MEETING.
The February 22,2011 Planning and Zoning Commission meeting was called to order at 6:00 p.rn.
Roll Call.The following Commissioners were present:Hoife1dt,Schmidt,McCulloh,Mook,Johnson,
Nigro,and Streit.Absent:None.Others in'attendance:Brad Deets,Ben Landhauser,Beth Richardson,
and Council Representative Harvey.
Agenda Approval.Motion by Commissioner Hoifeldt seconded by Commissioner McCulloh to approve
the agenda for February 22,2011."Ayes:Hoifeldt,McCulloh,Mook,Johnson,Nigro,Streit,and
Schmidt.Nays:None.Motion carried.
Approval of the February 8,2011 Regular Meeting Minutes.Motion by Commissioner Mook,
seconded by Commissioner Johnson to adopt the February 8,2011 Regular Meeting Minutes.Ayes:
Mook,Johnson,McCulloh,Hoifeldt,Nigro,Streit,and Schmidt.Nays:None.Motion carried,
Open Forum.No one appeared to address the Commission during the Open Forum.
Approval of a Rezoning request for Replat Gopher Hollow Lot 1,Lots 1 &2 to change zoning from
A-1 (Agricultural District)to R-2 (Single Family Residential District).Director of Development
Services,Brad Deets,explained the rezoning request is related to two parcels owned by Doug and Laura
Pooch located in the southeast comer of Ashworth Road and Sugar Creek Lane.The property was
originally platted in 1995 by Knapp Properties.The property was annexed into the City of Waukee in
2003,which defaulted the zoning designation of the property to A-1 Agricultural District consistent with
all property annexed into the City.At this time the applicant is requesting approval of a rezoning request
to enable them to replat their two existing properties into 3 new properties consistent with the R-1 Single
Family Residential District standards.The applicant submitted the necessary petition and consent to the
rezoning.Notification of the proposed rezoning request was sent to all property owners,currently in the
corporate limits of Waukee or in Dallas County.Staff has not received any written correspondence for or
against the rezoning request.
The Commission inquired as to any future potential to split the parcel identified as Lot 1 on the
conceptual development plan.Doug Pooch,owner of the property,indicated that Lot 1 would likely
remain the size proposed and not be split in the future due to conflicts with providing access and the
location of an existing pond.The Commission also requested information as to future easements that may
be needed for public infrastructure as it becomes available in the future.Brad Deets,Development
Services Director,indicated that if the rezoning is approved staff would work with the applicant during
the platting process to identify any potential easements that would be needed for future infrastructure.
Motion by Commissioner Hoifeldt,seconded by Commissioner Johnson to approve a request for Replat
Gopher Hollow Lot 1,Lots 1 &2 to change zoning from A-1 (Agricultural District)to R-2 (Single
Family Residential District).Ayes:Hoifeldt,Johnson,Mook,McCulloh,Nigro,Streit,and Schmidt.
Nays:None.Motion carried,
Approval of Downtown Design Guidelines.City Planner,Ben Landhauser,explained the City of
Waukee adopted a master plan for the downtown area in 2009.As a part of the master plan,an
implementation matrix was included which identified key strategies and/or projects that should be
completed over various time frames in order to begin to achieve the vision established by the master plan.
One of the first items suggested to be undertaken was the creation of design guidelines that would better
define the physical composition of the downtown.
With this in mind,a Downtown Design Committee was assembled early in 2010 by Mayor Peard to work
with staff and provide guidance during the assembly of design standards for the downtown area.Over the
course of 2010,the Downtown Design Committee worked to identify ways in which to create a set of
guidelines that would continue to make the downtown area a unique place in Waukee.The guidelines
have been drafted to act as an extension of the Downtown Master Plan in the creation of districts within
the downtown area that can provide opportunity for different types of businesses,residential units,and
architectmal styles.The document is divided into chapters based upon the four (4)districts and also
addresses signage and lighting in a separate section.Primary topics addressed in each district section of
the guidelines include building design,site design,and land use expectations.Each topic is broken down
into subcategories in order to provide a more descriptive defmition of the expectations desired in each
district.
A public open house was held on January 18,2011 at the Maple Street Community Center to present the
draft to the community and receive any comments on the guidelines,approximately 20 residents attended.
The Commission had concerns with the various aspects of the guidelines including the length of term for
the Downtown Design Committee members,spreading of the proposed Retail and Service District into an
adjacent residential area,the suggested distance of buildings within the Office District adjacent to
Hickman Road,ordinance changes and updates to align with the guidelines,and need for the City to begin
identifying future public parking areas as properties become available for purchase.Staff will make some
adjustments to the areas of concern,present them to the Downtown Design Committee,and bring the
Downtown Design Guidelines back to the Commission at a later date to review.No action was taken.
New Business.Brad Deets informed the Commissioners that there is a Joint City Council and Planning
and Zoning meeting scheduled on March 22"d to review the Alice's Road Master Plan.1
JAdjournment.Motion by Commissioner Johnson,second by Commissioner Nigro,to adjourn the
meeting at 6:43 P.M.Ayes:Johnson,Nigro,Hoifeldt,Mook,McCu treit,and Schmidt.Nays:
None.Motion carried.Meeting adjourned.
