Crossing Light Industrial
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Element 119, requests approval of a site plan to allow for
the construction of an 18,870 square feet multi-tenant commercial building.
The site plan identifies four (4) tenant spaces within the building. Access to
the site is provided via NW Sunrise Drive.
The applicant has provided elevations for the proposed building on the site,
which meets the intent of the architectural guidelines within the Site Plan
Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the January 14, 2020 Commission Meeting and
recommended approval subject to remaining staff comments:
Approval of a Site Plan for Stratford crossing Light Industrial (220 NW Sunrise Drive)
City Planner, Melissa DeBoer, introduced the request for approval of a site plan for a
commercial/office building as submitted by the applicant, Stratford Crossing, LLC. The subject
property is generally located south of NW Gettysburg Lane and west of NW 10th Street, containing
approximately 1.10 acres. For reference, the recently approved Kinship Brewing Company site is
located directly east of the site.
Mrs. DeBoer advised that the site plan identifies one building 18,870 square feet in size to function as
an office warehouse building. A monument sign is proposed on the south side of the access drive and
the trash enclosure is on the south side of the parking area. Access to the site will be provided on the
east side of the property from NW Sunrise Drive. Public Utilities are available to the site, and storm
water management is proposed in a dry bottom retention pond on the south west of the site. All open-
space, landscaping, parking, and lighting plans meet the requirements of the Site Plan Ordinance.
At this time staff would recommend approval for the site plan for Stratford Crossing Light Industrial.
Commissioner Tietz questioned if the overhead doors meant anticipated Semi Truck traffic in
the area. Mrs. DeBoer advised that they were more to keep the options open for tenants. The
building use and style is much like the I-80 West Industrial Park south of town for reference.

Commissioner Koshy questioned if the doors are facing south. Mrs. DeBoer advised that was
correct.
Commissioner Broderick questioned where the trash location was on the plan. Mrs. DeBoer
highlighted the location on the south side of the site center of the parking lot.
Commissioner Tietz questioned if there were any identified tenants. Mrs. DeBoer advised that
none were called out at this time.
Commissioner Hoifeldt moved to approve a Site Plan for Stratford Crossing Light Industrial (220 NW
Sunrise Drive). Commissioner Broderick seconded the motion. . Ayes: Ward, Tietz, Streit, Broderick,
Koshy and Freund. Nays: None. Recused: Hoifeldt. Motion Carries.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan.
RECOMMENDATION: Approve the resolution.

APPROVING THE SITE PLAN FOR STRATFORD CROSSING LIGHT INDUSTRIAL
(220 NW SUNRISE DRIVE)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Stratford Crossing Light Industrial, subject to remaining staff comments on
January 14, 2020; AND,
WHEREAS, the Site Plan for Stratford Crossing Light Industrial is in general conformance with
§160 – Site and Building Development Standards Ordinance of the Waukee Municipal Code;
AND,
WHEREAS, the Site Plan for Stratford Crossing Light Industrial is in general conformance with
§161 – Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 20th day of January, 2020 that the Site Plan for Stratford Crossing Light Industrial is
approved.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following
easements related to the site plan to be filed with the Dallas County Recorder:
1. Public Utility Easement; and
2. Detention Easement

HISTORY
The subject property is located within Stratford Crossing Plat 4. The developer of the plat recently completed
the public improvements for Plat 4, which includes ten (10) lots for light industrial development.
PROJECT DESCRIPTION
The site plan identifies the construction of an 18,870 square foot building. The building has an overall height of
28-feet. The primary use of the building is intended for office and warehouse space. A monument sign is
proposed on the south side of the access drive. The trash enclosure is shown on the south side of the parking
area.
ACCESS AND PARKING
Access to the site will be provided on the east side of the property from NW Sunrise Drive. The proposed
building requires a total of 37 parking spaces. The site plan identifies 37 parking spaces provided across the
site.
SIDEWALKS/TRAILS
A 5-foot-wide sidewalk will be constructed on the west side of NW Sunrise Drive as part of this project.
UTILITIES
Sanitary sewer and water main services exist on-site. A sand/oil separator will be installed with the project for
the planned floor drains within the building.
Storm water detention for the project is intended to be managed on the east side of the site within a dry
bottom detention basin. Storm water will ultimately be discharged to the existing storm sewer along NW
Sunrise Drive.
LANDSCAPING & OPEN SPACE
A minimum of 15% of the project area is required to be open space. The total amount of open space
proposed is 32%. The plantings shown on the landscape plan meet the minimum requirements of the
Landscape & Open Space Ordinance. The entire site will be sodded when construction is complete.

ELEVATIONS
Colored building elevations are included for review. The building is proposed to be constructed with brick,
fiber cement paneling, aluminum storefront system, and glazing. Two (2) overhead doors are shown on the
building and will be glazed overhead doors. The trash enclosure is shown to be constructed with brick sides
and metal doors. Staff believes the proposed elevations meet the architectural requirements of the Site Plan
Ordinance.
PHOTOMETRIC PLAN
A photometric plan for the parking lot lighting has been submitted and complies with the requirements of the Site
Plan Ordinance.
STAFF RECOMMENDATION
Staff recommends approval of the site plan for Stratford Crossing Light Industrial.
