FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: The City Administrator and Human Resource Director recommend the approval of the job description and pay grade. Job Description – IT Administrator PREPARED BY:Michelle Lindsay REVIEWED BY: I1F THE CITY OF WAUKEE, IOWA RESOLUTION 2020- APPROVING JOB DESCRIPTION AND PAY GRADE [IT ADMINISTRATOR] IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the IT Director proposes the creation of a non-represented, IT Administrator position; AND, WHEREAS, the addition of the position of IT Administrator was approved as part of the FY21 budget process; AND, WHEREAS, the pay grade for the position shall be N7; AND, WHEREAS, the IT Director and Human Resource Director recommend establishing the position and approving the job description and pay grade. Director Dept/Div: Information Technology (IT) Direct Reports: None Union Status: Non-Represented FLSA Status: Exempt Pay Grade: N-7 JOB PURPOSE: The IT Administrator is responsible for the daily management and administration of the City’s IT network and server infrastructure; including the acquisition and maintenance of servers, switches and firewalls. Responsible for ensuring appropriate network performance, security, capacity planning, and disaster recovery. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Responsible for configuring, coordinating and maintaining support for City’s IT infrastructure. 2. Participates in the selection and oversight of IT consultants, contractors and vendors; coordinates and collaborates on support cases to ensure appropriate set-up, configuration and connectivity for a variety of applications and assigned IT projects. 3. Researches, develops and recommends policies and procedures for ensuring the security and integrity of the City’s network. Establishes back-up procedures; recommends and implements a disaster recovery plan; and ensures compliance with applicable security standards. Administers and maintains logging, auditing, monitoring, disaster recovery and backup systems. 4. Assesses and provides recommendations regarding organization’s current and future technology needs, procures and implements IT infrastructure equipment. 5. Anticipates and takes pro-active steps to prevent potential network problems and manages system capacity. 6. Assists in the creation, administration and enforcement of general IT policies and procedures. 7. Creates, maintains, and ensures up-to-date documentation of all of IT infrastructure. Manages a wide range of hardware warranties, software service agreements and licenses. 8. Consults and assists IT Technician with elevated technical issues and assists in providing desktop support to end users as needed. 9. Promotes and actively engages with City departments to assess, evaluate and enhance processes, procedures, and technology to meet ongoing and future IT needs. 10. Provides end-user trainings and functions as a technical mentor to all City staff. 11. Provides off-hour support as needed and assists in planned or unplanned system outages. 12. Performs other duties or assumes other responsibilities as apparent or assigned. SUCCESS FACTORS: 1. Attentive to the City’s standards for customer service, accuracy, quality, efficiency and all City policies and procedures ensuring all work performed meets those standards. QUALIFICATIONS: 1. Associate’s Degree in network administration or a closely related field from an accredited college or technical school and field-related certifications (Aruba ACSP/Cisco CCNP, MCSE, Security+/CASP+, or other industry equivalents) OR Bachelor’s degree in network administration or a closely related field from an accredited college or technical school. 2. Combination of 3 years of work experience managing an enterprise network, system and infrastructure. 3. Experience supporting enterprise environment with extensive work knowledge of the following: Windows, Linux, SQL, enterprise domain services, such as Active Directory, GPO, DFS, Certificate Authority, PKI, IIS, VMWare and Hyper-V hypervisors, SANs, and others. 4. Basic understanding of networking is required. Experience with network administration is preferred, such as adding/removing VLANs, tagging/un-tagging ports, creating and maintaining Open Shortest Path First (OSPF) routes. 5. Practical experience in Information Technology Infrastructure Library (ITIL) processes and/or InfoSec is preferred. 6. Must possess a valid driver license and meet the requirements of the City’s motor vehicle policy. 7. Access to transportation with insurance at required state levels to conduct business throughout the assigned area. PHYSICAL REQUIREMENTS: 1. Able to effectively present information and respond to questions from groups of directors, staff, developers, contractors, colleagues, elected officials and the general public. 2. Able to lift, carry, push and pull up to 50 pounds occasionally. 3. Able to maneuver under furniture and in tight spaces to complete installs and to troubleshoot. 4. Able to function productively in a standard office environment accessing cabinets, shelving, work areas and office equipment. 5. Able to sit for long periods of time and to maintain focus on projects on a computer screen. 6. Must be able to effectively communicate orally (in person and over the telephone) and in writing (using electronic devices and handwritten) in English with other employees, businesses and community members. WORKING CONDITIONS: 1. Climate controlled office with hazards typical to that environment. 2. Occasional outdoor work may be required. 3. Position requires travel within and outside of the City, which imposes common travel hazards. 4. Standard work hours will be Monday-Friday 8:00AM – 5:00PM with additional hours including days, evenings, overnights, and weekends as required.
