HomeMy WebLinkAbout1997-02-25-Planning and Zoning Commission MinutesFebruary 25,1997 The Waukee Planning &Zoning Commission was called to order on Tuesday,February 25th at 7:13pm by Chairman Jerry Steele. Roll was taken and the following members were present:Blazanin,Steele,Heskett,Hoifeldt. Absent:Korpanty,Royer. Dianna was present and taking minutes. The agenda was approved. Hoifeldt motioned,Applegate seconded to approve the minutes of January 28th.Motion carried 5-0. MIDWEST MOBILE HOME PARK EXPANSION-CONCEPTUAL PLAN DISCUSSION- Doug Saltzgaver representing Engineer Resource Group discussed the Mobile Home Park Expansion Conceptual Plan.This will have 117 lots.Which will be approximately 60ft wide and 110-115 ft deep.In the plan they tried to incorporate a lot of green space.The streets will be 26ft wide,the Cul-de-Sacs will have 65ft diameter. Heskett discussed her concerns regarding access in case of emergencies.They will check whether lots will require the shelter to be expanded. Doug discussed with the Commission the placement of mobile homes around the Cul-de-Sac. Some ofthe homes will be tight to place in the Cul-de-Sac with driveways and garages.The Commission requests that the Cul-de-Sac at lot 94 be extended to the west and that lots 6 &7 be combined .. They discussed briefly the extension of Laurel Street and how this would hook up from the West. Hoifeldt also suggested they look at snow removal with so many Cul-de-Sacs, The proposed time line for this project is a phase would go in this spring.They would start with the north side.The lagoons would be eliminated and they would connect to our sewer.All they are seeking is approval of the conceptual plan. John Kursitis regarding double frontage lots,it could extend one ofthe Cul-de-Sacs to give another infout ofthe development.They would need to submit the phase they want to do next with all of the appropriate measurements,drawings etc. They addressed the drainage problem and this will go from east to west. Moved by Blazanin,second by Hoifeldt to approval the conceptual planned for the extension of the Midwest Mobile Home Court with adding a through street on lot 94 on the Cul-de-Sac and 3/q [ February 25,1997 P&Z Minutes modification oflots 6 &7.Motion carried 5-0. WILLIAM'S TURF FARM REZONING REQUEST -Bill Byers representing Williams Turf Farm would like to change the NE comer of University Avenue and Alice's Road,from A-I to C-l and M-l.Bill Ludwig,engineer for Mr.Byers,spoke regarding the mixed use plan development.Looking at developing first 80 acres.Would keep this flexible.This would have a commercial area on approximately 10 acres with some eating areas.They would bunn in between the residential and the commercial areas. Frank Hoifeldt wanted to know if this would be office park industrial.He wanted to make sure they were office buildings.The bike trail was discussed and the neighborhood park which would be located to the north. Covenants would be drawn up for this development and submitted to the city with the first stages of the plan.They would like the Commission to incorporate this zoning change into the new zoning ordinance map.They are only asking for the zoning of 80 acres. Motioned by Applegate,seconded by Blazanin to incorporate the zoning request of this parcel into the new zoning ordinance map with the new zoning ordinance revision.Motion passed 5-0. The comprehensive plan would also need to be looked at and changed. PROPOSED LOCATION OF LAUREL STREET -EAST OF WARRIOR LANE-John Kursitis discussed with the Commission how to extend Laurel.There would be access off of Highway 6.Laurel would curve and probably go through Phyllis Hinksons property and meet up with the new Mobile Home extension.There is some concern with the entrance to the commercial area of Windfield II from HWY 6 would not have enough stacking space.The commission would prefer a 100ft right-of-way. Dick Applegate left at 9:00 p.m. ANNEXATION MORATORIUM PROPOSAL CONSIDERATION-CITY OF ADEL- Frank Hoifeldt felt that this was a good idea and he suggested a meeting with Adel,and Dallas Center to see if they could decide on a common ground to reach an agreement on this annexation moratorium proposal.Kurt will set up a meeting with the other towns and Jerry Steele and Joan Heskett will be on the committee. I rl ZONING ORDINANCE REVISION -John Kursitis went over a letter from Jeff Downing regarding some clarifications he wanted with the proposed zoning ordinance.There is some corrections with typing that will be taken care of.The Commission would like efficiency apartment of smaller size be on a case by case approval by the council with recommendation from the Planning &Zoning Commission. 3;z J February 25,1997 P&ZMinutes Motioned by Heskett,seconded by B1azanin to revise the zoning map as stated and to send to the City Council for approval.Motion carried 4-0. WILDFLOWER V ALLEY SUBDIVISION-CONSIDERATION OF PARKLAND DEDICATION-John Wesselmann addressed the Commission regarding parkland dedication. He had just came from the Parks Committee meeting and wanted the Commission to know what their feelings were on this matter.The Parks Committee stated they would take the land only if Grubb puts a road through so we would have to go through Clive to reach the park.If not they would like to take the land about 4.63 acres in the middle of the development.The Commission concurs with the Parks Committee.
