for Paramount Development, Inc., applications to the Iowa Finance

SYNOPSIS INCLUDING PRO & CON: At the January 13, 2020 City Council work session,
Jerry Floyd with Paramount Development, Inc., requested letters of
support for that company’s applications to the Iowa Finance Authority’s
IFA HOME Program for both a Waukee Rental Acquisition Project and
Waukee Iowa Tenant-Based Rental Assistance Program.

THE CITY OF WAUKEE, IOWA
RESOLUTION 2020-
AUTHORIZING LETTERS OF SUPPORT FOR PARAMOUNT DEVELOPMENT, INC.,
APPLICATIONS TO THE IOWA FINANCE AUTHORITY REGARDING
AFFORDABLE HOUSING PROGRAMS ASSISTANCE
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas County;
AND,
WHEREAS, the Waukee City Council received a request from Paramount Development, Inc.,
for letters of support for that company’s applications to the Iowa Finance Authority’s IFA
HOME Program for both a Waukee Rental Acquisition Project and Waukee Iowa Tenant-Based
Rental Assistance Program ; AND,
WHEREAS, Paramount Development, Inc., proposes projects within the City of Waukee that
are designed to assist elderly residents and those who may require rental subsidies; AND,
WHEREAS, the Waukee City Council understands there is a need for quality, affordable
housing options in the community;
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this
20th day of January, 2020, that it does hereby authorize letters of support for Paramount
Development, Inc., applications to the Iowa Finance Authority regarding affordable housing
programs assistance.

Dear Iowa Finance Authority:
It is my pleasure to write a letter in support of the Waukee Rental Acquisition
project application being submitted to the IFA HOME Program by Paramount
Development, Inc.
The City of Waukee is aware of the documented need for quality, affordable
rental housing in our community. 2015 U.S. Census Bureau statistics show that
nearly 4% of Waukee’s population aged 65 or older live below the poverty limit.
The Paramount Development, Inc., project would provide four newly
constructed single-family affordable rental homes for seniors with disabilities. This
type of project would be welcome in our community and will help fulfill a need
for this market segment.
The Waukee City Council supports the efforts of Paramount Development,
Inc., as they seek external funding to support a project designed to assist elderly
residents of our community with quality, affordable rental housing.

HOME Program by Paramount Development, Inc.
The City of Waukee is aware of the documented need and waiting periods for
low-income households seeking rent assistance in our community. 2015 U.S.
Census Bureau statistics show that 6% of Waukee’s female population and just
over 4% of men living in Waukee live below the poverty limit. The Paramount
Development, Inc., program would be a welcome relief for many of those
residents.
The Waukee City Council supports the efforts of Paramount Development,
Inc., as they seek external funding to support a program designed to assist
residents of our community with rental subsidies.
