Chairman Mook called the November 25,2008 meeting of the Planning and Zoning Commission to order
at 7:00 p.m.
Roll Call.Chairman Mook asked for a roll call and the following Commissioners were present:Steele,
Hassebroek,Hoifeldt,and Mook.Absent:Dutcher,Schmidt,and Airhart.Others in attendance:Beth
Richardson,Brad Deets,Ben Landhauser,Dennis Dowell,and John Kursitis.
Agenda Approval.Motion by Commissioner Hoifeldt,seconded by Commissioner Steele,to "Approve
the Agenda for November 25,2008."Ayes:Hoifeldt,Steele,Hassebroek,and Mook.Nays:None.
Motion carried.
Approval of October 14,2008 Regular Meeting Minutes.Motion by Commissioner Hoifeldt,
seconded by Commissioner Hassebroek to "Adopt the October 14,2008 Regular Meeting Minutes."
Ayes:Hoifeldt,Hassebroek,Steele,and Mook.Nays:None.Motion carried.
Open Forum.No one appeared to address the Commission during the Open Forum.
Approve regular meeting time change for 2009.At the last meeting,discussion occurred in regards to
changing the time of the meetings from 7:00 pm to 6:00 pm starting with the first meeting in January
2009.Motion by Commissioner Hoifeldt,seconded by Commissioner Hassebroek to "Approve the
regular meeting time from 7:00 pm to 6:00 pm starting with the first meeting in January 2009.".Ayes:
Hoifeldt,Hassebroek,Steele,and Mook.Nays:None.Motion carried.
Approve the 2009 Development Review Schedule and 2009 Zoning Amendment Review Schedule.
Staff has created review schedules for development and zoning amendment proposals for 2009 based
npon the second and fonrth Tnesdays of every month in relation to City Council meeting dates and
national holidays.The schednles are intended to provide potential applicants with attainable time frames
for proposals.Motion by Commissioner Steele,seconded by Commissioner Hoifeldt to "Approve the
2009 Development Review Schednle and 2009 Zoning Amendment Review Schednle."Ayes:Steele,
Hiofeldt,Hassebroek,and Mook.Nays:None.Motion carried.
Approve the Green Initiatives Committee -Creating a Sustainable Waukee 2009 Action Plan.
During the Goal Setting Session held in Jnne 2008,the City Council identified the desire to have an
environmental green initiative plan created.In order to create such a plan,a Green Initiatives Committee
was assembled to take on the task of identifying potential green initiatives for the city and developing an
action plan for implementation of the identified initiatives.At this time,the Green Initiatives Committee
has developed the Creating a Sustainable Waukee 2009 Action Plan docnment in order to communicate
the committee's outlook on green initiatives and provide a timeline for implementation of those initiatives
over the course of the next year.Commissioner Mook expressed concern with the introduction of the
document,stating that the City conld be implying a political voice it is not ready to make in regards to
global warming pollution.The Commission asked staff to take a look at the section and make revisions
as necessary.Commissioner Hassebroek qnestioned how staff envisioned the phasing and
implementation of the proposed green initiatives would be translated into the public realm starting with
the city,schools,development community,etc.Brad Deets,Director of Development Services,stated
that the intent of the document was to create a baseline of education in order to understand as a
community how best to approach sustainability as a city entity in the future.The Commission agreed that
the docnment was a good step forward for the commnnity.Motion by Commissioner Steele,second by •
Commissioner Hassebroek to "Approve the Green Initiatives Committee -Creating a Sustainable
Waukee 2009 Action Plan."Ayes:Steele,Hassebroek,Steele,and Mook.Nays:None.Motion carried.
Downtown Master Plan -Project Update.A public open house was held for the downtown master
plan on Thursday November 6,2008 to review two scenarios created by the Iowa State University class.
On December 4,2008 Brad,Ben and members of the Downtown Alliance will travel to Ames and
participate in a critique of the master plan document.Brad Deets,Director of Development Services,
stated he would like to hold a final open house in January to present the final document to the public and
allow for additional questions and concerns to be addressed before the Council would be asked to adopt
the plan.
New Business.Director of Planning,Brad Deets npdated the Commission on the recently submitted
Middle School and Stadium Improvement projects.
