FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Waukee Crossing, LLC, is requesting approval of a
final plat for an approximately 19.09-acre subdivision located north of
Hickman Road and west of Warrior Lane. The proposed final plat
includes 4 lots for commercial development, one outlot for future
commercial development and an outlot for storm water detention.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request on November 26, 2019 and recommended approval:

Senior Planner, Andy kass, introduced the request for approval of a preliminary plat and final plat
for a commercial development as submitted by the applicant, Waukee Crossing, LLC. the subject
property is located north of Hickman Road and west of N. Warrior Lane, and contains
approximately 19.10 acres. The property is to have its third and final rezoning hearing December
2nd, 2019 at the City Council meeting.
Mr. Kass advised that the plat identifies a total of 4 lots for commercial development and 1 outlot.
Lots 1 to 4 range in size from 0.94 acres to 4.64 acres in area. Outlot Z is 9.48 acres in size. As
part of the development a portion lf NW 2nd street will be extended north from Hickman road to
the intersection of NW Venture Drive. NW 2nd Street and Hickman Road is anticipated to be a
lighted intersection. Five foot wide sidewalks are proposed as each lot develops and a trail will be
on the west side of NW 2nd street. A landscape buffer is proposed on the northside of the
development to separate it from the residential developments. All utilities are available to the site
and a regional basin on the east side of lot 4 will manage Stormwater detention.
At this time staff would recommend approval of the preliminary plat and final plat subject to any
remaining staff comments and review of the legal documents.
Commissioner Streit questioned if anything could be built in the portion of land between the
Mercy Clinic and this developments east boundary. Mr. Kass advised no, and that the city was
looking to acquire that particular stretch of land for a future greenway underpass for Hickman
Road.
Commissioner Streit questioned when the next lighted intersection would be. Staff advised that
this should be the last proposed lighted intersection for this area.

Commissioner Streit moved to approve the Final Plat for Waukee Crossing Plat 1 subject to
remaining staff comments and review of the legal documents. Commissioner Tietz seconded the
motion. Ayes: Ward, Tietz, Streit, Hoifeldt, Koshy, and Freund. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff would recommend approval of the final plat.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR WAUKEE CROSSING PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Waukee Crossing, LLC, has requested final plat approval of Waukee Crossing Plat 1 (the
“Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on
November 26, 2019, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Waukee Crossing Plat 1 and the documents relating thereto will comply
with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 6th
day of January, 2020, that the Final Plat for Waukee Crossing Plat 1 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and
documents to be filed with the Plat:
1. Public Utility Easement;
2. Public Sanitary Sewer Easement;
3. Public Gas Main Easement;
4. Public Landscape Buffer Easement;
5. Private Storm Sewer & Storm Water Detention Easement;
6. Private Water Main Easement;
7. Private Storm Sewer Easement; and
8. Private Sanitary Sewer Easement.

HISTORY
The subject property is currently going through the process of being rezoned from A-1, Agricultural District,
to C-1, Community & Highway Service Commercial District. The third and final hearing for the rezoning is
scheduled for the December 2, 2019, City Council meeting.
PROJECT DESCRIPTION
LOTS
The plat identifies a total of 4 lots for commercial development and one outlot. Lots 1 – 3 range in size from
0.94 acres to 1.62 acres and are located adjacent to Hickman Road. Lot 4 is located to the north of Lots 1 – 3
and is 4.64 acres in area. Outlot ‘Z’ is 9.48 acres. As there are no minimums for lot area and lot width for the
C-1 zoning district, all proposed lots are meeting the requirements of the C-1 (Community & Highway Service
Commercial) zoning district. Table 1 below summarizes the bulk regulations for the C-1 zoning district.

STREETS AND SIDEWALKS
A portion of NW 2nd Street from Hickman Road will be extended to the north, to the intersection of NW
Venture Drive.

Five-foot wide sidewalks are proposed along the east side of NW 2nd Street and the south side of NW
Venture Drive. A ten-foot wide trail is proposed along the west side of NW 2nd Street. An existing ten-foot
wide trail will remain on the north side of Hickman Road.
EASEMENTS
Several easements are proposed within the plat based upon the location of proposed utilities. Ingress/egress is
provided through a blanket easement for the entire development. A stormwater detention easement is
provided along the east side of Lot 4 to encompass the proposed stormwater detention basin.
UTILITIES
Utilities will be extended to service the proposed plat as part of the public improvements. Sanitary sewer
service will be provided from the 18” sanitary sewer main located along Hickman Road. Water main will be
extended from the 12” water main located to the north of the proposed plat, along NE Venture Drive.
Storm sewer will be provided throughout the plat and storm water will be detained in a proposed detention
basin located along the east side of the proposed plat.
PARKLAND
Parkland dedication is not required for commercial developments.
STAFF RECOMMENDATION
All proposed lots meet the minimum requirements of the Zoning Ordinance. Staff recommends approval of
the preliminary plat and final plat for Waukee Crossing Plat 1 subject to remaining staff comments and review
of the legal documents.
