Roll Call.Chairman Schmidt asked for a roll call and the following Commissioners were present Mcf'ulloh,Mook,Bome,Schmidt,Johnson,and Hoifeldt.Absent Airhart.Others in attendance:Brad Deets,Ben Landhauser,Dennis Dowell,Alex Pfaltzgraff,Dan Dutcher,and Torn Wittman. Agenda Approval.Motion by Commissioner Johnson.seconded by Commissioner Mook to approve the agenda for May 25,2010."Ayes:Johnson.Mook,McCullough,Bome,Hoifeldt,and Schmidt.Nays: None.Motion carried. Approval of the May 11,2010 Regular Meeting Minutes.Motion by Commissioner Hoifeldt, seconded by Commissioner Johnson to adopt the May 11,2010 Regular Meeting Minutes.Ayes: Hoifeldt,Johnson,McCullough,Mook,Borne,and Schmidt.Nays:None.Motion carried. Open Forum.No one appeared to address the Commission during the Open Forum. Approval of the Rezoning of Parkview Crossing Plat 6 Lot 112 from R-3 Rental Multi-Family Residential District to R-2 One and Two Family Residential District.Director of Development Services,Brad Deets,explained the rezoning proposal and identified the applicant's general intent in developing the property as single family lots.The property is within the overall Parkview Crossing development south of the main Waukee School District Campus.The property is located in the northeast comer of the SE Parkview Crossing Drive and SE Pleasant View Drive intersection and was zoned and platted as a part of Parkview Crossing Plat 6,identified as Lot 112.The Planning and Zoning Commission and City Council reviewed the R-3 zoning proposal for the property in the spring of 2004. Notification of the rezoning reqnest was mailed to property owners within 200 feet of the property on Tuesday,May 18,2010 and a notification sign had been erected on site on the same date.Mr.Deets noted that the applicant had received consent from over 71 percent of the property owners within 200 feet of the site. Commissioner Hoifeldt questioned how the streets indicated on the concept plan were intended to be integrated with Alice's Road Corridor to the east.Mr.Deets explained that SE Pleasant View Drive had already been planned to extend further east to intersect with SE Alice's Road,but indicated that staff was still working to determine if SE Prairie Park Lane would extend beyond the property in question based upon the intended spacing of street connections on SE Alice's Road.He further noted that it would be possible,given the spacing between SE Pleasant View Drive and SE Prairie Park Lane,that SE Prairie Park Lane could end up being a right-in light-out connection to SE Alice's Road.Chairman Schmidt questioned how the storm water management of the property would tie in with properties down stream. Tom Wittman of Civil Engineering Consultants,2400 86tl'Street,Des Moines,IA,explained that his firm had worked with Veenstra and Kimm,the City's engineer to identify the best methods of addressing the storm water management of the property.He indicated that the property was designed to accommodate flows from the north and east and overflow from the site is sent west.Chairman Schmidt asked if the water ended up in the Brighton Park detention pond as he noted previous siltation from plats in the Parkview Crossing area had reduced the storage capacity of the detention pond.Mr.Deets indicated that the water did eventually end up going through the Brighton Park detention pond,but noted that the storm water management requirements of development are currently much stricter than had previously been in place.The Commission discussed how the proposed transition in land use and density translated from the property in question to the north and east.Commissioner Mook noted that he felt the existing zoning of the property provided a much better transition from single family homes into the commercial corridor planned for Alice's Road.The Commission agreed that it would be in the City'S best interest to make the potential homeowners as aware of the surrounding commercial zoning as possible.Mr.Deets indicated that Jerry's Homes had come to an agreement with the property owner east of the property in question regarding a specific covenant that would be identified on each property within the development indicating that there is commercial zoning adjacent to the individual lots. ]I •I Motion by Commissioner Hoifeldt,seconded by Commissioner Johnson to "Approve the Rezoning of Parkview Crossing Plat 6 Lot 112 fromR-3 Rental Multi-Family Residential District to R-2 One and Two Family Residential District."Ayes:Hoifeldt,Johnson,McCulloh,and Borne,Nays:Mook,and Schmidt.Motion carried, New Business.Brad Deets explained that additional planning for the Alice's Road Corridor would begin over the course of the coming weeks as a committee reviewed proposal from consultants and made a recommendation to the Council.Commissioner Schmidt asked if the additional planning would incorporate the previous plan that had been done on the corridor.Mr.Deets explained that the intent would be to expand upon the previous plan and provide a more specific development plan for the entire Alice's Road corridor,Commissioner Johnson requested information on the Comprehensive Plan Review Committee.Mr.Deets explained that the committee had been established to review the progress made on the comprehensive plan and would help to evaluate the implementation matrix.
