.
2.Existing easement(s),in particular the permanent road easement of Little Walnut Creek
Road should be shown on the plat.It is suggested this easement be permanently dedicated to
the City as road right-of-way.
3.Little Walnut Creek Road should be shown on the plat.Warrior Lane (V Avenue)should be
shown on the plat.Warrior Lane (V Avenue)should be indicated on the plat.
The Commission Chairman asked for a role call vote:Ayes:Applegate,Korpanty,McCoige,
Steele and Bennett.Nays:None.
Changing of Street Names -Southfork Woods,Belfry Estates,and Brentwood
Development.Motion by Commissioner Applegate,second by Commissioner Bennett have road
running through all three developments named one consistent narne,The Commission Chairman
asked for a role call vote:Ayes:Applegate,Korpanty,McCoige,Steele and Bennett.Nays:None.
NE Venture Drive R.O.W.Motion by Commissioner Korpanty,second by Commissioner
Applegate to table issue.The Commission Chairman asked for a role call vote:Ayes:Applegate,
Korpanty,McCoige,Steele and Bennett.Nays:None.
Southfork Woods Final Plat Approval.Motion by Commissioner Applegate,second by
Commissioner Bennett to approve Southfork Woods Final Plat conditional upon submittal of all
required legal and supporting documentation including any liens or encumbrances against the
plat being paid prior to acceptance of the plat by the City.The Commission Chairman asked for a

role call vote:Ayes:Applegate,Korpanty,McCoige,Steele and Bennett.Nays:None.
Consideration of Amending Sign Ordinance.Motion by Commissioner Applegate,second by
Commissioner McCoige to approve an ordinance amending the sign ordinance to allow for the
erection of monument signs and send said ordinance to the City Council for passage,the
reconnnended form being as follows:

AN ORDINANCED TO AMEND SECTION 301.8L,WAUKEE MUNICIPAL
CODE,BY ADDING A NEW SECTION TO ALLOW FOR THE ERECTION OF
FREESTANDING MONUMENT INDENTIFICATION SIGNS.
Section I.Amendment.Section 30 1.8L,Waukee Municipal Code is hereby amended
by adding a new section to allow for the erection of freestanding monument identification signs as
follows:
§301.8L (9)Monument Signs.One (l)freestanding monument identification sign shall be
permitted for each frontage of a lot,or one (1)sign for each three-hundred (300)feet of street,
whichever is greater.
The following freestanding monument identification signs,shall be permitted within the following
zoning districts by use.

Section 2.Repealer.All ordinances or part of ordinances in conflict with the
provisions of this ordinance are hereby repealed.
Section 3.Severability Clause.If any section,provision or part ofthis ordinance shall
be adjudged invalid or unconstitutional,such adjudication shall not affect the validity of the

ordinance as a whole or any section,provision,or part thereof not adjudged invalid or
unconstitutional.
Section 4.Effective Date.This ordinance shall be in effect upon its final passage,
approval,and publication as provided by law.
