APRIL 22,1998
Call to order:by chairman Jay Oxenford at 7:00 pm.
Roll Call:Jim Phillips,Bob Ellis,Mary White,Mark Schoeberl,and Jay Oxenford -present.
Council Representative -Larry Lyon,absent
Staff representative -Larry Ryan,present.
Mary White noted that the minutes of the September 1997 meeting were not available and asked
that a copy of the same be made available to Board members.Also asked to be informed of the
terms of current members.
Old Business:Marcia Knaack -Moot since she has sold her home and moved from the
jurisdiction.
Herb Perry -Not present,issue not discussed.
New Business:
Election of Officers:
Schoeberl nominated Mary White for Chairperson.Oxenford Seconded.
Approved by acclamation.
Schoeberl nominated Oxenford for Vice-Chairman,Seconded by White.
Approved by acclamation.
Oxenford nominated Mark Schoeberl for Secretary.Seconded by Ellis.
Approved by acclamation.
Staff representative to take minutes.
Variance for Fa=ers Coop -Hearing #1-198,Replace quonset building
that was damaged and subseqently removed in 1997.
Discussion:
Mick and Janet Merical of 260 S.5th an adjoining property owner
expressed their concern that water shed from the past building has caused
problems on their property and will the new building cause the
same problems.
Greg Quint,Kent Jessen,Clair Rew represented the Farmers Coop.Stated
that the new building would be a traditional style building not a quonset
style,and that gutters would be attached and water run-off from the
building would be directed back onto Coop ground.
Jay Oxenford asked the Mericals ifthey had ally objection if the water
run-off problem was solved.The Mericals indicated they had no objection
to the variance if the water run-off problem was solved.
Motion:
Mark Schoeberl made a motion to grant the variance allowing Farmers
Coop to rebuild on the previous building site provided that adequate

White asked staff to correct variance form,and to prepare Official
Variance for signature.
measures are taken during construction of the replacement building to
capture the run-off and redirect it away from the surrounding residential
properties and back onto Coop property.Seconded by Ellis.

Rick Ross Variance Discussion -Board members discussed that Rick
Ross Had not used the variance that he had been given and directed staff to
ask Rick Ross for an update and his intent,and to notify him that he would
have to reapply if the variance was not used by the third anniversary of
Issue.
