Vince Meyer Learning Center Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The Waukee Community School District requests
approval of a preliminary plat to combine multiple parcels and vacated
right-of-way into one lot that the existing Vince Meyer Learning Center
will be located on. The total area of the lot is 7.80-acres.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on January 14,
2020, and recommended approval:
Approval of a Preliminary Plat for Vince Meyer Learning Center Plat 1
City Planner, Melissa DeBoer, introduced the request for approval of a preliminary plat, final
plat, and site plan for an addition, as submitted by the applicant, Waukee Community School
District. The subject property is located south of Ashworth drive and west of Fourth Street
containing approximately 7.80 acres. Mrs. DeBoer advised that the reason for the preliminary
and final plats is to combine several lots and an abandoned city right of way into one lot.
Mrs. DeBoer explained that the site plan indicates a 33,125 square foot addition to the east side of
the current Vince Meyer learning Center to be used as preschool classrooms. There is an addition
approximately 8,186 square feet in size on the west side of the building that will be used to house
the Districts IT department. The currently existing bus barn structure will be removed, and the
current playground will be replaced during construction.
Mrs. DeBoer advised that there will be a bus drop off zone off of Fourth Street, a main access for
parent drop off and pick up on the north side of the building, and staff parking will be located to
the south of the building. Utilities currently exist to serve the addition and future use proposed.
Stormwater management will be required and the site plan indicates a detention pond in the
southwest corner of the site. The School District will be responsible for maintenance. All
landscaping, open space, and lighting requirements comply with the Site Plan Ordinance.

At this time staff recommends approval of the preliminary plat, final plat, and site plan for Vince
Meyer Learning Center Plat 1.
Commissioner Streit verified that the intent was to centralize the preschool program into
one location. Kirk Johnson, the Chief Operations Officer of the School District, advised
that was correct.
Commissioner Tietz questioned what the use of the current Vince Meyer building would
be for the school. Mr. Johnson advised that the gymnasium would be utilized for the
school, and that the main level is still able to be utilized for school overflow as well.
Commissioner Streit questioned if there was room for further expansion on the site. Mr.
Johnson advised that, at this time, there was no anticipated further growth in this area.
Commissioner Hoifeldt questioned about the future of the ball diamonds located on the
property. Mr. Johnson advised that they are property of the school district, one of them
will be removed, and an infield only area will be recreated on the property.
Commissioner Koshy questioned if the playground will be fenced. Mr. Johnson advised
that, per programming standards for preschool, the playground is fenced.
Commissioner Broderick asked about the decision on the color scheme. Mr. Johnson
advised that there was a need to cater to elementary age students with the colors, without
taking away from the historic nature of the building. The applicants believe the design
shown meets those needs.
Commissioner Hoifeldt questioned if there is a portion of the addition that will be two
stories. Rachelle Hines of FRK Architects, advised that the first floor would contain a
few classrooms and storage, while the second story is actually screening for the
mechanical equipment. Commissioner Hoifeldt also questioned if the metal panel on the
current building would be covered. The Mrs. Fink advised that there is a potion that is
still visible in the end elevations, however, it does tie in with the general aesthetic created
by the addition.
Ankush Bhatia of 420 Indian Ridge Drive questioned how soon the District anticipated
this building being obsolete or exceeding capacity. Mr. Johnson advised that when the
school opens there is the anticipation for 15 rooms being utilized. There is room planned
for growth in the plans, but as far as a time period, it is difficult to pinpoint as it depends
on many other growth factors.
Commissioner Hoifeldt questioned if there is a plan in the event the preschool class size
out grows the building. Mr. Johnson advised that there may be a need to extend some of
the classrooms back into the elementary schools, however, centralized preschools are
becoming more common and is a model that the school district is committed to
maintaining.
Commissioner Ward questioned if the School District would be adding more early
education rooms to the elementary schools knowing that outgrowing this location is a
possibility. Mr. Johnson advised that in some of the new elementary designs, more early
education rooms are being added to the design for growth in general.
Commissioner Koshy moved to approve a preliminary plat for Vince Meyer Learning Center Plat
1. Commissioner Freund seconded the motion. Ayes: Ward, Tietz, Streit, Broderick, Koshy and
Freund. Nays: None. Recused: Hoifeldt. Motion Carries.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed preliminary plat
meets the intent and the requirements of the Zoning Ordinance and those
of the Subdivision Ordinance.
RECOMMENDATION: Staff recommends approval of the Preliminary Plat for Vince Meyer
Learning Center Plat 1.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Vince Meyer Learning Center Plat 1 on January 14, 2020;
AND,
WHEREAS, the Preliminary Plat for Vince Meyer Learning Center Plat 1 is in general
conformance with section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on

HISTORY
The existing building located on site has been used continually for either classrooms, community education,
and office space for many years and has undergone a number of renovations with the most recent being in
2013. In 2013, the original 3-story building was completely renovated and previous additions to the building
were demolished along the east side of the site.
PROJECT DESCRIPTION
Preliminary Plat & Final Plat
The preliminary plat and final plat identify the creation of one (1) lot that is 7.80-acres in area. The way the
site is currently configured consists of multiple lots and abandoned city right-of-way. Creating the one (1) lot
will clean up any title or ownership issues that may be problematic in the future.
Site Plan
The site plan identifies a 33,125 square foot addition for preschool classrooms on the east side of the site and
an 8,186 square foot addition for office space on the west side of the site. In addition to these features the site
plan identifies the demolition of the existing structure on the west side of the site and the removal and
replacement of playground areas. A bus drop-off is proposed to be located on the east side of the site off of
Fourth Street.
The purpose of the additions are to allow the School District the ability to move all preschool classes to this
facility and to provide office space for the Information Technology Department.
ACCESS AND PARKING
The primary access to the site for parent pick-up and drop-off will utilize the existing access points on the
north side of the site from Ashworth Drive. Additional access for employee parking will be provided from
Fifth Street.
The Zoning Ordinance requires 106 parking spaces for the elementary school. The site plan indicates 141
parking spaces across the site, including seven (7) accessible parking spaces.

Pedestrian walkways will be installed around the building and throughout the site. Sidewalks along the
perimeter of the site will need to be reconstructed in areas affected by the construction activities.
UTILITIES
Utilities already exist on site to serve the building and the proposed additions. Storm water management is
being required as part of this phase and the site plan identifies a detention pond in the southwest corner of
the site. The School District will be responsible for the maintenance of the pond.
LANDSCAPING & OPEN SPACE
A total of 20% open space is required for the development. The Site Plan indicates that 53.5% open space will
be provided. A 15-foot landscape buffer will be provided on the west side of the property to provide
screening of the proposed parking areas. The site will be sodded upon completion of the improvements.
ELEVATIONS
Elevations of the proposed additions have been provided for review. Materials proposed include brick,
architectural metal paneling, cast stone and aluminum windows. The proposed materials match the exiting
materials on the existing building.
LIGHTING PLAN
The lighting plan for the site complies with all requirements of the Site Plan Ordinance.
STAFF RECOMMENDATION
The proposed preliminary plat, final plat, and site plan are in general conformance with the Zoning Ordinance,
Subdivision Ordinance, and Site Plan Ordinance. Staff recommends approval.
