The April 1st,1997 Waukee Utility Committee meeting was called to order at 7:00pm by
Chairman Francis Forret at the Waukee Library.
The following members were present:Stan Lawson,Anne Pulliam,Russ Wiesley,Marsha
Schmidt,Francis Forret and Marge Schlaefer.Absent:Ron Olson.Guests:Mayor Don Bailey,
Councilman Nick Gruber,John Wesselmann,and Wayne and Becky Johnson.
The March 8th minutes were approved as read.
Gas Rebate Program:Lawson made a motion to recommend to the Council to implement a Gas
Rebate Program in Waukee.This would not include gas frreplaces.Wiesley seconded the
motion.Motion carried.
Gas Meter Change Out Program:John Wessehnann recommends to change out 75 meters per
year.There are approximately 600 to 700 gas meters who have been in service for 20 or more
years.This would take about 8 years to complete.Pulliam made a motion to recommend to the
Council to agree to this but would back off if new construction would interfere.Schmidt
seconded the motion.Motion carried.
New Wastewater Treatment Plant Status:John Wesselmann reported the city is currently
working with Veenstra &Kimm on the design of a new wastewater treatment facility.The city is
also waiting for cost estimates and will seek proposals from other firms too.Reed beds will be
used for sludge disposal.The cost will run from 1.2 to 2 million.This would be paid through
impact fees.No increase in sewer fees.The plant would serve up to 16,000 people.
University Avenue Trunk Sewer Project:Easement discussions are still taking place.When
pipelaying begins Broderick's field will be frrst.
Mike Lake -Water Bill Credit.The Committee recommends the Council deny a credit.
Agenda Additions -Garbage &Lawn Refuse.Organic Technologies has now entered into an
agreement with Waste Management to pick up yard waste.Two options the city is exploring are
paying Waste Management $50.00 per hour to collect yard waste twice a month or purchase a
sticker at $1.00 a bag plus the cost of the bags $0.75.
In regard to Gas Purchasing Policy -the price of gas last week was $2.12 but was not locked in.
To increase pipeline capacity the city may decide to up our capacity at increments of2,000.
The meeting was adjourned at 9:00pm.
