MEETING.
Chairman Mook called the May 26,2009 meeting of the Planning and Zoning Commission to order at
6:02p.m
Roll Cali.Chatrman Mook asked for a roll call and the following Commissioners were present:
Hoifeldt,Dntcher,Steele,and Mook,Absent:Hassebroek,Airhart,and Schmidt Others in attendance:
Ben Landhauser,Brad Deets,Don Bailey,Jr.,Curt Pascoe,Rockne Brosman.
Agenda Approval.Motion by Commissioner Hoifeldt,seconded by Commissioner Steele,to approve
the agenda for May 26,2009."Ayes:Dutcher,Hoifeldt,Steele,and Mook,Nays:None.Motion carried.
Approval of April 28,2009 Regular Meeting Minntes.Motion by Commissioner Hoifeldt,seconded
by Connnissioner Dutcher to "Adopt the April 28,2009 Regular Meeting Minutes as written."Ayes:
Hoifeldt,Steele,Dutcher,and Mook,Nays:None.Motion carried.
Open Fornm.No one appeared to address the Commission during the Open Forum.
Approve the Rezoning Amendment -PD-l Modifications for Williams Pointe Plat 12 (Williams
Pointe North).Development Services Director,Brad Deets reviewed the rezoning request with the
Commission.The subject property is included in the Williams Pointe Planned Development that was
approved by the City of Waukee in July 2005 and amended in December 2007.The Planned
Development includes a total of 104 acres more or less and is planned to include single family residential,
townhomes,condominiums/apartments and commercial development when it is fully developed.The
property has previously been platted as a prot of Williams Pointe Plat 12 and is currently zoned R-3
Rental Multi-Family District with a Planned Development Overlay.The applicant is requesting approval
of a rezoning of the property to modify the Planned Development Overlay allowing for the development
of a senior housing project The Planned Development Agreement is also required to be altered to
coincide with the rezoning.The applicant has received tax credit from the State of Iowa related to this
proposed affordable senior honsing project The project.to be known as Thomas Place,includes the
creation of a 116 unit senior apartment building and site amenities such as walking paths,shuffle board
courts,and a pavilion.
The Commission requested clarification of the proposed height specifications outlined in the bulk
regulation amendments as to whether the request would be applied to the entire planned development
overlay.Brad Deets mentioned that the request was specific to the property of this project The
Commission discussed how the location of the building on site would mitigate surrounding land uses due
to the location of open spaces and size of the building.Commissioner Hoifeldt requested clarification on
the internal parking stall ratio to the proposed number of units.Rockne Brosman,Senior Associate with
Equity Growth Group Management,mentioned each unit in the building would have one internal stall,
Mr.Brosman further explained that this project was si:rn:i:larto a senior housing project already completed
in Glenview,Illinois and the development team expects very low resident turn over.The Commission
questioned what the target income for the apartments is intended to be.The Commission also questioned
if the applicant was intending to utilize any low maintenance grasses on the site.Curt Pascoe,Project
Engineer with Ryan Companies,explained that the applicant was working with Civil Design Advantage
to identify some areas and seed mix types to introdnce some low maintenance grasses throngh the larger
open space areas.
Motion by Commissioner Hoifeldt,seconded by Commissioner Dntcher to Approve the PD-l
Modifications for Williams Pointe Plat 12 (Williams Pointe North)related to a project to be known as
Thomas Place.Ayes:Dntcher,Hoifeldt,Steele,and Mook.Nays:None.Motion carried.
New Business.Development Services Director,Brad Deets updated the Commission on upcoming
projects and ordinance changes.
Adjournment.Motion by Commissioner Steele,second by Commissioner Dutcher,to adjourn at 6:25
