ECONOMIC DEVELOPMENT COMMISSION
MINUTES OF THE APRIL 17,1996 MEETING
The meeting was called to order at 7:00 PM.The following members were present Ray Clark,Jeff
Menz,Terry McAtee,Debbie Rolek,Cheryl Humphrey,Jeff Downing,Veronica Stalker,Donald
Bailey,Dan McGowan.Jerry Wright.Also present John Schissel,and Kurt Rueckel.
John Schissel of the Dallas County Development Corporation introduced himself.John is a new
member of the commission and brings to it a great deal of experience as an advisor to the
commission.
New Contacts -Kurt Rueckel informed the Commission about the two concrete plants that
expressed an interest in coming to the City of Waukee.Jeff Downing questioned if they knew about
the City's water rates.The Commission also questioned if any land could be purchased since there
is not land currently available that is zoned for this purpose,nor is any land currently in the city
limits designated for this type of use.Kurt is to send a letter to them.
Cheryl Humphrey explained where the city is at with its discussions with Mercy bringing a clinic
to Waukee,They are still looking into it and we have provided them with information.
Kurt told the Commission that there are individuals who are looking at building warehouse storage
space in the Hickman West Industrial Park.They were planning on having outdoor space,but that
is not allowed under the covenants or the zoning.
Kurt told the commission that an insurance company is interested in coming to Waukee,but that
there is currently nor space available for this purpose.It was suggested that the new Broderick
Animal Clinic might be a good location.
Kurt briefed the Commission about the situation with Majonia Corporation and the amount of their
lease.
Dan McGowan gave an update where the Waukee State Bank is with their new Bank.
Jeff Downing told the commission about the new speculative building that will be built behind the
existing building.This building will have 14,000 square feet.
COMMISSION VS COMMITTEE VS CORPORATION
John Schissel gave a run down on his perspective about the various forms this commission should
take.After a brief discussion it was decided that Terry McAtee,JeffMenz,and Jeff Downing should
work on the By-laws as a subcommittee.
BUSINESS SURVEY
Kurt presented a survey that was used in the Quad Cities to interview businesses.John Schissel
suggested that sending surveys usually does not go over very well and that it is better to sit down and
just have a conversation with the business owners.
Jeff Downing stated he would look into the main street program for the city.
Ray Clark talked about the downtown and applying for a grant.Jerry Wright,Cheryl Humphry,and
Ray Clark will be on a subcommittee to review this.
The Committee questioned when a traffic survey will be completed in Waukee.It is scheduled for
this summer.
It was mentioned that the Iowa Utilities has an upcoming seminar at the convention center.
