MEETING.
Chairman Schmidt called the April 13,2010 meeting of the Planning and Zoning Commission to order at
6:00p.m.
Roll Call.Chairman Schmidt asked for a roll call and the following Commissioners were present:
Hoifeldt,Mook,Johnson,McCulloh,and Schmidt.Absent:Airhart,Borne.Others in attendance:Beth
Richardson,John Gibson,Dennis Dowell,John Kursitis,and Council Member Dutcher.
Agenda Approval.Motion by Commissioner Hoifeldt,seconded by Commissioner Mook to approve the
agenda for April 13,2010."Ayes:Hoifeldt,Mook,Johnson,McCulloh,and Schmidt.Nays:None.
Motion carried.
Approval of the February 9,2010 Regular Meeting Miuutes.Motion by Commissioner Hoifeldt,
seconded by Commissioner Johnson to adopt the February 9,2010 Regular Meeting Minutes.Ayes:
Hoifeldt,Johnson,McCulloh,Mook,and Schmidt.Nays:None.Motion carried.
Approval of the March 23,2010 Joint Planning and Zoning Commission I City Council Meeting
Minutes.Motion by Commissioner Hoifeldt,seconded by Commissioner Schmidt to adopt the March
23,2010 Joint Planning and Zoning Commission I City Council Meeting Minutes.Ayes:Hoifeldt,
Johnson,McCulloh,Mook,and Schmidt.Nays:None.Motion carried.
Open Forum.No one appeared to address the Commission during the Open Forum.
Approval of the Site Plan for Mulch Mart -125 N.10'h Street.Director of Public Works,John
Gibson,explained the primary site improvements include:the widening of the entrance approach,
addition of a commercial weight scale,and paving of space east of the building for material storage.The
property was formerly owned and operated by the Majona Steele Corporation until they moved their
operations from Waukee to Osceola in 2008.Mulch Mart currently leases space at 600 Highway 6 for
their business.Mulch Mart is in the process of purchasing the former Majona property from C &J
Equipment,Inc.pending successful approvals from the City on the proposed site redevelopment.The
existing building would be slightly reconfigured internally to meet current buildiug codes and to provide
for a small retail space.
Rick Johnson,owner of Mulch Mart,explained that they will be using some of the existing block along
with new block for the wall;however,they are considering painting them to match.Rick expressed
concern that the block will begin to peel and look worse then combining the used with new initially.The
Commission agreed.Rick provided some photos to more accurately depict how the "paver display"
areas will look.
Motion by Commissioner Johnson,seconded by Commissioner Mook to approve the Site Plan for Mulch
Mart -125 N lOti'Street subject to remaining staff comments.Ayes:Johnson,Mook,Hoifeldt,
McCulloh,and Schmidt.Nays:None.Motion carried.
Williams Pointe Land Plat 1.Director of Public Works,John Gibson,explained the subject property is
part of the Williams Pointe Condominiums Development located at the intersection of SE Brick Drive
and SE University Avenue which was approved in 2004.To date,eight of the total seventeen
condominium buildings within the development have been constructed.The remaining undeveloped
property at the south end of the site has gone back to the bank following the collapse of Regency.The
applicant is requesting approval of a preliminary plat which essentially identifies the existing utilities and
pavement that have been constructed relative to the undeveloped portion of the property as well as a final
plat of the remaining undeveloped property which will allow the bank to sell the property in the future.
The existing site plan for the development still remains in effect.If the future owner of the property
would like to make any changes to what has previously been approved,a new site plan would need to be
submitted.Essentially this preliminary plat and [mal plat is being presented as a way to sever the existing
condominium development/association from the remaining undeveloped property.The final plat will
allow for the sale and the eventual development of the remaining ground.
a)Approval of the Preliminary Plat for Williams Pointe Land Plat 1.Motion by Commissioner
Mook,seconded by Commissioner Johnson to approve the Preliminary Plat for Williams Pointe
Land Plat I subject to remaining staff comments.Ayes:Mook,Johnson,Hoifeldt,McCulloh,and
Schmidt.Nays:None.Motion carried.
b)Approval ofthe Final Plat for Williams Pointe Land Plat 1.Motion by Commissioner Mook,
seconded by Commissioner Hoifeldt to approve the Final Plat for Williams Pointe Land Plat I.
Ayes:Mook,Hoifeldt,Johnson,McCulloh,and Schmidt.Nays:None.Motion carried.
New Business.No new business was presented.
Adjournment.Motion by Commissioner Johnson,second by Commissioner McCulloh,to adjourn the
meeting at 6:22 P.M.Ayes:Johnson,McCulloh,Mook,Hoifeldt,and Schmidt.Nays:None.Motion
carried,Meetiug adjourned,
