MEETING.
Chairman Schmidt called the April 27,2010 meeting of the Planning and Zoning Commission to order at
6:00p.m.
Roll Call.Chairman Schmidt asked for a roll call and the following Commissioners were present:
Borne,Hoifeldt,Mook,Johnson,McCulloh (6:06 PM),and Schmidt.Absent:Airhart.Others in
attendance:Beth Richardson,Brad Deets and Ben Landhauser.
Agenda Approval.Motion by Conunissioner Hoife1dt,seconded by Commissioner Mook to approve the
agenda for April 27,2010."Ayes:Hoife1dt,Mook,Borne,Johnson,McCulloh,and Schmidt.Nays:
None.Motion carried.
Approval of the April 13,2010 Regular Meeting Minutes.Motion by Conunissioner Hoifeldt,
seconded by Conunissioner Johnson to adopt the April 13,2010 Regular Meeting Minutes.Ayes:
Hoifeldt,Johnson,Borne,McCulloh,Mook,and Schmidt.Nays:None.Motion carried.
Open Forum.No one appeared to address the Conunission during the Open Forum.
Approval of the Preliminary Plat for Fox Creek Estates Plat 2.Director of Development Services,
Brad Deets,explained the subject property is a part of the Fox Creek Estates Development that was
rezoned in August 2006.The entire development consists of a combination of single family residential,
multiple family residential,townhomes,neighborhood commercial and a mixed use development.At this
time,the applicant is requesting preliminary plat approval to modify what had originally been platted as
32 townhome lots located along the south edge of the development to create 19 single family lots on the
approximately 4.5 acres.Consistent with the Zoning Ordinance,the developer has opted to develop the
lots to the R-2 Zoning Ordinance standards.
The Conunission requested clarification on the use of the proposed lots based upon the R-4 Rowand
Townhome Dwelling District zoning of the property related to building a townhome unit next to a
detached single family dwelling.Brad Deets explained that the zoning ordinance permits a developer to
create lots conforming to the standards for R-l or R-2 single family dwelling units.He explained that
once the lots have been designated for single family dwellings they could only be developed for that
purpose.The Commission questioned if townhome units would be constructed east of the plat when the
road is extended.Brad Deets explained that the owner of the proposed plat is different from the owner of
the remaining portion of the Fox Creek Estates property making it possible for townhomes to be
developed at a future date on the same street.He further noted that a similar transition of dwelling types
currently existed on NE Meadowlark Lane where bi-attached townhomes are next to detached single
family dwellings.Motion by Conunissioner Johnson,seconded by Conunissioner Mook to approve the
Preliminary Plat for Fox Creek Estates Plat 2.Ayes:Johnson,Mook,Hoifeldt,Borne,McCulloh,and
Schmidt.Nays:None.Motion carried.
New Business.Brad Deets and Ben Landhauser attended a planning conference in New Orleans.City
Council approved RFP's for the Alices Road Corridor Master Plan and 9 consultants were interested.The
process should take approximately 9-12 months to complete.A commercial project and residential
subdivision has been submitted and will be presented to the P &Z at the next regular meeting.

meeting at 6:17 P.M.Ayes:Hoifeldt,Johnson,McCulloh,Mook,Borne,and Schmidt.Nays:None.
