The June 22,2010 Planning and Zoning Commission meeting was called to order at 6:00 p.m by Chairman Schmidt. Roll Call.The following Commissioners were present:Hoifeldt,Johnson,McCulloh,Mook,and Schmidt.Absent:Airhart,and Borne.Others in attendance:Brad Deets,Ben Landhauser,and Council Representative Dan Dutcher. Agenda Approval.Motion by Commissioner Hoifeldt,seconded by Commissioner Mook to approve the agenda for June 22,2010."Ayes:Hoifeldt,Johnson,McCulloh,Mook,and Schmidt.Nays:None. Motion carried. Approval of the June 8,2010 Regular Meeting Minutes.Motion by Commissioner Mook,seconded by Commissioner Johnson to adopt the June 8,2010 Regular Meeting Minutes.Ayes:Hoifeldt,Johnson, McCulloh,Mook,and Schmidt.Nays:None.Motion carried. Open Forum.No one appeared to address the Commission during the Open Forum, Approval of the Preliminary Plat for Parkview Crossing Plat 8.Director of Development Services, Brad Deets,explained that the property is within the overall Parkview Crossing development south of the main Waukee School District Campus.The property is located in the northeast comer of the SE Parkview Crossing Drive and SE Pleasant View Drive intersection and was zoned and platted as a part of Parkview Crossing Plat 6,identified as Lot 112.The Planning and Zoning Commission and City Council reviewed a zoning change proposal at their May 25,2010 meeting for a change from R-3 to R-2 zoning to allow for the development of single family homes.The City Council has held one public hearing on the zoning change reqnest on June 7,2010 and will have two additional hearings on June 21 and Jnly 12,2010.At this time,the applicant is requesting approval of a prelirninary plat consistent with the zoning change request to develop single family homes on lots meeting the R-2 district requirements.The project would be developed in two phases,with the first phase consisting of eight lots.The second,or future phases, would consist of an additional twenty-seven lots.Mr.Deets indicated that the homeowners association would be responsible for any maintenance of the detention pond within the plat. The Commission discussed the details of the detention pond maintenance.Commissioner Hoifeldt questioned if the entire detention pond would be completed as a part of phase one of the plat.Mr.Deets indicated that the detention pond would be constructed as a part of phase one.The Commission requested clarification on the location of the bike trail associated with the plat.Mr.Deets explained that the City had previously intended to have the bike trail run on the eastem portion of the plat,but had since worked with the applicant and surrounding property owners to locate the trail on the east side of SE Parkview Crossing Drive.Commissioner Johnson requested clarification on the intended size of the homeowners association and questioned if the member size would be large enough to financially address the maintenance needs.Melissa Hills of Civil Engineering Consultants explained that the homeowners association would be comprised of the homeowners of the thirty-five planned lots indicated on the preliminary plat.Mrs.Hills further explained that the detention pond was needed to aid in raising the current elevation of the property to accommodate the necessary sanitary sewer services as the property currently sits very low comparatively to the adjacent street infrastructure. Motion by Commissioner Mook,seconded by Commissioner McCulloh to approve the preliminary plat for Parkview Crossing Plat 8 subject to final zoning approval of the property by the City Council.Ayes: Hoifeldt,Johnson,McCulloh,Mook,and Schmidt.Nays:None.Motion carried. Approval of the Final Plat for Stone Prairie Plat 1.Director of Development Services,Brad Deets, explained that the proposed project is part of a larger village concept proposed by Regency Land Development,which had previously been presented to the Commission in 2007.The project is centered on a neighborhood park with single-family residential lots radiating out from the park making the parkland area the focal point of the neighborhood.In addition to the single-family residential lots,multi- family residential and neighborhood commercial components are incorporated to create a walkable neighborhood.The final plat includes 31 single family residential lots.Lots range in size from 8,371 sqnare feet to 16,895 sqnare feet.Five outlots are proposed as a part of the plat.Outlot V will be dedicated to the City to fulfill the parkland dedication requirement of the proposed 31 single family lots. Outlots X and Z have previously been zoned to accommodate the development of townhomes.Outlot Y is intended to be developed into neighborhood commercial uses.Outlot W will be utilized for future phases of single family residential uses. Chairman Schmidt requested additional information on the details related to the required parkland dedication.Mr.Deets explained that the City and applicant had put together an agreement that would require improvements to be made to the parkland as future phases were completed.He further indicated that an arrangement had been reached on the completion of SE Westown Parkway,where the City had worked with the applicant to create an agreement to complete the necessary improvements. Commissioner Johnson questioned if there was concern with potential commercial development on Outlot y.Mr.Deets indicated that as a part of the rezoning process,restrictions had been placed on the property to regulate the types of uses and placement of bnildings and other elements so that the development would not adversely affect the surrounding neighborhoods.Commissioner Mook questioned if the commercial property had been identified by the comprehensive plan as a defined commercial node.Mr. Deets explained that it was not one of the defined commercial nodes identified by the comprehensive plan,but that the zoning request had taken place prior to the formal adoption of the comprehensive plan. Motion by Commissioner Johnson,seconded by Commissioner Mook to approve the Final Plat for Stone Prairie Plat 1.Ayes:Johnson,Hoifeldt,McCulloh,Mook,and Schmidt.Nays:None.Motion carried, New Business.Brad Deets informed the Commissioners that the Waukee Community School District had presented a request to the City Council regarding a proposal to construct a wind energy system with a height taller than is allowed by the current ordinance.The School District had received a grant to build the wind energy system and was requesting that the City look into revising the existing ordinance to meet their needs.Commissioner Johnson questioned if the City would be referencing the model ordinance that was completed for the Des Moines metropolitan area.Mr.Deets explained that portions of the model ordinance would be looked at with regard to any proposed modifications to the current ordinance that would be presented to the Commission and Council.Mr.Deets informed the Commission that there would be a ribbon cutting ceremony dedicating the completed Alice's Road overpass bridge on July 6, 2010 at 3:00 P.M.He further noted that the City was hoping to secure additional funding to help pave the connecting portions of Alice's Road between the bridge and Ashworth Road and between Ashworth Road and University A venue.Mr.Deets updated the Commission on projects presented at the previous Commission meeting and the finalization of selecting a consultant for the Alice's Road Corridor Master Plan project.
