Brad Cooper then presented revisions of the Westgate project.
The revisions inoluded:a 100 foot right-of-way on Laurel
(required for designated arterials)and changes in the first two
blooks south of Laurel to aooommodate not having to baok from
driveways onto Laurel.Applegate moved to accept the revisions
and approve the preliminary plat,seoonded by Heskett.The
measure passed,5-0.
Pat Shepard then presented the revised final plat for Windfield
Plat 3.Discussion was held on the possibility of a sidewalk or
walking trail along Warrior Lane.Hoifeldt then moved to aooept
the Final Plat 3 of Windfield with a recommendation for some sort
of walkway for pedestrians along Warrior Lane inoluded in the
project.The measure passed,4-1,Applegate voting no.
Mike Barnes then presented Final Plat-Windsor West for approval.
Disoussion was held on an embankment at the storm sewer outlet
from the development that was a steeper slope than recommended.
Barnes indicated that he would be getting together with the city
maintenanoe staff to work out a solution.Heskett then moved to
accept the Final Plat-Windsor West,Steele seoonded.The measure
passed 5-0.
Heskett then moved for adjournment,Hoifeldt seoonded,passed 5-
0.The meeting was adjourned at 8:29.

The Waukee Planning &Zoning oommission was oalled to order at
7:02 P.M.by Chairman Lloyd Royer.
Roll was taken and the following members were present:Heskett,
Hoifeldt,Blazanin,Steele,Korpanty,Royer,Applegate arrived at
7:10 P.M.Absent:None
Guest:Diana Spahr
Dianna Van Zee was present and taking minutes.
Korpanty motioned,Heskett seconded to approved the minutes of
10/25 and 11/3 with the correotions on the 10/25 meeting noted.
Motion oarried 7 to 0.
November 22 P&Z minutes cant.
Blazanin and Korpanty voiced their concern regarding the special
meeting of 11/3 that items were brought up to be discussed when
all of the members were not present.They felt at a special
meeting only the items that were agreed on at the regular meeting
should be discussed when all members are not going to be present
at the special meeting.
Impact fees-A letter was handed out to the members and this was
tabled until the next meeting.
Rezoning Bth &Cherry-Rick Ross discussed with the Commission
that he would like to rezone 8th &Cherry to R-3 restricted.He
would like to build Senior Citizen Housing.This would be zoned
restricted so only this type of housing could be build in there.
If something other then Senior Citizen Housing would be built
there then this would have to go through the rezoning process
again.Diana Spahr voiced her concerns regarding the sewer,the
street width and if this is the only thing that could be built in
this area.The sewer capacity would be 50-60,000 gal/day
capacity.There would be approximately 100 units.John Kursitis
stated that the 50-60,000 capacity was only a theoretical figure.
Actual flow would have to be checked to make sure.
Blazanin moved and Applegate seconded to approve rezoning of 8th
and Cherry to R-3 restricted subject to flow tests on the sewer
and verification of signatures.Motion carried 7 to 0 to send to
the Council for approval.
Preliminary Plat Country Club Woods Plat 4-Brad Cooper presented
Country Club Woods Plat 4.This is within Waukee City limits
this is located West of Southfork.Each lot would be a minimum
of 20,000 sq.ft.They would have dry sewers and there would be
a lift station.The lift station would be behind the church with
access to it behind the church.They would like to pay monies
instead of setting aside park land.A bike trail has been
included in the plans.The waterline would be connected from
Westbranch Dr.in Southfork.The Commissionn would recommend
sidewalks on Boone Dr.Motion by Applegate,Korpanty seconded to
send to the Council Preliminary Plat Country Club Woods Plat 4
for approval.Motion carried 7 to 0.
The Planning &Zoning Commission would like to know what the
Council would like to have them review regarding Owner Occupied
Housing.
The Planning &Zoning need to look at the parking requirements
for Day Cares.They need to add to the ordinance.
Lloyd Royer would like to find out how to get these annexation
pockets taken care of.)

Frank Hoifeldt is doing the new review schedule for the new
calendar year.
The next meeting will be December 27th at 7:00 p.m.
Motion by Applegate.second by Steele to adjourn the meeting at
8:50 P.M.Motion carried 7 to 0.

The Waukee Planning &Zoning Commission was called to order on
Tuesday,December 27th at 7.02 P.M.by Chairman Lloyd Royer.
Roll was taken and the following members were present.Royer,
Heskett,Steele,Applegate,Blazanin,Hoifeldt,Korpanty arrived
at 7.40 P.M.Absent.None.

The first order of business was owner occupied housing Section
301.16 A of Chapter 301 of the Waukee Municipal Code (hhh).
After discussion Blazanin motioned and Applegate second to send
this to the council for approval.Motion carried 6 to 0.
(Hoifeldt would like the council to define manager).
Korpanty arrived.
A discussion took place regarding the parking for day care
centers.We have nothing in our Ordinance regarding this subject
and this needs to be addressed.The Commission would be
establishing their ideas of what minimum parking requirements
should be.Applegate motioned Steele seconded that there be 1
parking spot for each employee,1 per 10 pupils to licensed
capacity.Motioned failed 1 to 6.
