MEETING.
The February 8,2011 Planning and Zoning Commission meeting was called to order at 6:00 p.m,
Roll Call.The following Commissioners were present:Hoifeldt,Schmidt,Mook,Johnson,Nigro,and
Streit.Absent:McCulloh.Others in attendance:Brad Deets,Ben Landhauser,Beth Richardson,
Council Representative Harvey,and John Kursitis.
Agenda Approval.Motion by Commissioner Hoifeldt seconded by Commissioner Mook to approve the
agenda for February 8,2011."Ayes:Hoifeldt,Mook,Johnson,Nigro,Streit,and Schmidt.Nays:None.
Motion carried.
Approval of the November 23,2010 Regular Meetiug Miuutes.Motion by Commissioner Johnson,
seconded by Commissioner Hoifeldt to adopt the November 23,2010 Regular Meeting Minutes.Ayes:
Jolmson,Hoifeldt,Nigro,Streit,Mook,and Schmidt.Nays:None.Motion carried.
Opeu Forum.No one appeared to address the Commission during the Open Forum.
Election of Officers.Motion by Commissioner Hoifeldt,seconded by Commissioner Johnson to open
nominations.Motion by Commissioner Hoifeldt,seconded by Commissioner Johnson to nominate
Commissioner Schmidt as Chairperson.Motion by Commissioner Hoifeldt,seconded by Commissioner
Nigro to nominate Commissioner Mook as Vice Chairperson.Motion by Commissioner Hoifeldt,
seconded by Commissioner Nigro to nominate Commissioner Johnson as Secretary.Motion by
Commissioner Hoifeldt,seconded by Commissioner Nigro to cease the nominations.Ayes:Hoifeldt,
Nigro,Mook,Johnson,Streit,and Schmidt.Motion carried.
Approval of the Site Piau for HyVee Grocery,Gas Station and Car Wash.Director of Development
Services,Brad Deets,explained the applicant is requesting approval of a site plan to construct an
approximately 88,000 square foot grocery store,gas station and carwash within the Crossing at Alice's
Road development located at the northwest comer of Alice's Road and Hickman Road.The proposed
project will be developed in two phases.The first phase will include the construction of both a C-Store
and Carwash in conjuncture with the private driveway (NE Venture Drive)that will be extended from the
West Bank site,east to connect with NE Alice's Road.The second phase will include the construction of
the 87,240 square foot grocery store and associated parking area.Prior to the completion of the grocery
store,Knapp Properties will be responsible for widening NE Alice's Road from the Hickman Road
intersection,north to the limits of the IIy-Vee property,Knapp Properties will also be responsible fur
some widening on the south side of Hickman Road to match up slightly with the improvement on the
north side.A 10'bike trail will be extended to the north along Alice's Road and along the west side of
the I"phase development area.Daniel Willrich,Assistant Director of Store Architecture for Hy-Vee,
displayed samples of the exterior elevations.The Commissioners requested a note be added to the plans
stating that the mechanical units will be screened if necessary upon the completion of the project.
Motion by Commissioner Johnson,seconded by Commissioner Hoifeldt to approve the site plan for
HyVee Grocery Store,Gas Station and Car Wash subject to remaining staff comments.Ayes:Johnson,
Hoifeldt,Mook,Nigro,Streit,and Schmidt.Nays:None.Motion carried.
Approval of a Site Plan for Waukee High School Addition.Director of Development Services,Brad
Deets,explained the applicant is requesting approval of a site plan for what is anticipated to be the final
additions to Waukee High School located at the intersection of SE University Avenue and SE Ashworth
Drive.The site plan includes a 30,000+square foot classroom addition as well as a new field house.The
classroom wing is capable of housing an additional 600 students to the existing 1200 student capacity.
The new wing will also involve the creation of a new library space as the existing location will be
converted to a corridor and new classroom/faculty space.Additionally,the school district will be
constructing a new field house and wrestling space between the high school and the indoor training
facility (former YMCA)which will unite the buildings.Construction of the proposed improvements are
planned to begin this spring 2011 and finish prior to the start of the 2012 school year.Eric Rose with the
Waukee School District discussed the parking options for the students and faculty.In the future if
parking is necessary the school has the ability to add parking to the north side of the site where currently
they use the green space for practice fields.The students currently use the overflow parking located at the
football stadium area.
Motion by Commissioner Mook,seconded by Commissioner Johnson to approve the site plan for Waukee
High School Addition subject to remaining staff comments.Ayes:Mook,Johnson,Hoifeldt,Nigro,
Streit,and Schmidt.Motion carried.
New Business.Brad Deets informed the Commissioners that this year will be a busier year than last.
They are working on a joint session with the City Council sometime in March with the consultant on the
Alice's Road Corridor,The are working on the Design Standards for the Downtown District and should
be ready for the next P &Z meeting.There is an ISU Extension Training Session scheduled for next
Wednesday evening.
