MEETING.
Chairman Mook called the January 13,2009 meeting of the Planning and Zoning Commission to order at
6:02p.m.
Roll Call.Chairman Mook asked for a roll call and the following Commissioners were present:Dutcher,
Mook,Hassebroek,Schmidt,Hoifeldt,and Airhart.Absent:Steele.Others in attendance:Beth
Richardson,Brad Deets,Ben Landhauser,Dennis Dowell,John Kursitis,and Councilman Bailey.
Agenda Approval.Motion by Commissioner Schmidt,seconded by Commissioner Airhart,to "Approve
the Agenda for January 13,2009."Ayes:Schmidt,Airhart,Hoifeldt,Hassebroek,Dutcher,and Mook.
Nays:None.Motion carried.
Approval of December 16,2008 Regular Meeting Minntes.Motion by Commissioner Hoifeldt,
seconded by Commissioner Dutcher to "Adopt the December 16,200S Regular Meeting Minutes."Ayes:
Hoifeldt,Dutcher,Schmidt,Airhart,Hassebroek,and Mook.Nays:None.Motion carried.
Open Fornm.No one appeared to address the Commission during the Open Forum.
Election of Officers.Motion by Commissioner Hoifeldt,seconded by Commissioner Dutcher to
reappoint all curreut officers to their respective titles for another year:Commissioner Mook as Chairman,
Commissioner Schmidt at Vice Chairman,and Commissioner Airhart as Secretary.Ayes:Hoifeldt,
Dutcher,Hassebroek,Schmidt,Airhart,and Mook.Nays:None.Motion carried,
Wankee Sonth Middle School.Director of Development Services,Brad Deets,reviewed the entire
project with the Commission.The Waukee Community School District has submitted plans for a second
middle school to meet the increased demands of enrollment into the district.This project is intended to
provide educational spaces for students in grades 6 through S,The existing middle school located at the
intersection of Warrior Lane and SE Ashworth Drive currently honses the activities of students in 6th and
7th grade with the Prairieview School accommodating Sth and 9th grade activities.Once the proposed
project is completed,the middle schools will provide services to 6th,7th,and S",grade students and ti,e
Prairieview School will become a 9th grade only building.
Due to the increased activity anticipated on SE LA Grant Parkway from the proposed middle school
project,the application will be providing additional pavement to accommodate a designated turn lane into
their site,The applicant has decreased the burden of traffic into the site by deferring bus traffic to the
north entrance off of SE Westown Parkway,with the parent drop off point planned for the access off of
SE LA Grant Parkway.
Dave Briden of Frevert Ramsey Kobes Architects Engineers explained that the two metal panels that are
proposed for the exterior elevations will be similar to the two panels on the existing High School
building.The Commission requested that a general note or comment be added to the site plan stating that
any ground mounted or mechanical equipment will be screened.At this time,the architect stated there is
no intention to have any ground mounted equipment.Mr.Briden stated they are using as much natural
light in the building as possible and that the windows will provide extensive sunscreening.There is no
plan to expand the building in the future with the exception of parking.The school is being bnilt at
maximum capacity.
Commissioner Dutcher questioned if the school had reviewed the LEED for Schools checklist and if the
applicant had intended on registering the project for LEED certification.Mr.Briden indicated that school

Commissioner Schmidt,seconded by Commissioner Hoifeldt to "Approve the Preliminary
Plat for Waukee South Middle School Plat I subject to all staff comments."Ayes:Schmidt,
Hoifeldt,Airhart,Hassebroek,Dutcher,and Mook.Nays:None.Motion carried,
has been working with Weidt Group to ensure the building is as energy efficient as possible,but
mentioned that he believed the cost for registering the project for LEED certification would be in excess
of $15,000 plus additional costs related to document preparation by hired professionals.Mr.Briden
further discussed that Frevert Ramsey Kobes had reviewed the LEED checklist and noted that the
Waukee South Middle School had been designed in a manner that would fulfill a number of the checklist
items.

Commissioner Hoifeldt,seconded by Commissioner Hassebroek to "Approve the Final Plat
for Waukee South Middle School Plat 1 subject to all staff comments."Ayes:Hoifeldt,
Hassebroek,Dutcher,Schmidt,Airhart,and Mook.Nays:None.Motion carried,
c.Approve the Site Plan for the Waukee South Middle Schoo!.Motion by Commissioner
Schmidt,seconded by Commissioner Dutcher to "Approve the Site Plan for Waukee South
Middle School subject to all staff comments."Ayes:Schmidt,Dutcher,Hoifeldt,Airhart,
Hassebroek,and Mook.Nays:None.Motion carried.
New Business.Director of Community Services,Brad Deets updated the Commission on the upcoming
City projects.
Adjournment.Motion by Commissioner Airhart,second by Commissioner Schmidt,to adjourn at 7:52
P.M.Ayes:Airhart,Schmidt,Hoifeldt,Dutcher,Hassebroek,and Mook.Nays:None.Motion carried,
