AGENDA ITEM: Public Hearing on an ordinance to amend Chapter 169, Zoning Ordinance,
City of Waukee Iowa, by rezoning certain property from R-2 to R-2 / PD-1, a
property known as Stratford Crossing Plat 6.
FORMAT: Public Hearing
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a rezoning of
19.18-acres of property located north of Hickman Road and west of NW 10th street within the Stratford
Crossing neighborhood. The property was zoned R-2 in 2017 with the anticipation of the duplex
development located within the subject property. Since the original rezoning that developer has
worked with a builder that would like to construct small lot single family homes on the property
instead of duplex units. The initial concept for the area identified 96 duplex units and the new concept
identifies 97 small lot single family lots. The proposed homes would be for sale with the prices
ranging from $210,000 to $280,000. The square footages of the units range from 1,337 square feet to
1,850 square feet.
Because of the desire to develop single family lots that are smaller than the minimum requirements of
the R-2 zoning district, a Planned Development Overlay is required. The applicant has requested a
Planned Development Overlay to allow for a minimum lot size of 5,300 square feet, a minimum lot
width of 40 feet, and a minimum side yard setback of 10-feet total. The Planned Development also
includes provisions for increased landscaping requirements, minimum percentage of brick or stone,
minimum of two car garages, and prohibiting the same unit types from being located directly next to
one another.
The applicant received consent for the rezoning from 69.95% of neighboring property owners. Notice
was sent to the neighboring property owners on January 21, 2020 and no correspondence either rfor or
against the request has been received.
The Comprehensive Plan, Imagine Waukee 2040, identifies the property for single family residential
development. The proposed rezoning is consistent with Land Use Policies 3.4, 4.2, and 6.2 of Imagine
Waukee 2040 because the request will provide additional housing options and price points, provide a
diversity of density, and will be compatible with surrounding development.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the request at their January 28, 2020 meeting and
recommended approval:

Senior Planner, Andy Kass, introduced the request for a rezoning for a single family development, as
submitted by the applicants Stratford Crossing, LLC. The subject property is generally located north of
Hickman Road and West of NW 10th Street, containing approximately 19.18 acres. Mr. Kass advised
that originally the property was proposed for a duplex product, the applicants are looking to provide a
single family small lot development similar in density but a detached product.
The proposed development would consist of 97 lots averaging 5300 square feet in area. In exchange
for the allowance of smaller lots, staff has required the following provisions: a minimum 2 car garage,
a minimum living area of 1250 square feet, no vinyl siding products on the exterior, at least 15% stone,
brick or stucco, and a requirement that adjacent lots can’t have the same elevation. Staff will also
require two trees and two shrubs per unit. The applicants have indicated these units will be for sale and
anticipate a base price between 210,000 and 280,000. Parkland dedication will be satisfied by a 13 acre
park and extension of a public trail.
Mr. Kass advised that generally speaking, the request addresses the need for varied density, price
points, housing options, and would be compatible with the surrounding neighborhood. Staff
recommends approval of the rezoning for Stratford Crossing Plat 6.
Commissioner Streit questioned if the size and density is similar to the development south of
the Deery Brothers Dealership. Mr. Kass advised that this is a little denser than that area.
Commissioner Inman questioned if this would be denser than the small lot development north
of the YMCA. Mr. Kass advised that it’s difficult to compare the two developments at the one
north of the YMCA is much smaller, only around 22 lots.
Commissioner Hoifeldt questioned if adjusting the R-2 ordinance to allow for the smaller lots
instead of approving Planned Developments would be beneficial. Mr. Kass advised that if
Council wanted an update to the ordinance then Staff would look to address it that way. The
intent of issuing the Planned Development, is it allows staff to go on a case by case basis to
address the needs of the city and compliance with the Comprehensive Plan.
Commissioner Broderick questioned if there was a total count on how many of this type of
small lot development the City had. Mr. Kass advised there wasn’t a total, but that there were
a few other developments similar in town already. For reference, Mr. Kass advised that the
lots in downtown Waukee have an average of 50 square feet of frontage, and developments
like Glynn Village also has adjusted lot sizes.
Representative for the applicant, Nick Halfhill, advised that the new builder was interested in
this type of product, there will be a basement in each unit, and some may not be finished.
There’s a lot of variety available in this product, and it addresses the lower end pricing single
family market need. The applicants have visited a previous development of the builders and
are confident in the product to be provided.
Commissioner Hoifeldt moved to approve a rezoning related to a change from R-2 (One and Two
Family Residential) to R-2 (One and Two Family Residential)/ PD-1 (Planned Development District
Overlay). Commissioner Koshy seconded the motion. Ayes: Ward, Conley, Streit, Broderick, Hoifeldt,
Koshy, and Inman. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: The proposed rezoning is consistent with the existing land
uses in the area and Imagine Waukee 2040.
RECOMMENDATION: Staff would recommend holding the Public Hearing

