MEETING.
Chairman Mook called the April 14,2009 meeting of the Planning and Zoning Commission to order at
6:00 p.m.
Roll Call.Chairman Mook asked for a roll call and the following Commissioners were present:
Hassebroek,Schmidt,Hoifeldt,Airhart and Steele,and Mook.Absent:Dutcher.Others in attendance:
Beth Richardson,Ben Landhauser,Dennis Dowell,and John Kursitis.
Agenda Approval.Motion by Commissioner Steele,seconded by Commissioner Hoifeldt,to approve
the agenda for April 14,2009."Ayes:Airhart,Hassebroek,Hoifeldt,Dutcher,Steele,and Schmidt.
Nays:None.Motion carried.
Approval of March 24,2009 Regular Meeting Minutes.Motion by Commissioner Hoifeldt,seconded
by Commissioner Steele to "have staff check into the motion for the Craig Dental Clinic to include the
south driveway easement and adopt the March 24,2009 Regular Meeting Minutes with the correction."
Ayes:Hoifeldt,Steele,Airhart,Hassebroek,Schmidt and Mook..Nays:None.Motion carried.
Open Forum.No one appeared to address the Commission during the Open Forum.
Approve the request for a site plan approval for Waukee Elementary School -850 -6th Street.City
Planner,Ben Landhauser reviewed the entire project with the Commission.The Waukee Community
School District has submitted plans for an elementary school to replace the existing Waukee Elementary
School located on 4th Street.As a part of the development of this property,the City is constructing
improvements to 6th Street including a designated turn lane into the new school site.In addition,the City
will be extending Northview Drive from the 6th Street intersection to 8th Street.The improvements to
Northview Drive will also include a designated left tum lane onto 6th Street.The proposed project entails
the construction of a 95,074 square foot elementary school that has been designed to accommodate 750
students in grades Kindergarten to 5th grade.The site is expected to begin construction early this summer
and be ready for students by December of 2010.
The new Waukee Elementary School has been designed to separate parent and bus drop-off locations.
The parent drop-off point is proposed off of 6th Street with a one-way circular driveway looping from Bel-
Aire Drive to Waukee Avenue.The bus drop off is proposed from Northview Drive involving ingress
from 8th Street with egress directly back onto Northview Drive.A playground mea is proposed on the
south side of the school building with both hard and soft surface areas.Parking has been provided in two
lot areas with 116 stalls in the east parking lot (including 5 handicapped stalls)and 29 stalls in the north
lot.The proposed parking allotment exceeds the applicable requirement of 105 stalls.Trail crossings into
the school site have be proposed at Northview Drive and Waukee Avenue.The School district will be
extending a 10 foot trail on the west side of 6th Street from Northview Drive to the entrance drive at the
Bel-Aire Drive intersection.Sidewalk will be installed on the west side of 6th Street and south side of
Northview Drive adjacent to this project.Sidewalk crossings are proposed on the north side of Bel-Aire
Drive and at the 8th Street!Northview Drive intersection.
Several easements are proposed within the plat based upon the location of existing and proposed utilities.
Storm sewer will be constructed to acconnnodate the water runoff anticipated from the site
improvements.Detention will be provided in a joint facility south of this project on a portion of City
property.The design and construction of the detention facility is anticipated to occur in 2010 and is
identified in the City's crr Plan.
An 8 inch water main will be extended from 6th Street and Northview Drive to loop the elementary school
connection.Sanitary sewer will be extended from Northview Drive through the site to 6th Street.Trees
have been placed strategically to aid in screening the loading dock and trash enclosure from public view
on 6th Street.The elevations are proposed to be comprised of brick,glass,and translucent panels.
Commissioner Schmidt requested clarification on the LEED Certification Checklist provided by the
applicant.Dave Briden of Frevert Ramsey Kobes Architects explained that the number of LEED points
identified on the submitted checklist represented the most realistic view of the proposed school's building
and site design.Commissioner Mook questioned if the city was planning on including any traffic control
measures 6th Street.Ben Landhauser stated that the school had already planned to have a crossing guard
at the Northview Drive intersection.Commissioner Airhart questioned if any studies had been done to
determine if a pedestrian signal had been planned for the Northview Drive intersection.David Bentz with
Bishop Engineering discussed the criteria needed to warrant signalization,he stated they met with the
City and it was agreed that signalization or crossing lights were not necessary at this time.Commissioner
Hoifeldt discussed directional signage internal to the site related to the circulation patterns within the
parent drop off and parking area east of the proposed building.Commissioner Mook questioned if
detention was provided or required as a part of the development of the school property.David Bentz
noted that on site detention had not been required as a regional facility was being planned to
accommodate the storm water.Dave Briden described the various building materials used on the exterior
of the building as well as how the proposed translucent panels would illuminate the interior of the school.
Motion by Commissioner Schmidt,seconded by Commissioner Airhart to "Approve the Site Plan for
Waukee Elementary School -850 6th Street subject to all staff comments and to request the City Council
review the crossings at the intersections of Waukee Ave.,Bel-Aire Dr.,and Northview Dr.to see if
additional traffic control measures are necessary"Ayes:Schmidt,Airhart,Hoifeldt,Steele,Hassebroek,
Schmidt,and Mook.Nays:None.Motion carried.1
Approve Zoning Ordinance Amendment to Section 301.9:"A-I"Agricultnral District regarding
provisions for farm winery.City Planner,Ben Landhauser,presented the minor modifications to the
ordinance that was provided at the last meeting including increasing the minimum participants for a
private event as twenty and putting a provision within the ordinance that allows people to come out and
help harvest the grapes without it being considered as on of the twelve private events.The Commission
expressed concern with the possibility of other A-I land owners coming to the City to request some type
of commercial usage on their property.The Commission also expressed concerned with the location of
the University Avenue extension and the potential future purchase of easement from the vineyard once it
has a commercial use of the land.
Motion by Commissioner Airhart,second by Commissioner Steele to "Approve the Zoning Ordinance
Amendment to Section 301.9:"A-I"Agricultural District regarding provisions for farm winery."Ayes:
Airhart,Steele,Hassebroek,Hoifeldt,and Mook.Nays:Schmidt.Motion carried.
Approve Wankee Downtown Master Plan as an amendment to the 2008 Waukee Comprehensive
Plan.City Planner,Ben Landhauser,discussed the Downtown Master Plan prepared by Iowa State
University.City staff held the third and final public meeting on March II,2009.
Motion by Commissioner Hoifeldt,second by Commissioner Schmidt to "Approve Waukee Downtown
Master Plan as an amendment to the 2008 Waukee Comprehensive Plan."Ayes:Hoifeldt,Schmidt,
Steele,Hassebroek,Airhart,and Mook.Nays:None.Motion carried.
Green Initiatives Update -Carbon Footprint Report.City Planner,Ben Landhauser,reviewed the
findings of the carbon footprint analysis for all the public facilities within the City.The report was
presented to the Green Initiatives Committee on Monday,April 6,2009.Over the next couple of weeks,
the committee will be working on goals for the various City facilities based upon the information
collected.Staff will complete the same process during the month of June to gage the difference between
summer and winter operations.The Committee has also discussed wind energy in detail and has
recommended that an ordinance be created to allow for the Waukee Community school District to do a
test project on the school stadium property.It is anticipated that a proposed ordinance will be brought
before the Commission within the next month for discussion and recommendation,
New Business.City Planner,Ben Landhauser updated the Commission on the Green Initiative Group
meeting last week.
