MEETING.
Chairman Mook called the October 14,2008 meeting of the Planning and Zoning Commission to order at
7:00 p.rn.

Roll Call.Chairman Mook asked for a roll call and the following Commissioners were present:Steele,
Dntcher,Hassebroek,Hoifeldt,Airhart,Schmidt,and Mook.Absent:None.Others in attendance:Beth
Richardson,Brad Deets,Ben Landhauser,Dennis Dowell,Jolrn Kursitis,and Council Member Bailey.
Agenda Approval.Motion by Commissioner Hoifeldt,seconded by Commissioner Steele,to "Approve
the Agenda for October 14,2008."Ayes:Hoifeldt,Steele,Airhart,Schmidt,Dutcher,Hassebroek,and
Mook.Nays:None.Motion carried.
Approval of July 8,2008 Regular Meeting Minutes.Motion by Commissioner Hoifeldt,seconded by
Commissioner Hassebroek to "Adopt the July 8,2008 Regular Meeting Minutes."Ayes:Hoifeldt,
Hassebroek,Schmidt,Steele,Dutcher,Airhart,and Mook.Nays:None.Motion carried.
Open Forum.No one appeared to address the Commission during the Open Forum.
Approve the Final Plat for Hickory Commercial Plat 2.The final plat for Hickory Commercial Plat 2
is a replat of Lot 3 of Hickory Commercial Plat 1.The plat is generally located on the northwest comer
of the Warrior Lane and Laurel Street intersection,sonth of the exiting Casey's General Store.Hickory
Commercial Plat 1 was reviewed by the Commission in November of 2003 which included 3 lots for
commercial development.Plat 2 is a replat of Lot 3 which will create 2 new lots;one lot is proposed to
be developed in order to facilitate a Medicap Pharmacy,with the remaining lot to be developed in the
future.Commissioner Mook requested the Commission discuss both the final plat and site plan at the
same time.The Commission discussed the shared access into the Medicap/Casey's sites from Warrior
Lane and whether it should be considered for a right in right out.Commissioners cited concems with the
cross traffic on Warrior Lane and at the Laurel Street intersection.Discussion stemmed to include the
possibility of placing a median within the shared access driveway to force traffic to exit southbound only
or encourage site traffic to exit directly onto Laurel Street.Director of Development Services reminded
the Commission that the Iowa Clinic on the east side of Warrior Lane relies on the full access driveway
which would impede efforts to place a median on Warrior Lane until such time as an alternative access to
the site could be provided.Commissioner Dutcher stated he would like to see an agreement in place with
at least one of the developers/businesses in the area identifying a level of traffic flow that would require
additional improvements to remedy traffic problems on Warrior Lane,between IIickman Road and Laurel
Street.Council Member Bailey expressed concern about the intemal traffic patterns that would be created
in the future including the undeveloped lots to the west of the Casey'slMedicap sites.The Commission
discussed the need to address the full access location identified from Hickman Road to the sites prior to
the placement of a restricted access on Warrior Lane due to possible access complications it would create
for the Casey's site.Motion by Commissioner Schmidt,seconded by Commissioner Dutcher to
"Approve the Final Plat for Hickory Commercial Plat 2 subject to remaining staff comments."Ayes:
Schmidt,Dutcher,Hoifeldt,Steele,Hassebroek,Airhart,and Mook.Nays:None.Motion carried.
Approve the Site Plan for Medicap Pharmacy.The applicant proposes to construct a single-story
2,500 square foot building to house a new Medicap Pharmacy.The facility will replace the existing 2,000
square foot Medicap Pharmacy located at 105 N.Warrior Lane.The proposed project is within the
Arterial Overlay District and is subject to the architectural and landscaping requirements as identified in
the Site Plan Ordinance.Access to the site is proposed from Warrior Lane and Laurel Street.Motion by
Commissioner Steele,seconded by Commissioner Airhart to "Approve the Site Plan for Medicap
Pharmacy subject to remaining staff comments and adding language to include determining when the
Warrior Lane exit should become a right in right out only exit."Ayes:Steele,Airhart,Hiofeldt,Dutcher,
Hassebroek,Schmidt,and Mook.Nays:None.Motion carried.
New Business.Director of Planning,Brad Deets updated the Commission on the Downtown Master
Plan with Iowa State University,Alice's Road Corridor project,work on the Zoning Code Ordinances,
and the Green Initiative meeting.Commissioner Mook requested that discussion on changing the
Planning and Zoning meeting time to an earlier time on the next meeting agenda.
Adjournment.Motion by Commissioner Steele,second by Commissioner Schmidt,to adjoum at
7:46 P.M.Ayes:Steele,Schmidt,Airhart,Hoifeldt,Dutcher,Hassebroek,and Mook.Nays:None.