BACKGROUND
The subject property is located north of Hickman Road and west of NW 10th Street encompassing a total of 19.18
acres. The applicant has submitted a rezoning request to rezoning the property from R-2 (One & Two Family Residential
District) to R-2 (One & Two Family Residential District) / PD-1 (Planned Development Overlay). The applicant has
submitted the necessary consent to the rezoning with consent from 69.95% from neighboring property owners of the
area proposed to be rezoned. Notification to adjacent property owners was mailed on January 21, 2020. To date, staff
has not received any correspondence either for or against the proposed rezoning.
PROJECT DESCRIPTION
The property was rezoned to R-2 in 2017 as part of the larger rezoning of the overall Stratford Crossing development.
The preliminary plat for Stratford Crossing that was approved in 2018 identified the subject property for duplex units,
which are allowed in the R-2 district. Since the initial rezoning and preliminary plat were approved, the applicant has a
desire to plat the planned duplex lots as lots for small lot single family development. The original preliminary plat
identified 96 lots for duplex development and the new concept identifies 97 lots for single family development. The
previously proposed duplex lots complied with the standard R-2 requirements, however, the proposed single family lots
require a planned development overlay due to the proposed lot width, lot area, and side yard setback. Table 1 below
summarizes the requested deviations from the standard R-2 requirements.

All proposed lots within the Planned Development Overlay area meet or exceed the minimums proposed for lot width
and area. In addition to the relaxed bulk regulations, the Planned Development Agreement requires the following
provisions for these lots when developed:
Minimum two car garage;
Minimum of 1,250 square feet for a single story home;
Adjacent lots cannot share the same building elevation;

15% stone, brick, or stucco on the front of the home facing the public street; and
Two (2) trees and two (2) shrubs planted on each lot.
Elevations of the proposed homes that will be constructed within this portion of the development have been provided
for review and included as part of the attached Planned Development. The square footages for the proposed homes
range from 1,337 square feet to 1,857 square feet. All proposed homes are two-story homes. The homes will be for sale
and the price points will likely range from $210,000 to $280,000 per unit.
PARKLAND
The required parkland for the overall Stratford Crossing development does not change significantly as a result of the
proposed rezoning. Based on the change from duplex units to single family homes, the parkland requirement increases
from 12.53-acres to 13.02-acres for the overall development. The applicant constructed a trail in previous phases of the
project and will dedicate a nearly 8-acre park in future phases to satisfy parkland requirements.
COMPREHENSIVE PLAN
The subject property is classified as Single Family Residential on the Preferred Land Use Map in the comprehensive plan,
Imagine Waukee 2040. Single Family Residential is defined as traditional forms of single family housing with typical lot
sizes from 8,000 square feet to .50-acre and densities from 2 to 4 units per acre.
Imagine Waukee 2040 includes a number goals, policies, and action items for each topic included in the comprehensive
plan. The following Land Use Policies (LU-P) are highlighted below due to their applicability to the requested rezoning:
LU-P 3.4: Encourage the diversification of Waukee’s housing options to meet the full lifecycle of the community’s housing
needs. This will enable residents to remain in the community as their housing needs change and will attract a more
diverse range of new residents from a wider range of ages to move to Waukee.
LU-P 4.2: Ensure that the density/intensity of development will be compatible with the general characteristics of the
surrounding area in which development is located. Changes in density/intensity may be supported when they enhance the
viability, character and livability of the area.
LU-P 6.2: Provide a mix of residential unit styles values, and densities within the same development.
STAFF ANALYSIS & RECOMMENDATION
The proposed planned development would allow for lot sizes smaller than what the Comprehensive Plan identifies as
typical in the Single Family Residential land use classification. In addition, the density proposed of 5.1 units per acre is
slightly higher than what is indicated to be typical of this classification. However, based on the policies described above
the request complies with the intent of LU-P 3.4; 4.2, and 6.2 as the project would provide varied density, price points,
housing option, and will be compatible with the surrounding neighborhood.
Staff recommends approval of the rezoning for Stratford Crossing Plat 6 based on its conformance with the policies of
Imagine Waukee 2040.
