The November 23,2010 Planning and Zoning Commission meeting was called to order at 6:00 p.m. Roll Call.The following Commissioners were present:Hoifeldt,Schmidt,Mook,Johnson,and McCulloh.Absent:Borne and Airhart.Others in attendance:Brad Deets,Ben Landhauser,Dennis Dowell,Beth Richardson,and John Kursitis. Agenda Approval.Motion by Commissioner Hoifeldt seconded by Commissioner Mook to approve the agenda for November 23,2010 amending to the date of the minutes to October 12,2010."Ayes: Hoifeldt,Mook,Johnson,McCulloh,and Schmidt.Nays:None.Motion carried. Approval of the October 12,2010 Regular Meetiug Minutes.Motion by Commissioner Hoifeldt, seconded by Commissioner Johnson to adopt the October 12,2010 Regular Meeting Minutes.Ayes: Hoifeldt,Johnson,McCulloh,Mook,and Schmidt.Nays:None.Motion carried. Open Forum.No one appeared to address the Commission during the Open Forum. Approval of a revision to the open space requirements within the C1-B "Large Scale Commercial" District.Director of Development Services,Brad Deets,explained the C-lB Large Scale Commercial Zoning District was established in 2005 to address larger "big box"development.The provisions relate to retail users over 50,000 square feet.As a part of the ordinance,open space for the district was established at 30%which is the highest percentage of open space within any zoning district within Waukee. Staff is currently in the process of reviewing the site plan for Hy-Vee for the intersection of Alice's Road and Hickman Road.They have brought up concerns relative to the 30 %requirement as it limits their abilities to fully develop the site based upon their current and proposed needs. j Staff has reviewed ordinance for adjoining communities and it does appear for the most part that the current 30 %requirement is 5%to 10 %higher than most other communities for similar types of retail development.In general most communities including Waukee place a greater emphasis and greater percentage of green space on the professional office park districts primarily due to the fact that most professional office developments are multi-story buildings and the open space truly acts as an added amenity to office environments. Staff has reviewed the minutes from both Planning and Zoning and City Council for when the original ordinance was created.Based upon those minutes,it does not appear that there was any discussion specifically related to increased open space requirements within this district. Motion by Commissioner Mook,seconded by Commissioner Hoifeldt to approve a revision to the open space requirements within the Cl-B "Large Scale Commercial"District.Ayes:Mook,Hoifeldt,Johnson, McCulloh,aud Schmidt.Nays:None.Motion carried. Discussion on the provisions for phone and cable utilities subdivision.Director of Development Services,Brad Deets,explained that Commissioner Mook had received an email from a citizen that is in the process of building a new home within the Grant Park subdivision relative to her options for phone and cable providers. This issue is becoming more and more common as the individual providers continue to increase their services and competition with other providers and I think you will continue to see this happen as the cost for this type of infrastructure continues to increase and the developers continue to look for ways to save costs. This is an issue that is happening across the metro area and has recently been discussed by local planning professionals.The general consensus I have gotten from most other communities is that we need to ensure that the providers have the ability to install this infrastructure in harmony with good aesthetic design but that the development community should not be forced by the cities to install this infrastructure rather we should let the market sort it out. The Commission's discussion included the cost benefit to the provider to select one provider who offers all the services.However some developers feel it will help sell their lots if multiple service providers are made available.The Commissioners discussed who should provide the information on the available services in the development areas whether is should be the realtor or the City.City staff will include something either in the check list during the review process or added as a note as to who is providing the services. Status Update on the Alice's Road Corridor Master Plan.Director of Development Services,Brad Deets,briefed the Commission on the progress of the Alice's Road Corridor Master Plan prior to the public meeting scheduled for Tuesday,December 7th from 6 to 8 pm at the Waukee Public Library. New Business.Brad Deets informed the Commissioners that pending zoning approval by the City Council,the Hy-Vee Site plan will be on the December 14th Planning and Zoning agenda.Hy-Vee anticipates the construction to begin next spring.Requests for information have come in on a new project in the Westgate Business Park subdivision as well as an expansion project.Development Services has also been in communication with a new dental office.
