Chairman Mook called the December 16,2008 meeting of the Planning and Zoning COJ11J11issionto order at 7:00 p.m. Roll Call.Chairman Mook asked for a roll call and the following Commissioners were present:Steele, Hoifeldt,Dutcher,Sclunidt,Airhart,and Mook.Absent:Hassebroek.Others in attendance:Beth Richardson,Brad Deets,Ben Landhauser,Dennis Dowell,and John Kursitis. Agenda Approval.Motion by Commissioner Airhart,seconded by Commissioner Hoifeldt,to "Approve the Agenda for December 16,2008."Ayes:Airhart,Hoifeldt,Steele,Dutcher,Sclunidt,and Mook. Nays:None.Motion carried. Approval of November 25,2008 Regular Meeting Minutes.Motion by Commissioner Hoifeldt, seconded by Commissioner Steele to "Adopt the November 25,2008 Regular Meeting Minutes."Ayes: Hoifeldt,Steele,Dutcher,Sclunidt,Airhart,and Mook.Nays:None.Motion carried, Open Forum.No one appeared to address the Commission during the Open Forum. Waukee School Sports Complex Phase II.Director of Development Services,Brad Deets,reviewed the entire project with the Commission.The applicant,Waukee Community School District,proposes to construct a new locker room and concession facility on the southern portion of the existing Warrior Stadium.The proposed facility will provide new horne and visitor locker rooms,visitor concessions, visitor restroom facilities,coaches offices,storage rooms,and a new score board.In addition to the proposed building,the applicant proposes to provide a 169 stall parking lot that could be expanded in the future to include an additional 86 stalls for a total of 255 stalls.As a part of the proposed site improvements,Park Road will be substantially improved and expanded adjacent to the new facilities including a drop-off lane in front of the new stadium entry.The applicant has established a phasing plan that will allow for access to all of the park facilities throughout the construction period.The applicant proposes to improve Park Road from SE Ashworth Drive to approximately the east end of the existing tennis courts.The existing asphalt roadway will be removed and replaced with 26 foot back to back concrete road with curb and gutter and a right tum lane added at the intersection with SE Ashworth Dr to improve the flow of traffic exiting the Centennial Park and Warrior Stadium.Storm sewer will be constructed to accommodate the water runoff from the proposed parking lor improvements as well as some of the uncontained water runoff that currently exists on the stadium and middle school property.A new pipe will be constructed directly south of the school's baseball diamond from the proposed detention facility,through the park,and outletted into the creek in Centennial Park. 1 J Commissioner Dutcher suggested the use of prairie plantings within the detention area to absorb runoff instead of detaining the water and running it into the creek.He would like to see the school district utilize more sustainable types of stormwater management practices.David Bentz with Bishop Engineering representing the applicant stated that if the soils wonld allow such plantings to be effective it could be an option,however the school district does not want any standing water on the site due to the types of activities conducted around the area.Commissioner Dutcher also expressed concem with the exterior elevations and the lack of sample materials that should have been provided by the architect.The Commission questioned if previous applicants had been given approval without providing building material samples.Commissioner Dutcher indicated an opportunity for the school district to make an effort to get points toward LEED certification on the building.Commissioner Hoifeldt questioned the applicant's representative on the different uses proposed with the new building and requested that it would be beneficial in the future to have the applicant's architect present to answer such questions. Commissioner Hoifeldt also questioned whether the tennis courts would be available to the public and if they were going to have spectator seating for competition,Commissioner Hoifeldt also expressed concern with building elevations suggesting breaking up the long expansion of the south elevation.Brad Deets explained that the color of the building will closely match the high school and the existing concession stand. a.Approve the Preliminary Plat for Waukee Warriors Plat 1.Motion by Commissioner Schmidt,seconded by Commissioner Airhart to "Approve the Preliminary Plat for Waukee Warriors Plat I subject to all staff comments."Ayes:Schmidt,Airhart,Hoifeldt,Steele, Dutcher,and Mook.Nays:None.Motion carried. b.Approve the Final Plat for Waukee Warriors Plat 1.Motion by Commissioner Dutcher, seconded by Commissioner Schmidt to "Approve the Final Plat for Waukee Warriors Plat I subject to all staff comments."Ayes:Dutcher,Schmidt,Airhart,Hoifeldt,Steele,and Mook. Nays:None.Motion carried, c.Approve the Site Plan for the Waukee School Sports Complex Phase II.Motion by Commissioner Steele,seconded by Commissioner Hoifeldt to "Approve the Site Plan for Waukee School Sports Complex Phase II subject to all staff comments."Ayes:Steele, Hoifeldt,Schmidt,Airhart,Dutcher,and Mook.Nays:None.Motion carried. New Business.Director of Community Services,Brad Deets updated the Commission on the City Council's approval of the 2009 Green Initiative Plan and the special meeting on Economic Incentives. Adjournment.Motion by Commissioner Steele,second by Commissioner Airhart,to adjourn at 8:02 P.M.Ayes:Airhart,Steele,Hoifeldt,Dutcher,Schmidt,and Mook.Nays:None.Motion carried.
