MEETING.
The August 24,2010 Planniug aud Zoning Commission meeting was called to order at 6:00 p.m.
Roll Call.The following Commissioners were present:Hoifeldt,Schmidt,Airhart,Johnson,and
McCulloh.Absent:Borne and Mook.Others in attendance:Brad Deets,Ben Landhauser,Dennis
Dowell,Beth Richardson,John Kursitis,and Council Representative Dan Dutcher.
Agenda Approval.Motion by Commissioner Hoifeldt seconded by Commissioner Airhart to approve
the agenda for August 24,2010."Ayes:Hoifeldt,Airhart,Johnson,McCulloh,and Schmidt.Nays:
None.Motion carried,
Approval of the July 27,2010 Regular Meeting Minutes.Motion by Commissioner Hoifeldt,
seconded by Commissioner Johnson to adopt the July 27,2010 Regular Meeting Minutes.Ayes:
Hoifeldt,Jolmson,McCulloh,Airhart,and Schmidt.Nays:None.Motion carried.
Open Forum.No one appeared to address the Commission during the Open Forum.
Approval of a Site Plan for Waukee Community Schools Wind Energy Conversion System.City
Planner,Ben Landhauser,explained the Waukee Community School district received a $50,000 grant
from Pepsi through the Pepsi Refresh Project in April of 2010 to install a wind energy system on the
District's property.The proposed site plan involves erecting a wind generator on the Middle
School/Sports Complex property between the Middle School and the baseball/softball fields.The
Commission recently reviewed an update to the Wind Energy Conversion Systems provisions of the
zoning ordinance to allow a wind energy conversion system with a height of 100 feet to be placed on a
property larger than 7 acres.
The proposed project involves erecting a wind energy conversion system including a 90 foot tower and a
10 foot blade height for a total height above grade of 100 feet.The specific model turbine being installed
is an Endurance S-343.The turbine is intended to be placed adjacent to a storage garage and assembled
so that it can be lowered hydraulically into the outfield of the adjacent ball fields for servicing.As
identified by the site plan for the project,the applicant has identified all structures within 200 feet of the
monopole location,which consist primarily of baseball facilities.The base of the wind energy conversion
system will be located several feet below grade of the driveway on the south side of the Middle School
building ..Notification was sent out to property owners within 200 feet of the Middle School/Sports
Complex property on Friday,August 13,2010 indicating the date and time of the Commission and City
Council meetings.
Motion by Commissioner Johnson,seconded by Commissioner Airhart to approve the Site Plan for
Waukee Community Schools Wind Energy Conversion System subject to the final consideration of the
Ordinance change by City Council.Ayes:Johnson,Airhart,Hoifeldt,McCulloh,and Schmidt.Nays:
None.Motion carried.
Approval of the Preliminary Plat for Waukee Family Townhomes Plat 1.Director of Development
Services,Brad Deets,explained the preliminary plat,final plat and site plan together.The property is
included in the Williams Pointe Planned Development that was approved by the City of Waukee in July
2005 and amended in December 2007.The Planned Development includes a total of 104 acres more or
less and is planned to include single family residential,townhomes,condominiums/apartments and
commercial development when it is fully developed.The property has previously been platted as a part of
Williams Pointe Plat 12 and is currently zoned R-4 Row Dwelling and Townhomes Dwelling District
with a Planned Development Overlay.The applicant is requesting approval for the development of 90
townhomes units and a clubhouse facility on the approximately 17 acre parcel.
-,I,The applicant has applied for tax credit from the State of Iowa related to this proposed family townhome
project.It has not been determined at this time whether the applicant will receive funding through the
state,however this project will be constructed with or without the state funding.The property is proposed
to be platted in order to make the individual units available for sale.
Motion by Commissioner Airhart,seconded by Commissioner McCulloh to approve the Preliminary Plat
for Waukee Family Townhomes Plat 1.Ayes:Airhart,McCulloh,Hoifeldt,Johnson,and Schmidt.
Nays:None.Motion carried.
Approval of a Final Plat for Waukee Family Townhomes Plat 1.Motion by Commissioner Johnson,
seconded by Commissioner Airhart to approve the Final Plat for Waukee Family Townhomes Plat I
subject to remaining staff comments.Ayes:Johnson,Airhart,McCulloh,Hoifeldt,and Schmidt.Nays:
None.Motion carried.
Approval of the Site Plan for Waukee Family Townhomes.Motion by Commissioner Hoifeldt,
seconded by Commissioner Johnson to approve the Site Plan for Waukee Family Townhomes.Ayes:
Hoifeldt,Johnson,Airhart,McCulloh,and Schmidt.Nays:None.Motion carried.
New Business.Brad Deets informed the Commissioners that a site plan for the HyVee has been received
and will be reviewed in a future meeting.Committee meetings took place for the Comprehensive Plan
and the Alice's Road Corridor Master Plan.The Waukeefest will take place this coming weekend.
Adjournment.Motion by Commissioner Airhart,second by Commissioner Johnson,to adjourn the
meeting at 6:38 P.M.Ayes:Airhart,Johnson,Hoifeldt,and McCulloh.Nays:None.Motion carried.
