Chairman Mook called the February 24,2009 meeting of the Planning and Zoning Commission to order at 6:10p.m. Roll Call.Chairman Mook asked for a roll call and the following Commissioners were present:Dutcher, Mook,Hassebroek,Sclnnidt,Steele,and Airhart.Absent:Hoifeldt.Others in attendance:Linda Van Wart,Brad Deets,Ben Landhauser,Dennis Dowell,Councilmen Don Bailey and Kurt Schade. Agenda Approval.Motion by Commissioner Schmidt,seconded by Commissioner Airhart,to "Approve the Agenda for February 24,2009."Ayes:Schmidt,Airhart,Hassebroek,Dutcher,and Mook.Nays: None.Motion carried. Approval of January 13,2009 Regular Meetiug Miuutes.Motion by Commissioner Sclunidt, seconded by Commissioner Airhart to "Adopt the January 13,2009 Regular Meeting Minutes."Ayes: Dutcher,Sclnnidt,Airhart,Hassebroek,and Mook.Nays:Noue.Motion carried. Open Forum.No one appeared to address the Commission during the Open Forum. Zoning Ordinance Amendment to Section 301.9:"A-I Agricultural District regarding provisions for farm winery.Director of Development Services,Brad Deets,reviewed a proposed zoning ordinance amendment with the commission for the A-I Agricultural District.Brad Deets explained that Kurt Schade,owner of property at 1230 Warrior Lane,has interest in using a new facility currently under construction on his property for the purpose of making and selling of wine produced on site.Under the current A-I Agricultural District zoning specifications,a winery is not a permitted use.Staff had prepared a draft ordinance amendment that incorporated a winery as a permitted use and defined the terms and conditions for such a use in the district.The property is currently being used as a vineyard and Mr. Schade expressed interest in locating his permanent residence on the property in the future.Mr.Schade described the type of facility he was building and outlined the various uses that were proposed to be included in order to make wine and host small private events. The Commission had considerable discussion related to the proposed land use on the property in relation to current land use practices and the impact the use may have on surrounding property owners.The Commission expressed interest in allowing for this type of use with in the corporate limits of Waukee,but had hesitation as to whether this site and the stipulations provided in the draft ordinance properly regulated the use from having an adverse affect on the community should other winery proposals come forward.The Commission requested that city staff take additional time to research the various components associated with wineries to ensure that the ordinance provides a comprehensive language to address all possible winery scenarios that would be permitted in the City.Further discussion was tabled until the next Planning and Zoning Commission meeting on March 10,2009.Motion by commissioner Schmidt,seconded by commissioner Mook.Ayes:Dutcher,Sclnnidt,Airhart,Hassebroek,Steele and Mook.Nays:None.Motion carried. New Business.Director of Development Services,Brad Deets updated the Commission on the upcoming City projects. Adjonrnment.Motion by Commissioner Airhart and seconded by Commissioner Sclnnidt,to adjourn at 7:30 P.M.Ayes:Airhart,Sclnnidt,Dutcher,Hassebroek,and Mook.Nays:None.Motion carried.
