SEPTEMBER 14,1996
The September 14,1996 Waukee Utility meeting was called to order at 8:05am by Chairman
Francis F arret.
The following members were present:Francis Forret,Anne Pulliam,Ron Olson,Marsha
Schmidt,and Marge Schlaefer.Absent:Stan Lawson,Russ Wiesley,and Council Representative
Nick Gruber.Guests:Kurt Rueckel,City Administrator,Mary McCoige,and Bob Herrick,City
Employee.
The minutes were read and approved.
RE:The Proposed Amendment to the Solid Waste Ordinance.Mary McCoige addressed the
Committee with her concern as a single person who has very little trash having to pay the
increase when some families have 4 plus bags each week and would pay the same amount.
With the proposed $1.00 increase to go into effect on October 1st by Waste Management,the
Committee wants the City Council to know they are not in favor of this.The additional $0.47
that is to into effect July 1,1997 should be looked at also.
RE:Testing of Water Mains -Whose Responsibility:Bob Herrick of the city feels the City
shouldn't be responsible to take water samples and take them in to be tested.The Committee
moved that the policy that is in effect now should be left as is but recommend that a City
Employee be present at the testing.The policy now makes the Contractor responsible for the
testing.
RE:Charge for Snow Birds:The Committee feels the $0.65 should be charged to Snow Birds
as the City has to pay the landfill the per capita fee regardless if garbage is dumped or not.The
fee is based on population.
RE:28E Agreement -North Dallas County Landfill:The Committee feels it's best to be
cautious before signing any agreement.
RE:Impact Fee Proposal-Water Impact Fee:There is a $330.00 fee proposed to help pay for
the new water storage and booster station.
Wastewater Impact Fee:A $330.00 fee is also proposed to handle the costs of the proposed
wastewater treatment plant upgrade/expansion.An impact fee of $40.00 is also being proposed
for warning sirens.The Committee fees it would be better to get these fees from the developers.
