AGENDA ITEM:Consideration of approval of a resolution approving a memorandum of
understanding with Communications Workers of America (CWA), Local
#7102, AFL-CIO, as part of the July 1, 2016 – June 30, 2021 contract
amending City of Waukee employee use of sick leave [Trade Time for
Fitness]
FORMAT:Consent Agenda
SYNOPSIS INCLUDING PRO & CON: At the December 16, 2019 Council meeting, a resolution
was approved to add a new component to the employee current sick leave
benefit, effective January 1, 2020. Due to this action, a memorandum of
understanding is needed to amend the July 1, 2016 – June 30, 2021 contract.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: Through the Employee Benefits
Tax Levy, the City partially self-funds health costs for employees and due to
our positive claims history; it has available funds to be used for health related
benefits, which would allow the funding of the Trade Time for Fitness
program.
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: Staff recommends approval of the memorandum of
understating.
RECOMMENDATION: Approve the resolution.

RESOLUTION 2020-
APPROVING A MEMORANDUM OF UNDERSTANDING WITH COMMUNICATIONS
WORKERS OF AMERICA (CWA), LOCAL #7102, AFL-CIO, AS PART OF THE JULY 1,
2016 – JUNE 30, 2021 CONTRACT
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, on May 23, 2016, the Waukee City Council approved a Collective Bargaining
Agreement with the Communications Workers of America (CWA), Local #7102, AFL-CIO, in effect
July 1, 2016 through June 30, 2021 (Resolution #16-219); AND,
WHEREAS, the City of Waukee and representatives of CWA, Local #7102, have reviewed and
approve a Memorandum of Understanding which modifies the allowable use of sick leave for full-time
employees; AND;
WHEREAS, the Memorandum of Understanding is attached hereto and by reference incorporated
herein;
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 6th day
of January 6, 2020, that the Memorandum of Understanding with Communications Workers of
America (CWA), Local #7102, AFL-CIO, as part of the July 1, 2016 – June 30, 2021 contract, is
hereby approved.
