Chairman Mook called the April 22,2008 meeting of the Planning and Zoning Commission to order at 7:00 p.m. Roll Call.Chairman Mook asked for a roll call and the following Commissioners were present:Mook, Hoifeldt,Steele,Dutcher,Schmidt,and Engesser.Absent:Airhart,Others in attendance:John Kursitis, Shannon Lynch,Brad Deets,Ben Landhauser,Dennis Dowell,John Gibson,and Tim Royer. Agenda Approval.Motion by Commissioner Schmidt,seconded by Commissioner Steele,to "Approve the Agenda for April 22,2008."Ayes:Schmidt,Dutcher,Steele,Engesser,Mook,and Hoifeldt.Nays:None. Motion carried. Approval of April 8,2008 Regular Meeting Minntes.Motion by Commissioner Hoifeldt,seconded by Commissioner Schmidt to "Adopt the April 8,2008 Regular Meeting Minutes."Ayes:Steele,Hoifeldt, Engesser,Schmidt,Dutcher,and Mook.Nays:None.Motion carried. Open Forum.No one appeared to address the Commission during the Open Forum. Approve the Rezoning for the Waukee Public Works Facility.Director ofPianning,Brad Deets,briefly explained that City of Waukee is pursuing the rezoning of approximately 16 acres from A-I [Agricultural District]to M-l [Light Industrial District]for the purpose of constructing a new Public Works facility.The proposed facility includes administrative offices,equipment /vehicle storage,and a vehicle maintenance area.The Commission encouraged the City to pursue LEED certification for the building.Motion by Commissioner Schmidt,seconded by Commissioner Steele to "Approve the Rezoning for the Waukee Public Works Facility."Ayes:Dutcher,Schmidt,Hoifeldt,Steele,Engesser,and Mook.Nays:None.Motion carried. Motion to approve the Site Plan for Westgate Business Park Lot 18.Director of Planning,Brad Deets, briefly explained the proposal is for the construction of two buildings to be used for "high-end"storage such as RVs,classic cars,or boats.The two buildings proposed include a six bay and a three bay building with the garage doors facing the interior of the site.The site also included a 29 stall parking lot including 2 handicapped accessible lots.Landscaping is proposed to fulfill the requirements of plantings and screening per the City Site Plan Ordinance.The applicant is proposing the use of a building material that could be considered a "similar material"to the building materials specified within the Planned Development Document.Doug Mandernach of Civil Design Advantage addressed the Commission and provided examples of the material they would like to use.The material has the look of pre-cast concrete but is an insulated metal panel with a textured fmish,similar to what was used on a portion of the Sport Plex West Building.The Commission expressed concern about the elevations of the proposed building.They questioned the overall appearance of the building and suggested more articulation should be provided to break up the facades of the building either by color or the use of offsets.Commissioner Mook commented on the types of articulation done by the existing buildings and suggested that a similar treatment to the proposed buildings would be beneficial.Commissioner Hoifeldt expressed concern in the use of the metal panels as the primary building material and suggested it become more of an accent with a more structural material used as the primary material.The Commission advised that if the owner desires to sell each individual unit a set of covenants would be required to provide a more defmitive explanation of the allowable uses of the property and maintenance responsibility.Dave Waters asked the Commission to defer the vote to give him time to address these issues with the owner.Motion by Commissioner Schmidt,seconded by Commissioner Steele to "Postpone the Consideration of Westgate Business Park Lot 18 until the Next Regularly Scheduled Meeting on May 13,2008."Ayes:Hoifeldt,Schmidt,Steele,Dutcher,Engesser,and Mook.Nays:None.Motion carried, Motion to approve the Final Plat for Williams Pointe Townhomes III Plat 1.Director of Planning,Brad Deets explained the proposed site is within Williams Pointe Plat 3 that was approved by City Council on February 2,2002.At this time Regency is proposing a replat of 1610ts in the northwest comer of Williams Pointe Plat 3 to allow for an additional lot and modification of the original building type proposed. Commissioner Hoife1dt asked why they were changing the style of housing.Jim Kramer,President/CEO of Regency Homes,explained that the style they are proposing has been much more successful than the style currently found in Williams Pointe.Angie Pfannkuch of Regency Homes also addressed the Commission. Motion by Commissioner Schmidt,seconded by Commissioner Engesser to "Approve the Final Plat for Williams Pointe Townhomes III Plat 1 Subject to Remaining Staff Comments."Ayes:Hoifeldt,Schmidt, Steele,Dutcher,Engesser,and Mook.Nays:None.Motion carried, Motion to Approve the Site Plan for the Williams Pointe Townhomes Ill.Director of Planning,Brad Deets,explained the proposed site was within the site plan for Williams Pointe Townhomes Phase 2 that was approved by City Council in June,2003.At this time Regency is proposing a site plan related to the development of 17 townhome lots in the northwest comer of the Williams Pointe Townhomes development. Motion by Commissioner Steele,seconded by Commissioner Hoifeldt to "Approve the Site Plan for the Williams Pointe Townhomes Ill."Ayes:Schmidt,Hoifeldt,Steele,Dutcher,Engesser,and Mook.Nays: None.Motion carried, Motion to Approve the Site Plan Amendment for the Williams Pointe Apartments.Director of Planning,Brad Deets,explained that the property is included in the Williams Pointe Planned Development that was approved by the City of Waukee in July 2005.Regency Land Development presented the rezoning request and planned development for this project on October 23,2007.The Commission reviewed and approved a Site Plan for the Williams Pointe Apartments on November 13,2007.The original site plan was approved by City Council on November 17,2007.The applicant is proposing as amendment to the original site plan to provide for more parking on the site.Erin Ollendike of Civil Design Advantage explained to the Commission that they want to add approximately 78 parking spaces.The amenities will remain on the property and the detention pond has been revised.The pond will change from a wet bottom pond to a dry bottom pond and will meet the requirements for a detention pond.Motion by Commissioner Hoifeldt, seconded by Commissioner Dutcher to "Approve the Site Plan Amendment for the Williams Pointe Apartments,"Ayes:Schmidt,Hoifeldt,Steele,Dutcher,Engesser,and Mook.Nays:None.Motion carried. Discussion of Goals and Objectives for 2008.Director of Planning Brad Deets explained that with the completion of the 2008 Comprehensive Plan we need to begin the implementation process as suggested within the consolidated implementation matrix.This also ties in well to a larger City project that is being completed with the codification of the City's entire code of ordinances.A timeline for implementation was presented to the Commission by Director of Planning Deets with the understanding that although the timeline is aggressive,there is flexibility to it.
