Chairman Mook called the May 13,2008 meeting of the Planning and Zoning Commission to order at 7:01 p.m.
Roll Call.Chairman Mook asked for a roll call and the following Commissioners were present:Mook,
Hoifeldt,Steele,Dutcher,and Engesser.Absent:Schmidt,Airhart,Others in attendance:John Kursitis,
Shannon Lynch,Brad Deets,and Ben Landhauser.
Agenda Approval.Motion by Commissioner Steele,seconded by Commissioner Dutcher,to "Approve the
Agenda for May 13,2008."Ayes:Dntcher,Steele,Engesser,Mook,and Hoifeldt.Nays:None.Motion
carried.
Approval of April 22,2008 Regular Meeting Minutes.Motion by Commissioner Hoifeldt,seconded by
Commissioner Dutcher to "Adopt the April 22,2008 Regular Meeting Minutes."Ayes:Steele,Hoifeldt,
Engesser,Dutcher,and Mook.Nays:None.Motion carried.
Open Forum.No one appeared to address the Commission during the Opeu Forum.
Approve the Amendment to Section 301.8 of the Zoning Ordinance.Director of Planning,Brad Deets,
briefly explained the new section to be added to the ordinance.Temporary use permits will fall into three
categories:outdoor soles events,seasonal sales events,and temporary site plans.Outdoor sales events are
defined as sales events that incorporate one or more 24-hour periods and do not involve the sale of dispensing of
alcoholic beverages.Businesses would be allowed two (2)events per year for a maximum time of seven (7)
days per event.Applications for outdoor sales events would be approved at the administrative level.Seasonal
"eJes events are defined as those events that due to the nature of the product being sold or the time of year that
such product is for sale,are best accomplished out of doors and do not include the sale or dispeusing of
alcoholic beverages.Businesses would be allowed two (2)events per year for a maximum duration of sixty (60)
d~iS per event.Applications for seasonal sales events would be approved at the administrative level.
T;,mporary site plans for events other than those mentioned in outdoor sales events and seasonal sales events
would require approval by City Council and the time allowed would need to be stipulated.These events shall
require appropriate permits such as noise,outdoor liquor license and signs.A deposit will be required for each
permit to cover any dean up costs the City incurs.The Commission requested clarification regarding cleaning
fees and fines on the permit application aud also asked that the expectations for a clean site be clearly defined.
The Commission expressed concern how fees and deposits for non-profit groups would be addressed.Motion
by Commissioner DUI',her,seconded by Commissioner Steele to "Approve the Amendment to Section 301.8 of
the Zoning Ordinance':'Ayes:Dutcher,Hoifeldt,Steele,Engesser,and Mook.Nays:None.Motion carried.
New Business.Brad informed the Commission he had received a site plan for a new project for The Crossing 'It
Ahces Road.He said he was also working on another project in that area and hoped to ha ve more details soon.
He also updated the Commission on the Alice's Road Interchange Alignment.Brad let the Commission know
\t.~t the summer intern for the Planning Department had started and that they could expect to meet her at a future
meeting.
Adjournment.Motion by Commissioner Steele,second by Conunissioner Hoifeldt,to adjourn at
